PE-1110-77PRELIMINARY SUBDIVISION AND ZONE CLASSIFICATION UPGRADING PE- 1110 -77 - MMOEN ADDITION TO GREENACRES: BODGE', INC. ZE- 95 -77 - AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL AND /OR TWO- FAMILY RESIDENTIAL Planning Commission Recommendation: Approve, subject to the findings and conditions as follows: (Vote was unanimous.) I. GENERAL INFORMATION: A. Location Moen Addition Ls located in the Spokane Valley south of Sprague Avenue between Long and Barker Roads. B. Proposal The applicant proposes to subdivide approximately five (5) acres into 12 lots, 11 of which are for duplexes. The proposal would 'create a gross density of approximately 2.5 units per acre with a typical lot size of 13,500 square feet. C. Existing Land Uses The site is presently cultivated and is surrounded by the residential subdivision of Pinkerton Park Addition, Blake Addition and Corbin Addition to Greenacres. D. Compatibility with Existing Land Uses Lot sizes in the area range from those of approximately 12, 000 square feet (located to thenorth of the proposal) to five (5) acres and larger (located to the south of the proposal). Duplexes are also scattered throughout the area and a number of commercial uses are located to the north and west of the proposal. E. Relationship to the Comprehensive Plan II. SPECIAL INFORMATION: A. Circulation ivxINUTES JUNE 24, 1977 Moen Addition is located within an area that has been designated as suitable for residential development by the Spokane County Comprehensive Plan. Adequate county roads appear to be available to serve the proposed subdivision.. - 5 - PE- 1110 -77 - MCEN ADDITION TO GREENACRES (Minutes Continued) B. Sewage Disposal The Health District has approved the site for on -s to sewage disposal systems and the District believes that such systen.s will have a negligible impact upon the water quality at this density. C. Water The proposal would be served by the Consolidated IrAgatlon District. D. Fire Protection The proposal would be served by the Spokane Valley Fare Protection District No. 1. Both mains and hydrants need to be installed. E. Parks None are available in the area and the Parks Department hcs no plans for site acquisition. F. Schools The proposal is located in the Central Valley School District and the District believes that no significant impact on the Distrlc.:'s facilities would likely result. III. ENVIRONMENTAL REVIEW: The Staff of the Planning Department has reviewed the environmental checklist submitted by the applicant and the Staff recommends that a declaration of Non- Significance be issued. IV. CONDITIONS: Specific conditions applicable to this plat are referenced below and found In the attached supplement entitled, "Standard Conditions for Approval of ' Preliminary Plats - May, 1977 ".
