NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Spokane
County, Washington, will hold a public hearing at 1:30 P. M., December
15, 1977, at their office in the County Courthouse to consider the above
mentioned Zone Change, on the following described property:

I. SUMMARY:
The applicant's proposal is Incompatible with surrounding land uses, single
family residential uses; is consistent with previous Planning Commission
Zone reclassifications of properties located in closer proximity to the Argonne -
Mullan couplet; is consistent with the Regional Comprehensive Plan, but the
site could extend too far into an established lower density residential
neighborhood; has or can provide adequate provisions for circulation, sewage
disposal, water and fire protection.

Explanation: The Regional Comprehensive Plan indicates the site as
being appropriate for resldentlal uses. In addition, the site could con-
form to the locational criteria repeatedly suggested by the Commission
for evaluating high density residential developments; namely:
1) Sites location on a major arterial. (Argonne Couplet) 2) Location
on the edge of a residential neighborhood rather than toward the
interior. 3) Site's proximity to shopping and other community facilities.
The point should be raised that possibly the site in question extends
too far into an already established lower density residential neighborhooc

III . SPECIAL INFORMATION:
A. Circulation
Engineer's Review: The Spokane County Engineer's Office has
recommended that access to the site be limited to a thirty (30) foot
wide single driveway.
B. Sewage Disposal
This project is located in an area with soils classified by the Soli
Conservation Service as suitable for installation of individual on -site
sewage disposal systems. The area is, however, located over the
Spokane Aquifer. A study is currently under way to determine the degree
to which subsurface disposal of sewage treatment effluent may pollute
the Aquifer. There is very little probability that this project in itself
will have more than a slight impact on the Aquifer. However, taken
in conjunction with the overall urbanization of the area, some other
sewage disposal method will most likely be required in the future.
From an environmental health viewpoint the project appears feasible.
An on -site sewage management plan pursuant to WAC 248 -96 -070
may be required dependent upon final design, dwelling unit density
or total sewage flow per day.

IV. CONDITIONS:
The Planning Department Staff feels the following conditions would be
appropriate if the proposal is approved.
•1. Improvement to Mission Avenue along the project perimeter to Spokane
County standards. Improvements shall include curbs, sidewalk paving
to existing pavement and drainage control.

2. Approval of access by the Spokane - County Engineer's Office prior to
release of building permits. NOTE: Access to the site shall be
limited to a single thirty (30) foot wide driveway.
3. The applicant's proposal shall be developed in substantial conformance
with the plot plan on file with this application.
4. Any portion of the project which is to occupied or traveled by automo-
biles shall be maintained in hard surface paving.
5. An on -site storm - drainage system shall be approved by the Spokane
County Engineer's Office prior to release of building permits for the
project.
6. A specific landscape plan, planting schedule, and provisions for
maintenance, for the project shall be approved by the Spokane County
Zoning Administrator prior to release of building permits.
NOTE: Such a plan shall acknowledge the residential uses to the south;
east and west of the property In question.
7. The applicant shall privide a performance bond to cover the cost of the
required landscaping prior to release of building permits.
8. Installation of fire mains and hydrants in accordance with the require-
ments of the District Fire Chief.
9. Sewage disposal shall be approved by the Spokane County Health
District prior to issuance of building permits.

MINUTES OF THE PLANNING COMMISSION HEARING OF OCTOBER 28, 1977
WHEREAS, the Spokane County Planning Commission did hold a public meeting
on October 28, 1977 to consider the testimony and requests of several applicants,
objectors, and other interested parties concerning the below referenced zone classifi-
cation upgradings, and other items of business, and
WHEREAS, at said hearing opportunity was afforded those favoring and those
opposing all Items of business, and
WHEREAS, Mr. McCoury, Mrs. Byrne, Mrs. Rawlings, and the Messrs,
Kennedy and Thomas were in attendance and constituted a qubrum, and
WHEREAS, the Spokane County Planning Commission fully considered the
testimony given, the environmental review, and all other evidence presented, recom-
mends to the Board of County Commissioners the following:
1. ZN- 109 -77, AGRICULTURAL TO MINING CLASS II: S & F CONSTRUCTION CO.
That the application be continued to the December, 1977 Planning Commission
Hearing. Mrs. Rawlings moved, Mr. Thomas seconded. Vote was unanimous.)
2. ZE- 126 -77, AGRICULTURAL SUBURBAN TO RESIDENTIAL OFFICE: GOTTSCHALK
That the zone classification upgrade be approved to the Residential Office
Zone Classification (File Number ZE- 126 -77) subject to the conditions as
contained in the Planning Staff's findings, dated October 28, 1977, and that
a proposed declaration of Non - Significance be issued. (Motion by Mrs. Byrne,
seconded by Mr. Thomas. Vote was 4 yes, one abstaining.)
3. ZE- 132 -77, AGRICULTURAL SUBURBAN TO MULTIPLE FAMILY SUBURBAN:
MC KINLEY That the zone classification upgrade be dented for the following
reasons: The site extends too far into an already established lower density
residential neighborhood, and the proposal is not consistent with surrounding
land uses. (Mr. Thomas moved, Mrs. Byrne seconded. Vote was unanimous.)
4. ZN- 142 -76, AGRICULTURAL SUBURBAN TO RESIDENTIAL OFFICE: MEAGHER
That the zone classification upgrade be approved to the Residential Office
Zone Classification (File Number ZN- 142 -76) subject to the conditions as
contained in the Planning Staff's findings, dated October 28, 1977, with the
added conditions that a performance bond be obtained for the landscaping plan;
also the installation of fire hydrants, if required, and that a proposed
declaration of Non - Significance be issued. (Motion by Mr. Thomas, seconded
by Mr. Kennedy. Vote was unanimous.)
5. ZE- 157 -77, AGRICULTURAL TO AGRICULTURAL SUBURBAN: BALL That the
zone classification upgrade be approved to the Agricultural Suburban Zone
Classification (File Number ZE- 157 -77) subject to the conditions as con-
