CONDITIONS: 1. Dedication and improvement to Spokane County standards of the east 15' of the advertised property along University Road for right of way. 2. Dedication of a 20' radius on the northwest corner of University Road and Main Avenue. Installation of curb, sidewalk, drainage control, and paving to existing oil along Main kienue. c. A.;cess permits for the site shall be obtained from the Spokane Count; Engineers' office prior to release of building permits. Driveway access irom the project to University Road shall be prohibited. 5. Installation of fire hydrants in accordance wit h the requirements of the Spokane Valley Fire Marshal. 6. No structure shall be constructed on the premises which exceed; two (2) stories in height. ADDITIONAL COMMENT: The Commission has reviewed the subnrittid plot plan and finds that parking areas may have to be adjusted to provi1ia tor required landscaping on the perimeter. In addition, the Commission recommends against the d.ivewav_ along the north property line extending from the parking iot to University Road. Said driveway should be eliminated'and the building adjus somewhat north to take advantage of the excellent growth of trees along the north property line. REASONS INCLUDING ENVIRONiViENTAL ASSESSMENT Tne site is on the perimeter of the University shopping district. The Commission has approved several Residential Office and Multiple Family Suburban requests along Main Avenue between Uni.ve;.sity Road and Herald Road. -27- (Cont'c1) ZE -11 -74 - MPS TO RES. The Commission is of the opinion that the performance standards of the Residential Office :.one in conjunction with the conditions of approval will make the project more compatible with surrounding residential properties. The office project is compatible with surround- ing residential properties. The office project is compatible with surrounding residential and office uses, transportation facilities, and the utility services and would have no appreciable effect on continued residential use and development of the area. 3. The site is situated within an urbanizing area. The zone change proposal would not nave any greater effect upon the topography, , geology, biological and botanical characteristics, atmospheric and aquatic conditions and other natural development than the uses allowed in the present residential zone. In addition, the Commission has recommended that a driveway be eliminated to retain trees along the north property line. The Planning Commission incorporated conditions of approval to provide access controls, installing fire hydrants, and restricting building heights. The Commission also required the following right of way dedications and bonded improvements prior, to resolution(official changing of the zoning map) by the Board of County Commis- sioners. 1. - Dedication and improvement to Spokane County standards of the east 15' of the advertised property along University•Road for right of way. 2.
