A. CONDITIONS: 1. Dedication of the east five (5) feet of the advertised property along Herald Road, and dedication of the west five (5) feet of the advertised property along Walnut Road for right of way purposes. 2. Dedication of a twenty (20) foot radius on the northwest corner of Sprague Avenue and Herald Road (southeast corner of the advertised property) and dedication of a twenty (20) foot radius on the northeast corner of Sprague Avenue and Walnut Road (southwest corner of the advertised property for right of way purposes. 3. Improvements to Spokane County standards of Herald Road and Walnut Road along the project perimeter. Improvements shall include curbs, sidewalk, drainage control and paving to existing pavement. 4. Access permits for the advertised property shall be obtained from the Spokane County Engineer's office prior to release of building'permits. 5. The advertised property shall be developed in substantial conformance with the submitted plot plan. 6. Any portion of the project which is to be occupied or traveled by auto- mobiles shall be maintained in hard surface paving. 7. An on -site drainage system shall be approved by the Spokane County Engineer's office prior to release of building permits for the project. 8. A specific landscape plan, planting schedule, and provisions for maintenance, acceptable to the Spokane County Zoning Administrator shall be submitted for the project prior to release of building permits. 9. Sewage disposal shall be approved by the Spokane County Health District prior to issuance of building permits, 10. REASONS: The applicant's proposal is for a bank and a professional office complex; both uses are permitted uses in the existing Residential Office Zone classification. 2. The Residential Office zone classification and permitted uses within the •Residential Office zone are compatible with adjacent and surround- ing land uses; consistent with recent Planning Commission Zone reclassi- fications; and is consistent with the Regional Comprehensive Plan. A number of property owners of the area opposed the proposed commer- cial zone reclassification, but indicated that the residential office zone would be more acceptable and compatible with the residential uses to the north. C. ENVIRONMENTAL REVIEW: That a declaration of Non- Significance be issued, in accordance with Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to approval of this recommendation by the Board of County Commissioners, or that any approving action of the Board be conditioned upon issuance of Final Declaration of Non- Significance in accordance with SCEO 11. 15.340.
