A. FINDINGS 1. The proposed subdivision is located within the Spokane Metropolitan Area. Specifically, the proposal is located in the South Central area of the Spokane Valley, west of Evergreen Road, south of 20th Avenue. 2. South Evergreen Addition is located within an area designated as suitable for residential development by the approved map of the Park and Recreation Element of the Spokane County Comprehensive Plan and its accompanying text. The Comprehensive Plan as approved by the Spokane Regional Planning Conference also designates the area as a residential neighbor- hood. Boundaries of said neighborhood. are Evergreen to the east, High- way 27 to the west, 12th Avenue to the north and 32nd Avenue to the south. The applicant requests preliminary approval for the subdivision of approxi- mately 2.39 acres into 7 lots for single family dwellings, thereby creating a gross density of about 2.9 units /acre. 4. The proposal appears to be a compatible extension of existing develop- ments in the area. Residential developments of the same type and lot size have been occurring to the west, north and east of this proposal. 5. The site in question is currently tree covered and the USDA has classified its cropland potential as fair. 6. Public facilities and utilities appear to be avilable to serve the proposed subdivision to the following extent: A. Water & Power: Vera Water and Power has stated that it has the ability to serve the proposed subdivision with both water and power providing the developer complies with the District's policies, rules and regulations. B. Sewage Disposal: The Spokane County Health District has approved the proposal for individual on -site sewage disposal. The District believes that such systems will have a negligible immediate impact upon the water quality; (Cont'd) - 19 - C. Schools: G. Roads: B. CONDITIONS: C. GENERAL DATA: PE- 1104 -77 - SOUTH EVI.KGREEN ADD. (Cont'd) The proposed subdivision lies within the boundary of the Central Valley School tistrict. The district anticipates that approval of this subdivision will have no impact upon the district facilities. D. Parks: Terrace View Park is located to the southwest of this proposal at the corner of 24th and Blake. E. Police Protection: The Spokane County Sheriff's Department has no comment regarding this proposal. F. Fire Protection: Fire Protection District #1 has reviewed the proposal and the District states that both mains and hydrants need to be installed to provide for adequate fire pro- tection. Adequate county roads appear to be available to serve the proposed subdivision if approval is granted. Ever- green Road, to the east of the subdivision, has been designated by the Spokane Regional Planning Conference in their adopted Transportation Plan as a principal arterial. 7. The staff of the Planning Department has reviewed the environmental checklist as submitted by the applicant, and the staff recommends that a Declaration of Non- Significance be issued. Specific conditions applicable to this plat are referenced below and found in the attached supplement entitled "Standard Conditions for Approval of Prelimi- nary Plats - May, 1977". NOTE: Any amendments to said conditions are stated separately and listed below.
