Planning Commission Recommendation: Approve to Single Family Residen-
tial the following described property:
1) The area bounded by Argonne and Locust Roads between Cataldo Street
and Boone Avenue, and
2) Lot 1, Block 2 of Walnut Addition, and
3) The Northerly 145 feet of Tract 62 of Opportunity, except the Westerly
10 feet, and the Northerly 314 feet of Tract 61 including the Northerly
314 feet of the Westerly 10 feet of Tract 62 of Opportunity.
A. Reasons:
The proposed zone change comes before the Planning Commission as a
result of single family residential property owners' request to prohibit
the keeping of animals on residential platted lots, particularly along
Stout Road.
Land use within the proposed zone change consists of one church, 69
single family residences, and one triplex. Most of the individual
ownerships within the subject area are less than one acre in size;
however, several properties exceed one acre in area and have horses
maintained on them. These tracts are located in the area bounded by
Argonne Road, Locust Road, Broadway and Cataldo. Consequently,
the Planning Commission recommends the properties fronting on Broad-
way Avenue be deleted from the proposal.
Topography: Flat Spokane Valley Floor with typical suburban
development.
Traffic: Increased traffic circulation will not occur from the proposed
change of zoning because the subject area is already residentially
developed and because the change is from one residential zone
classification to another classification. However, the Planning
Commission is aware of proposed engineering plans to establish a
future one -way road right of way between Sprague Avenue and the
Valley Freeway along an alignment with Stout Avenue. This future one -
way road couplet would pass through the proposed zone change area.
