ZE -16 -77 - AGRICULTURAL TO RESIDENTIAL OFFICE: MOLAND ASSOCIATES
Planning Commission Recommendation: Approve to the Residential Office Zone
subject to the following conditions: (Vote was unanimous)
A. CONDISONS:
1. Access permits for the advertised property shall be obtained from the
Spokane County Engineers' office prior to release of building permits.
2. The Spokane County Zoning Administrator shall approve a specific land-
scape plan and installation schedule for the project incorporating a
sprinkler system and screening (fencing) prior to issuance of building
permits.
3. No structure on the premises shall exceed two (2) stories in height.
4. An appropriate on -site storm drainage disposal system shall be approved
by the Spokane County Engineers' office prior to the release of building
permits.
5. Provisions shall be made for fire hydrants in accordance with the require-
ments of the Spokane Valley Fire Marshal.
B. REASONS:
1. The Planning Commission has approved several Residential Office Zone
ch,:nge requests on the Argonne - Mullan couplet. The staff notes
Residential Office Zone change requests have been approved for parcels
loc_'.tedat. Cataldo and Argonne in 1969, Mullan and Mission in 1973,
Mullan and Valley Way in 1974, the southeast corner of Argonne and
Broadway in 1975 and a second parcel located at Argonne and Broadway
in 1976.
2. The performance standards of the Residential Office Zone will make the
project more compatible with surrounding residential properties by pro-
viding for landscaping, encouraging proper development of the off - street
parking area, and limiting advertising structures. In addition, the
Planning Commission recommends a two -story ehight limitation on struc-
tures. This office proposal would be compatible with existing transpor-
tation facilities, community services, and established utilities and,
therefore, will have no appreciable effect on continued development
of the area. .

B. STAFF ENVIRONMENTAL REVIEW:
That a declaration of Non - Significance be issued, in accordance with Section
11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to
approval of this recommendation by the Board of County Commissioners, or
that any approving action of the Board be conditioned upon issuance of
Final Declaration of Non - Significance in accordance with SCEO 11 .15.340.
