Planning Commission Recommendation: Anprove to Residential Office Zone subject
to the following conditions: (Vote was unanimous.)
A. CONDITIONS:
1. ,;poroval of access and parking for the advertised property by the Spokane
C ,Junty Engineer's Office.
2. No structure on the premises shall exceed two (2) stories in height.
3. Provisions shall be made for fire hydrants in accordance with the
requirements of the Spokane Valley Fire Marshal.
B. REASONS:
MINUTES
JULY 1.6, 1976
1. The Planning Commission has approved several Residential Office request
on the Argonne Mullan Couplet. The staff notes that Residential Office
Zone change requests have been approved for locations at Cataldo and
Argonne in 1968, Mullan and Mission in 1973, Mullan and Valley Way
in 1974, the south east corner of Argonne and Broadway in 1975, and a
'second location at Argonne, and Broadway in 1976. In addition, commun-
ity meetings in the area have indicated support for Residential Office
type developments within the Argonne - Mullan Couplet.
2. The Planning Commission is of the opinion that the performance standards
of the Residential Office Zone will make the project more compatible with
surrounding residential properties by providing landscaping, encouraging
proper development of off- street parking areas, and limiting advertising
structures. In addition, the staff recommends a two -story height limita-
tion on structures.
3. Ilrla Planning Commission concludes that the proposed facility would be
compatible with adjacent uses and future uses.
C. STAFF ENVIRONMENTAL REVIEW:
As required in WAC 197 -10 -320, the staff of the County Planning Commission
reviewed the environmental checklist submitted by Ms. Sandi Schram in behalf
of the New Hope Training Center for a Zone change from Agricultural to Residen-
tial Office. The proposal is located approximately lh the SW 1/4 of the SW 1/4
of Sec. 17, Township 25 N., Range 44, EWM, just north of Valley Way between
Argonne Road and Mullan Road. The proponent is requesting that 1.08 acres of
land currently zoned Agrucultural be changed to Residential Office to allow the
construction of a training center for mentally handicapped adults. The site is
located on flat terrain currently c by unmanaged grassland vegetation.

The staff review of the environmental checklist co ncluded that no significant
environmental impacts will result from the proposal. Therefore, it is
recommended that a Declaration of Non - Significance be issued and an
enviro_:r.:ental impact statement not be required.
