JUNE 13, 1975
Planning Commission Recommendation: Approve to Local Business Zone
subiect to the following conditions: (Vote was unanimous.)
A. CONDITIONS:
1. Access permits for the advertised property shall be obtained from
the Spokane County Engineer's office prior to release of building
permits.
2. The advertised property shall be developed in substantial conformance
to the submitted development plan and elevation sketches; i.e., a
single story, 8,096 square feet, building with split block and decora-
tive exterior abuting the north line of the advertised area with parking
between the building and Sprague Avenue.
3. Approval of a specific landscape plan for the project by the Director
of Planning. Such plan shall indicate the type of ground cover con-
templated, the species, variety and distribution of plantings as well
as an automatic sprinkler system. The areas to be landscaped shall
conform to the approved development plan; i.e., a 20 foot wide
landscape strip along the south property line (it is contemplated that
the landscaping treatment would extend beyond the south property
line to the sidewalk), a 10 foot wide landscape strip on the east
and west sides of the building providing for tree plantings to shield
the building (trees to be installed shall be at least 6' in height) and
a five foot landscape strip extending along the east property line to
the southeast of the building. In addition, the applicants shall submit
a maintenance program for the residentially zoned property to the
north of the building. There shall be no vehicular access through the
landscaped areas to the rear of the property. The Director of Planning
shall require a bond or other suitable assurance for installation or
landscaping.
4. A six foot grape stake fence, finished on both sides shall be provided
along the north, east and west portions of the project as indicated
on the "approved" development plan. The fence along the north
property line may be adjusted if portions of the residentially zoned
property are sold to adjoining owners.
5. Parking and loading shall be confined to the front of the lot. The
delineated driveways, parking and loading areas shall be maintained
in hard surface paving. The parking lot shall be unlighted except

that walkways and driveways may be illuminated by low intensity
lighting on standards not exceeding eight (8) feet in height. The final
design, location, and arrangement of parking stalls and driveways
shall be in accordance with standard traffic engineering practices.
5. Approval of sewage disposal facilities by the Spokane County Health
District.
B. REASONS INCLUDING ENVIRONMENTAL ASSESSMENT:
1. The proposed use, namely a sporting goods store, will be designed
to be compatible with office and multiple family developments in the
area. Extensive architectural design and landscaping has been employ-
ed to reduce the retail appearance of the operation.
2. The site is situated on the edge of a developed duplex area to the
west and intensive commercial centers to the south. Although the
Commission notes that the site was zoned Residential Office in 1971,
the character of the area north of Sprague Avenue has changed apprec-
iably in the last five years.
Last year, the Board of County Commissioners approved an innovative
commercial and office project along the north side of Sprague Avenue
between Herald and Felts Road. The Commission is of the opinion
that certain retail uses can be allowed along certain positions of
the north side of Sprague Avenue if innovative architectural design,
landscaping and traffic control can be incorporated into the projects.
A similar proposal for a furniture store immediately west of the
current request was approved by the Planning Commission last
September.
4. The site is situated within an urbanizing area. The zone change would
not have any greater effect upon the topography, geology, biological
and botanical characteristics, atmospheric and aquatic conditions
and other natural development than similar uses establishing along
Sprague Avenue. In addition, the proposal is compatible with adjoin-
ing land uses, transportation and utility services. The Commission,
therefore, concludes that an environmental impact statement is not
required for the project.
