Planning Commission Recommendation: Apnrove to Residential Office Zone. subject
to the following conditions: (Vote was unanimous.)
1. Dedication and improvement to Spokane County Engineer's standards of
a satisfactory realignment of Second Avenue along the easterly and
southerly boundaries of the property described as:
E. 100 feet of W 1/2 and W 120 feet of E 1/2 of Block 169 of
Opportunity lying S of Second Avenue (ZE- 53 -76)
NOTE: Finalization of ZE -53 -76 is contingent upon the Spokane
Commissioners approval of the vacation of existing Second
Avenue, adjacent to subject property.
2. Improvement to Spokane County standards of a forty (40) foot roadway
to be located along the easterly and southerly boundaries of the above
described property, the realigned and extended Second Avenue; and the
improvement to Spokane County standards of thirty (30) feet of roadway,
extending from the east property line of the property in question, east
to Bowdish, the existing Second Avenue. Improvements shall include
paving, -s.urving, and drainage control.

3. Approval of access to Second Avenue by the Spokane County Engineer's
office prior to release of building permits.
4. The advertised property shall be developed in substantial conformance
with the submitted development plan; i.e., a twenty (20) unit apartment
complex, a portion of which will be constructed on the property des-

Opportunity lying Sly of Second Avenue.
5. Provisions shall be made for fire hydrants in accordance with the require-
ments of the District Fire Chief.

B. REASONS:
1. The property in question adjoins an existing twelve (12) unit apartment
complex to the west and a 30,000 sq. ft. parcel to the south which
was recently reclassified to the Residential Office Zone (ZE- 53 -76).
2. The proposed apartment complex would be compatible with adjacent
uses.
3. The rezoning creates flexibility, providing an interim residential use
of the property and an eventual transition to a more appropriate use
as economic and land use conditions change.
NOTE: The applicant purposes to construct a twenty (20) unit
apartment complex, a portion which will be located on the
property in question, and the balance of the project to be
located on the parcel to the south.
4. The Planning Commission is of the opinion that the performance stand- '
ards of the Residential Office Zone in conjunction with the conditions
of approval will make the project compatible with surrounding and
future land uses.
C. STAFF ENVIRONMENTAL REVIEW
As required in WAC 197 -10 -320, the staff of the County Planning Department
reviewed the environmental checklist submitted by Mr. Cuyler W. Wenberg
in behalf of Intermountain Investment Co. fora zone. change.
The proposal is located approximately in the NE 1/4 of NW 1/4 of Section 21,
Township 25 N., Range 44, E.W.M., north of the Milwaukee Railroad right
of way, 150 feet west of Bowdish Road. The proponent is requesting that
19,800 square feet of land currently zoned Restricted Industrial be changed
to Residential Office to allow the construction of a 20 unit apartment build-
ing. The site is a relatively flat terrain and is currently covered by
unmanaged grassland vegetation.
The staff has reviewed an environmental checklist and finds that, although
there arc effects in terms of increased motor traffic and adverse conditions
incideci:al thereto, as well as an increase demand upon public services and
utilities, the size of the development in relation to the available services
is such that no significant impact is expected.
Therefore, the staff concludes that an Environmental Impact Statement is
not necessary and that a Declaration of Non - Significance be issued.
