The Act also requires that an Environmental Impact Statement be prepared for all major actions significantly (and "adversely ", as per WAC 197 -10) affecting the quality of the physical environment: The purpose of this checklist is to help the agencies involved determine whether or not a proposal is such a major action. Please answer the following questions as completely as you can with the information presently available to you. Please answer questions as "yes" or "maybe" if, in your opinion, even only slight impacts will result. The reviewers of the checklist will be aware of and concern themselves with the degree of impact, asking you for more information, if necessary. Where explanations of your answers are required, or where you believe an explanation would be helpful to government decision - makers, include your explanation in the space provided, or use additional pages, if necessary. You should include references to any reports or studies of which you are aware and which are relevant to the answers you provide. Complete answers to these questions now will help all agencies involved with your proposal to undertake the required environmental review without unnec- essary delay. The following questions apply to your total proposal, not just to the license for which you are currently applying or the proposal for which approval is sought. Your answers should include the impacts which will be caused by your proposal when it is completed, even though completion may not occur until sometime in the future. This will allow all of the agencies which will be involved to complete their environmental review now, without duplicating paperwork in the future. No application shall be processed until the checklist has been completed and returned to the appropriate County department. State law requires explanations for every "lies" and "maybe" answer on the checklist. The person completing the form may be required to provide explanation for "no" answers, and in some cases, more detailed information to aid in a threshold determination. NOTE: This is a standard fore being used by all state and local agencies in the State of Washington for various types of proposals. Many of the questions may not apply to your proposal. If a question does not apply, just answer it "no" and continue on to the next question. ENVIRONMENTAL CHECKLIST FORM I. BACKGROUND 1. Name of Proponent: NF = i " . •l,z ; l . ..; ',.; C ; ; : J. Commercial rezoning of the site would be consistent with the Comprehensive Plan. /9 N co oti • Y ; - f • h 1 Y N Q II. BACKGROUND ANALYSIS (continued) ZONE RECLASSIFICATION NO.: ZE -86 -83 2) ZONING: North Local Business, Established, 1979 East Agricultural, Established, 1948 Two - Family Residential, Established, 1972 West Local Business, Established, 1982 South Residential Office, Established, 1976 3) LAND USE: Site Recycling Center and Vacant North Vacant East Kinder Care, Office, and Vacant South New Hope Training Center, Church, and Vacant West Single Family and Vacant 4) HISTORY OF LAND USE ACTIONS: Land along the Argonne /Mullan corridor has routinely been upgraded to non - residential zones since the mid- 1970's. Since the adoption of the Comprehensive Plan, the rezone activity to Local Business and Commercial has become predominate in the corridor. This present rezone is a portion of a larger site that was rezoned to Local Business in 1982 for an anticipated Millwood Furniture store. That store was eventually built elsewhere. 5) NEIGHBORHOOD CONSIDERATIONS: The parcel lies in the block bounded on the east and west by two major north /south arterials; Mullan Road and Argonne Road, respectively. Most sites in the block or with frontage on the arterials are being developed to retail, commercial, and office uses. The area has good access to both Sprague Avenue and Interstate 90. III. SITE ANALYSIS 1) SITE CHARACTERISTICS AND CONSIDERATIONS: The site has no structures and currently one driveway access to Mullan Road. A recycling facility, consisting of a conveyor and trailer, occupies approximately half the total rezone site. 010 III. SITE ANALYSIS (continued) ZONE RECLASSIFICATION NO.: ZE -86 -83 2) AGRICULTURAL SUMMARY: The Major Commercial designation of the Comprehensive Plan is not intended to protect agricultural land. 3) SITE PLAN INFORMATION: SITE SIZE: Approximately 9,100 Square Feet EXISTING BUILDINGS: 0 PROPOSED FACILITY: Conveyor, Trailer, and Parking IV. CONCLUSIONS PARKING: Parking Required: Parking Provided: To Be Determined 5 Spaces BUFFERING TECHNIQUES: At present the applicant plans to only have some portable fence guards to keep customers off adjoining properties. No landscaping treatments are planned. Since the use of the site for a portable recycling facility is rather temporary, staff doesn't recommend extensive landscape improvements. Buffering and landscape requirements would be necessary at a stage of more permanent development. Review should only be administrative. OTHER SITE PLAN CONSIDERATIONS: The recycling facility will only use approximately half of the 9,100 square foot rezoned site. The rest will remain vacant or could be used for additional parking, if warranted. Rezoning of this site to Commercial is appropriate in light of the Comprehensive Plan and trends in this arterial corridor. The portable recycling facility will probably by only a temporary use that will eventually give way to a more intense permanent use. Improvements to the site should be anticipated at that time.
