Myers, and Ted McCoury and there being the following persons present who
wish to request approval of a Zone Change; Robert J. Bethards for a Zone
Change, Two - Family Residential to Multiple Family Suburban for the purpose of
Multiple family dwellings.
B. FINDINGS OF FACT
1. That the existing land use in the area is generally residential and a real
estate office.
2. That the Comprehensive Plan designates this area as appropriate for
residential.
3. That the existing zoning of the property described in the application is Two
Family Residential.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
6. That this proposal is not in conflict with the provisions of adopted regula-
tion or intent of adopted policies.

by the applicant within thirty (30) days of formal action
Examiner Committee as instructed by the Planning Department staff.
Interior driveways and parking areas shall be paved.
Direct light from any exterior area lighting fixture shall not extend over
the property boundary.
k. That the Hearing Examiner Committee after hearing all testimony and a
review of the staff analysis adopts the proposed declaration of
non significance and directs the chairman of the committee to sign the final
declaration of non - significance.

FINDINGS AND ORDER REGARDING ZONING MAP PROPOSAL, ZE- 51 -78,
TWO - FAMILY RESIDENTIAL TO MULTIPLE FAMILY SUBURBAN: CARROLL
WHEREAS, The Spokane County Zoning Hearing Examiner Committee
did, after public hearing on February 15, 1979,forward to the Board of County
Commissioners a recommendation that the Zoning Map be changed from the existing
Two - Family Residential classification to the Multiple Family Suburban classification
on property described as follows:
The North 170 feet of the South 529.8 feet of the E 1/2, EXCEPT
the East 15 feet, of Block 142, Opportunity, in Section 17,
Township 25 N., Range 44, E,W,M„ Spokane County,
Washington.
and.
WHEREAS, The Board having conducted its own public hearing on
March 12, 1979, at the request of Dale B. Pritzl, East 9318 Main Avenue, Spokane,
Washington, to present evidence and testimony in favor and opposition to the
application, and
WHEREAS, At said hearing opportunity was afforded those favoring and
those opposing the above- described Zoning Map proposal, and the Board of County
Commissioners of Spokane County having fully considered the testimony given, the
records, and minutes of the Zoning Hearing Examiner Committee and all other
evidence presented and having personally acquainted themselves with the site and
vicinity in question, does hereby find:
1) That the Two - Family zoning had been established as a buffer
zone; therefore, the Multiple Family Suburban Zone is not a
necessary buffer.
2) That this decision is consistent with previous decisions made
in this area and for this same property.
3) That if approved, this change would be incompatible with
existing land uses to the north.
4) That if approved, proposed use would be detrimental to the
public health, safety, and general welfare by encroaching an
incompatible land use where established land use patterns are
existing.
5) That the Board of County Commissioners concludes that the
application for the zone change should be denied.
