Planning Commission Recommendation: Approve to Restricted Industrial Zone
subject to the following conditions
A. Conditions
1. Improvement to the satisfaction of the Spokane County Engineer of the
access to and through the advertised property (Improvements may
include additional dedications and construction of certain rights of
way from Euclid Avenue to the advertised property, and dedications and
construction of certain rights of way through the advertised property
in accordance with the requirements of the Spokane County Engineer).
2. Installation of fire hydrants in accordance with the requirements of the
Valley Fire Marshal.
B. Reasons
1. The Comprehensive Plan indicates that the advertised area is
appropriate for industrial uses.
2. The advertised property lies north of a 60 acre area zoned Manufacturing.
3. The Planning Commission is of the opinion that the Restricted
Industrial Zone is more appropriate for the advertised property than the
Manufacturing Zone because:
a) The advertised property adjoins a proposed residential mobile
home development (made by the same applicant) to the east.
b) The Restricted Industrial Zone allows light industrial uses,
whereas the Manufacturing Zone allows sand and gravel pits,
and all heavy manufacturing uses either outright or by special
permit. The Commission notes that a specific development
proposal was not submitted for review.
Additional Comment
Present access to the advertised tracts is marginal for industrial develop-
ment. The sites have access to 30' R/W's which have not been improved
or established for maintenance by Spokane County. The existing rights of
way are not of sufficient width for proper construction or maintenance by
Spokane County.

The Commission has, therefore, recommended that the applicant shall be
obligated to improve the access to and through the advertised properties
to the satisfaction of the Spokane County Engineer. (Presumably, access
would be provided in accordance with the proposed level of utilization of
the interior industrial properties.)
