B. REASONS:
MINUTES
JUNE 12, 1975
Planning Commission Recommendation: Approve to Residential Office Zone .
subject to the following conditions: (Vote was unanimous.)
A. CONDITIONS:
1. Approval of access for the advertised property by the Spokane County
Engineer's office.
NOTE: The Spokane County Engineer's office may require that an
additional access driveway be extended to Mullen Road to
facilitate better traffic movement into the property.
2. No structure on the premises shall exceed two (2) stories in height.
1. The Planning Commission has approved several Residential Office
requests on the Argonne - Mullen couplet. The Commission notes that
Residential Office was approved at Cataldo and Argonne in 1968,
Mullen and Mission in 1973, and Mullen and Valley Way in 1974.
In addition, community meetings in the area indicated support for
Residential Office type developments within the Argonne - Mullen couplet.
2. The performance standards of the Residential Office Zone will make
the project more compatible with surrounding residential properties
by providing for landscaping, encourag i n g, proper development
off - street parking area, and limiting advertising structures. In addition
the Commission recommends a two -story height limitation on structures.
The office proposal would be compatible with existing transportation
facilities, community services, and established utilities and, therefore,
will have no appreciable effect on continued human development of
the area.
The site is situated within an urbanized area. The zone change pro-
posal would not have any greater effect upon the topography, geology,
biological and botanical characteristics, atmospheric conditions, .
and other natural development than uses presently allowed in the area.
The Commission, therefore, concludes that an environmental impact
statement is not required for the project.
