A. CONDITIONS: 1. Dedication of a 20' radius at the southeast corner of Valley Way and Mullen Road for right of way. 2. Improvement to Spokane County standards of Valley Vvap along the north boundary of the approved property. Improvements shall include curb, sidewalk, drainage control, and paving to existing oil. 3. A;cess permits for the approved property shall be obtained from the Spokane County Engineers' office prior to release of building permits. 4. Structures on the advertised property snail be limited to two (2) stories in height. Deny the balance of the request. B. REASONS INCLUDING ENVIRONMENTAL ASSESSMENT 1. The Planning Commission has approved several Residential Office requests on the Argonne - Mullen couplet. The Commission notes that Residential Office zoning was approved at Cataldo and Argonne in 1968,at Knox and Argonne in 1971 and at iv:ullen and Mission in 197c. 2. The performance standards of the Residential Office Lone will make the project more cornpatible with adjoining residential properties by providing for landscaping, encouraging proper development of off - street parking areas, and limiting advertising structures. In addition the Commission recommends a two -story neight limitation on struc- tures. The proposal will be compatible with existing transportation facilities, community services, and established utilities and, therefore, will have no appreciable effect on continued development of the area. The zone change proposal would not have any greater effect upon the topography, geology, biological and botanical characteristics, atmospheric conditions, aquatic conditions and other natural development than the uses allowed in the present residential classification . The Commission, therefore, concludes that an environmental impact statement is not required for the project. 1. The 'Commission is of the opinion that Willow Road has an estab- lished single family residential character which would not warrant the intrusion of the more intensive iviultiple Family Suburban uses. 2.
