Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires all state and local

4) HISTORY OF LAND USE ACTIONS: Many parcels along this corridor have
been upgraded to non - residential zones. Much of the Local Business
and Commercial Zones have occurred since the adoption of the
Comprehensive Plan. Some Agricultural and R -2 zoning continues to
exist in the area.
5) NEIGHBORHOOD CONSIDERATIONS: In the immediate vicinity several of
the parcels are currently vacant or in single family use. However,
there is currently a fair amount of new non - residential
construction.
Access to most parcels is good from Argonne and Mullan Roads; both
are three lanes in this area. This specific site is located between
the two arterials and has access to both.

various structures, uses, and supporting facilities; it appears to be
close to maximum site capacity. The rezone request is comprised of
two separate tax parcels. Each has access to one of the two

OTHER SITE PLAN CONSIDERATIONS: The site with its various present
uses is close to capacity use of land area. Supporting parking areas

Rezoning of the site to Commercial is an appropriate change. Major site
improvements will be necessary when any change from the present usage

allowable uses of the permitted zone. All variations must
conform to regulations set forth in the Spokane County Zoning
Ordinance. The original intent of the development plans shall
be maintained.
2. Direct light from any exterior area lighting fixture shall not
extend over the property boundary.
3. All current standards of the Commercial Zone, as amended, shall
be complied with in the development of this site.
4. The applicant shall comply with RCW 58 -17 and the Spokane
County Platting Ordinances prior to issuance of building

Chapter 43.21C.080 RCW and the Board of Spokane County

This matter having come before the Zoning Hearing Examiner Committee on
December 8, 1983, and the members of the Committee present being
Richard L. Skalstad, Chairman, Jane E. Myers and Jerry Williams.
The sponsor, Loren Wold, is reqdesting approval of a zone
reclassification, File No. ZE- 70 -83, Two - Family Residential (R -2) to
Commercial, for the purpose of developing a Demonstration Batting and
Driving Range Cage.
1. That the existing land use in the area is residential, church, New
Hope Training Center, offices, commercial, and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
Major Commercial development.
3. That the existing zoning of the property described in the application
is Two - Family Residential (R -2).
4. That the provisions of RCW 43.21C (The State Environmental Policy
Act) have been complied with, and the Committee concurs with the
Declaration of Non - Significance.
5. That the proper legal requirements for advertisement of the Agenda
Item have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses
within the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have

e) COUNTY BUILDING AND SAFETY DEPARTMENT
1. The site is located in Fire District # 1.
2. Mains and fire hydrants will be required to be installed in
accordance with the requirements of the Spokane County
Department of Building and Safety.
f) WATER PURVEYOR
1. Water Purveyor is Modern Electric Water Company, and they will
supply the site with adequate water for domestic, fire and
irrigation uses.
g) COUNTY AIR POLLUTION CONTROL AUTHORITY
1. Air pollution regulations require that dust be controlled during
all phases of the project.
2. Further require that all travelled surfaces be paved and kept
clean.

the application should. be APPROVED.
