l2 FINDINGS PE- 1111A -77 - SYLVIA COURT: WOLFLAND, INC. ZE- 96A -77 - AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL and /or TWO - FAMILY RESIDENTIAL Staff findings regarding PE- 1111A -77, Sylvia Court. I. GENERAL INFORMATION: A. History Sylvia Court was originally heard by the Planning Commission, June 24, 1977. The proposal at that time called for the subdivision of approximately 3.2 acres into seven (7) lots, all for multi- family dwellings. The proposal was denied by both the Planning .Commission and the Board of County Commissioners. The applicant was also instructed to resubmit the propo- sal to the Commission for ao nsideration of the possibility of duplexes on the site. B. Location Sylvia Court is located in the west central area of the Spokane Valley, north of Knox Avenue and east of Vista Road. C. Proposal The applicant proposes to subdivide approximately 3.2 acres into eight (8) lots, all for duplexes. The lots are of sufficient size and frontage to meet the minimums required by the zoning ordinance for duplexes. The proposal would create a gross density of about five (5) units per acre with a minimum lot size of 12, 600 square feet.. D. Relationship t� the Comprehensive Plan - The proposal is situated within an area designated as suitable for residential development by the Comprehensive Plan. ZE- 96 -77 - AGRICULTURAL TO MULTIPLE FAMILY SUBURBAN Planning Commission Recommendation: Deny, without prejudice. (Vote was unanimous.) I. FINDINGS: A . Knox Avenue, to the south, appears to be insufficient to handle the increased traffic that would be generated by this proposal. B. The compatibility of this proposal with that of the area appears to be suspect. C. The Planning Commission for a number of years has approved proposals that are Located on the edge of a neighborhood, are disadvantaged, and are served by adequate county roads. The Commission felt that this proposal was in fact located in the middle of the neighborhood with Inadequate county roads. D. The Planning Commission would consider, without prejudice, a proposal for duplexes for the site in question. II. GENERAL DATA: A Location: Section 7, Township 25 N., Range 44, E. - V; .M.. I. GENERAL INFORMATION: A. Location: Sylvia Court is located in the Spokane Valley at the Northwest corner of Knox Avenue and Bessie Road. B. Proposal The applicant proposes to subdivide approximately 3.2 acres into seven (7) lots for multilfamily dwellings with an anticipated 4 to 6 units per lot for a total of between 28 and 42 units. Lot sizes range from 13,000 square feet to 17,000 square feet. C. Existing Land Uses The site Is presently vacant and Is relatively flat. The proposal is surrounded on the east, South and west by the single family residential subdivision of Vista Gardens, and West Valley Additions No. 1, No. 2 and No. 7. The site is bordered on the north by the Burlington Northern Railroad and Trent Avenue. ID. Compatibility with Existing Land Uses The land uses of the surrounding area are generally single family residential and the compatibility of these with the present multi- ple family proposal appears to be suspect. As mentioned above, however, the proposal is bordered on the north by the Burlington Northern Railroad. E. - Relationship to the Comprehensive Plan' The proposed subdivision is located in an area that has been designated as suitable for residential development by the approved map of the Park and Recreation Element of the Comprehensive Plan. Boundaries of the neighborhood include the Burlington Northern Railroad. -6- PE- 1111 -77 SYLVIA COURT (Continued) II. SPECIAL INFORMATION: A. Circulation E. Parks The review of the proposal by the Spokane County Engineer's Office finds that adequate roads appear to be available to serve the proposal. B. Sewage Disposal The proposed subdivision has been approved by the Spokane County Health District for on -site sewage disposal. The proposal is, however, located over the Spokane Valley Aquifer and the District believes that this proposal will have a negligible impact upon water quality, but continued urbanization at this density can be expected to have at least a moderate impact upon the water quality. C. Water The proposal will be served by Washington Water Power Company. D. Fire Protection Both mains and hydrants need to be installed to provide for adequate fire protection. A county park, Knox Park, is located approximately 1/8 of a mile to the east of this proposal on Knox Avenue.. The site of the park (1.2 acres) is insufficient to handle the needs of the neighborhood: III. ENVIRONMENTAL REVIEW: The staff of the Planning Department has reviewed the environmental checklist submitted by the applicant and the staff recommends that a declaration of Non- Sighificance be issued.
