A. FINDINGS 1. The proposed subdivision is located within the Spokane Metropolitan Area. Specifically the proposal is located in the Spokane Valley, north of Fourth Avenue between Adams Road and Evergreen Road. 2. Silvey Subdivision is situated within an area that has been designated as suitable for residential development by the approved map of the Park and Recreation Element of the Spokane County Comprehensive Plan and its accompanying text. The Comprehensive Plan, as adopted by the Spokane Regional Planning Conference, also designates the area as a residential neighborhood. Boundaries of said neighborhood are Evergreen to the West, Sprague to the North, Sullivan to the East, and loth to the South. 3. The applicant requests preliminary approval for the subdivision of approxi- mately 2.8 acres into six (6) lots for duplexes, (a gross density of about 4 units /acre). The lots in the proposed subdivision have been designed to accommodate either single family dwellings or duplexes with a minimum lot size of 15,000 square feet and a minimum frontage of 100 feet. 5. The proposed subdivision appears to be a compatible extension of exist- ing development in the neighborhood. Development to the north includes scattered commercial uses, while development to the west and south include the residential subdivisions of Renner Subdivision and Green V liey Addition. Development to the east includes the St. Mary's Church and grade school. S. The site in question is currently vacant and the USDA has clasified its cropland as II (good), 7. Public facilities and utilities appear to be suitable within the area to serve the proposed subdivision to the following extent: A. Water & Power: Vera Water and Power has stated that the district can supply both water and power to the proposed sub- division providing the developer complies with the District's policies, rules and regulations. , (Cont' d) -22 - PE- 1105 -77 - ' SILVEY SUBDIVISION (Cont'd) B. Sewage Disposal: The Spokane County Health District has approved the proposal for individual on -site sewage disposal. The District believes that such systems will have a negligible immediate impact upon the water quality; however continued urbanization in the area at this density should be expected to have at least a moderate impact upon the water quality at some time in the future. C. Schools: The proposed subdivision lies within the boundary of the Central Valley School District. The district antici- pates that approval of this subdivision will have no impact upon the district facilities. D. Parks: No improved county parks are located within the area and the County Parks Department has no present plans for either site acquisition or major park improvements. E. Police Protection: The Spokane County Sheriff's Department has no comment regarding this proposal. F. Fire Protection: Spokane County Fire Protection District #1 has reviewed the proposal and the District states that both mains and hydrants need to be installed to provide for adequate fire protection. C. Roads: Adequate county roads appear to be available to serve the proposed subdivision if approval is granted. The Spokane Regional Planning Conference adopted Trans- portation Plan has designated Evergreen Road (to the west of the proposal) as a principal arterial; while 4th Avenue (to the south) has been designated as a collector. 8. The staff of the Planning Department has reviewed the environmental checklist as submitted by the applicant, and the staff recommends that a Declaration of Non- Significance be issued. B. No variance from these specifications will be prior written approval of the Spokane County E'ad Engineer, The Subdivider shall be solely responsible for all costs of herein specified unless otherwise specifically stated. - SPOKANE COUNTY PLAT ROAD!JAY IMPROVEMENT SPECIFICATIONS Plat Lame: Silvey Subdivision No. 19 of the roadways of the above allowed without specific, hereinafter called "Engineer ". the roadway improvements GRADING: The roadways shall be graded and shaped to the lines and dimensions of the typical section attached and to the grade lines approved by the Engineer and on file in his office. The graded roadway, subgrade, shall be constructed to an elevation below the finish grade to allow for the thickness of surfacing and future pavement courses and the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect— ed and approved by the Engineer prior to the placing of any surfacing material. CURBING: Required only when specifically noted on the typical section attached. When required by the County or when required by the Subdivider as a condition of sale, curbing shall conform to these specifications: Curh shall conform to County Standards available from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether required or not, no curb shall be installed in the roadways without a written permit from the Engineer. , SURFACING: The types, width of courses, and compacted thickness of surfacing material required to he placed on the roadways is shown on the typical section. The following are specifications for the various types of curfacing materials: Pit Run Material shall be natural gravel, talus or shot rock from a source approved by the Engineer. Normally the maximum particle size shall_ not be greater than two - thirds of the compacted course thickness. In order to satisfy this requirement the Engineer may require that_the natural occuring material be screened or run through a jaw crusher before being placed on the roadway. Base Course Material shall be crushed rock or gravel being well graded' from l4" maximum size to dust. The material shall have sand equivalent test value of not less than 40. Top Course Material shall be crushed rock or gravel being well graded from 5 maximum size to dust. The material shall be well fractured and shall have a sand equivalent test value of not less than 40. All. surfacing materials shall be subject to the approval of the Engineer and he shall be notified of the sources of such materials within sufficient time to allow for inspection prior to the placing of the materials on the roadway. Compaction of the surfacing courses may be required if it is deemed necessary by the Engineer. DRAINAGE: County Standard catch basins, culverts and other drainage facilities shall. be installed at the locations shown on the approved drainage plan on file in the Engineer's Office. Gravel backfill will be required for catch basins only when specifically called for. Installation of all required drainage facilities shall be subject to the approval of the Engineer. If a piped storm drainage system is required, detailed plans, design calculations and maps of the system shall be submitted to the Engineer for approval and a written permit secured prior to the actual installation of any part of the system. PAVEMENT: Required on]v when specifically noted on the typical section attached. Whether required or not, any pavement placed on the roadway shall conform to the requirements of the ' !ashington State Highway Specifications for the type of pavement q .s l involved, unless written modification and, approval is given by the Engineer. No pavement shall be placed on the roadways without a written permit from the Engineer. ENGINEERING: All en required to satisfactorily complete the improvements herein required, such as staking of roadway grades, curbs, etc., shall be provided by he Subdivider at his cost. CGMPLETION: The improvements herein required shall be completed on or prior to the date specified on the Subdivision Roadway ImprovementBond, unless said date be extended by the Engineer. Extension of time for completion shall in no way nullify any of the requirements of these specifications. When the Engineer has inspected and approved the completed improvements he will give written notice to the Subdivider of such approval.
