PE-1125-77 (2)PRELIMINARY SUBDIVISION AND ZONE CLASSIFICATION UPGRADING PE- 1125 -77 - CHURCH ADDITION: GUTHRIE ZE- 121 -77 - AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL Planning Commission Recommendation: Approve, subject to the following conditions: (Vote . was unanimous). I. GENERAL INFORMATION: A. Location The proposed subdivision is located in the south central area of the Spokane Valley south of 16th Avenue and east of Adams Road. B. Proposal The applicant proposes to subdivide approximately five (5) acres into ten (10) lots for single family dwellings. The proposed subdivision would create a gross density of approximately two (2) units per acre with a typical lot size of 17,900 square feet. C. Existing Land Uses D. Compatibility with Existing Land Uses E. Compatibility with the Comprehensive Plan MINUTES JULY 15, 1977 The proposed subdivision is currently in active cropland vegetation as are the properties to the north, east and south. To the west of the proposed subdivision is the residential subdivision of Early Dawn Addition. As mentioned above the properties to the north, east and south are in active cropland vegetation with the typical lot size being approxi- mately five (5) acres. Further to the north and south numerous segregations have occurred where the typical lot size is approximately one (1) acre. To the west of the proposal is the residential subdivision of Early Dawn Addition where the gross density is approximately 2.6 units per acre. The proposed subdivision is located in an area that has been designated as suitable for residential development by the Spokane County Comprehensive Plan. The Board of County Commissioners has set a minimum lot size for proposed subdivisions for the area at a minimum of 1/2 acre. The proposed plat is compatible with that decision. - 13 - r PE- 1125 -77 - CHURCH ADDITION (Continued) II. SPECIAL INFORMATION: Circulation B. Sewage Disposal IV. CONDITIONS: Adequate county roads appear to be available to serve the proposed subdivision. The Spokane County Health District has approved the site for on -site sewage disposal. However, the proposed subdivision lies over the Spokane Valley Aquifer. The District believes that approval of this subdivision will have a negligible immediate impact upon the water quality, but continued urbanization at this density can be expected to have at least moderate impact upon the water quality. D. Schools The Central Valley School District believes that approval of this subdivision would have no significant effect upon the district's facilities. A future elementary school site is located to the southeast of this proposal. E. Fire Protection Both mains and hydrants nedd to be installed to provide for adequate fire protection. F. Water and Power Vera Water and Power has stated it has the ability to serve the p roposed subdivls ion with both domestic and fireflows, also electricity. III. ENVIRONMENTAL REVIEW: The Staff of the Planning Department has reviewed the checklist as submitted by the applicant and the Staff recommends that a declaration of Non - Significance be issued. Specific conditions applicable to the plat are feferenced below and found In the attached supplement entitled, "Standard Conditions for Approval of Pretiminary Plats - May, 1977 ".
