Planning Commission Recommendation: Approve to Multiple Family Suburban Zone.
subiect to the following conditions: (Vote was unanimous).
A. CONDITIONS:
1. Dedication of the North five (5) feet of the advertised property along
Fourth Avenue, and dedication of the South ten (10) feet of the subject
property , and ext ended Easterly to Pines Road along Sixth Avenue for
right of way.
2. Improvements to Spokane County standards of Fourth and Sixth Avenues
along the project perimeter, and to extend Easterly along Sixth Avenue
to Pines Road. Such improvements shall include curbs, sidewalk,
dra inage control and paving to existing pavement.
3. Access permits for the advertised property shall be obtained from the
Spokane County Engineer's Office prior to release of building permits
4. An appropriate on -site .storm drainage disposal system shall be approved
by the Spokane County Engineer prior to release of building permits for
tile project.
5. The advertised property shall be developed in substantial conformance
with the development plan, i.e., two -story structures, the total number
of apartment units not to exceed forty (40), with a ratio of 2430 square
feet of land per dwelling unit.
6. The off - street parking facility and connecting driveways shall be devel-
oped in substantial conformance with the development plan.
NOTE: Any portion of the project which is to be occupied or traveled by
automobiles shall be maintained in hard surface paving. Paved areas
shall maintain a five (5) foot setback from adjoining properties. Open
parking areas shall be unlighted except that driveway, and walkways
may be illuminated by low intensity lighting.
7. All areas not occupied by building, parking, and paved roadway, shall
be landscaped, planted, and maintained in appropriate turf and shrubbery
The Director of Planning shall approve a landscape plan and installation
schedule for the project incorporating an automatic sprinkler system
prior to release of building permits.
8. Approval of sewage facilities by the Spokane County Health District.

9. Provisions shall be made for fire hydrants in accordance with the
requirements of the Spokane Valley Fire Marshal..
B. REASONS:
1. The advertised property is located on the edge of a residential neighbor-
hood as defined in the Comprehensive Plan.
2. The Planning Commission has approved several applications for Residen-
tial Office and Multiple Family Suburban zoning along Pines Road between
the Milwaukee Rail Road tracks and Sixteenth Avenue. Although the
advertised property is one lot depth removed from.Pines Road, it does
not extend any further into the residential neighborhood than a number of
other muliple family projects along Pines Road.
3. The Planning Commission notes that an apartment complex has been
developed with a similar relationship to Pines Road to the North of the
a,ivertised property. Residential Office projects have been developed to
the northeast and to the southeast of the advertised parcel.
C. STAFF ENVIRONMENTAL REVIEVV:
As required to WAC 197 -10 -320, the staff'of the County Pianning.Commisslon
reviewed the environmental checklist submitted by Mr. Don Swanson for
Donald Swanson and Donald Barden for a zone change from Agricultural
Suburban to Multiple Family Suburban. The proposal is located approximately
in the SE 1/4 of the NE 1/4 of Section 21, Township 25 N., Range 44, E.W.M.
about 160 feet west of Pines Road between Fourth and Sixth Avenues. The
proponent is requesting that approximately two acres of vacant land currently
zoned agricultural suburban be changed to Multiple Family Suburban to allow
the development of a 40 unit apartment complex. The site is located on
relatively flat terrain currently covered by unmanaged grassland vegetation.
The staff review has identified three potential areas of environmental impacts.
First, and common to all residential developments is the increase in motor
vehicle traffic and all the effects associated therewith. These would include
such impacts as increased air pollution, specifically suspended particulates
and carbon monoxide, increased public safety hazards from traffic.
A second potential environmental impact area considered was the increased
demand on public services and utilities. This would Include such factors as
increased requirements for police and fire protection, provision of additional
school, park, and recreational facilities, and additional maintenance require-
ments c n county facilities and roads. This would also include such impacts
as associated with extension of utility lines (power, natural gas, telephone)
and the provision of suitable long term sewerage, domestic water, storm water
runoff, and solid waste disposal systems.

The third type of environmental impact considered involved the effect of
subsurface injection of waste water into the Spokane Valley Aquifer. Storm
water drained from the impervious surfaces (building, carports, driveways,
sidewalks,) along with effluent from the sewage disposal will be injected
beneath the surface and allowed to percolate toward the aquifer rather than
evaporate back to the atmosphere as happens In a natural situation. The
amount of contaminent carried by these waste waters by the time they reach
the aquifer is unknown but undoubtedly a great deal of filtering will have
taken place. Therefore, this is not considered a significant impact with this
proposal.
The conclusion of this environmental checklist review is that no significant
environmental impacts will likely result from the proposal. Therefore, it is
recommended that a Declaration of Non - Significance be issued and an environ-
mental impact statement not be required.
