Planning Commission Recommendation: Approve, subject to the following conditions:

I. GENERAL INFORMATION:
A. Location
The proposed subdivision is located in the south central area of the
Spokane Valley south of 16th Avenue and east of Adams Road.
B. Proposal
The applicant proposes to subdivide approximately five (5) acres into
ten (10) lots for single family dwellings. The proposed subdivision
would create a gross density of approximately two (2) units per acre
with a typical lot size of 17,900 square feet.
C. Existing Land Uses

E. Compatibility with the Comprehensive Plan
MINUTES
JULY 15, 1977
The proposed subdivision is currently in active cropland vegetation as
are the properties to the north, east and south. To the west of the
proposed subdivision is the residential subdivision of Early Dawn
Addition.
As mentioned above the properties to the north, east and south are
in active cropland vegetation with the typical lot size being approxi-
mately five (5) acres. Further to the north and south numerous
segregations have occurred where the typical lot size is approximately
one (1) acre. To the west of the proposal is the residential subdivision
of Early Dawn Addition where the gross density is approximately
2.6 units per acre.
The proposed subdivision is located in an area that has been designated
as suitable for residential development by the Spokane County
Comprehensive Plan. The Board of County Commissioners has set a
minimum lot size for proposed subdivisions for the area at a minimum
of 1/2 acre. The proposed plat is compatible with that decision.

II. SPECIAL INFORMATION:

B. Sewage Disposal
IV. CONDITIONS:
Adequate county roads appear to be available to serve the proposed
subdivision.
The Spokane County Health District has approved the site for on -site
sewage disposal. However, the proposed subdivision lies over the
Spokane Valley Aquifer. The District believes that approval of this
subdivision will have a negligible immediate impact upon the water
quality, but continued urbanization at this density can be expected to
have at least moderate impact upon the water quality.
D. Schools
The Central Valley School District believes that approval of this
subdivision would have no significant effect upon the district's
facilities. A future elementary school site is located to the southeast
of this proposal.
E. Fire Protection
Both mains and hydrants nedd to be installed to provide for adequate
fire protection.
F. Water and Power
Vera Water and Power has stated it has the ability to serve the
p roposed subdivls ion with both domestic and fireflows, also electricity.
III. ENVIRONMENTAL REVIEW:
The Staff of the Planning Department has reviewed the checklist as submitted
by the applicant and the Staff recommends that a declaration of
Non - Significance be issued.
Specific conditions applicable to the plat are feferenced below and found In
the attached supplement entitled, "Standard Conditions for Approval of
Pretiminary Plats - May, 1977 ".
NOTE: Any amendments to said conditions are stated separately and listed
below.

UPGRADING, PE- 1125 -77 CHURCH ADDITION, ZE- 121 -77 AGRICULTURAL TO SINGLE FAMILY
RESIDENTIAL: GUTHRIE
WHEREAS, the Spokane County Planning Commission did, after public hearing
on July 15, 1977, forward to the Board of County Convnissioners a recommendation
that the preliminary plat to be known as Church Addition (File #PE- 1125 -77) and
zone reclassification to the Single Fancily Residential zone classification
(File #ZE- 121 -77) be approved, and
WHEREAS, Karma Dhaenens did by letter request a special hearing before the
Board of County Commissioners to present evidence and testimony against the
recommendations of the Planning Commission to approve the above described pre-
liminary plat and zone reclassification, and
WHEREAS, the Board of County Commissioners did hold a public hearing on
September 1, 1977 to consider the recommendations of the Planning Commission and
testimony and requests of the applicant, objectors and other interested parties,
and
WHEREAS, at said hearing opportunity was afforded those favoring and those
opposing the above described preliminary plat proposal and zone reclassification.
The. Board of County Commissioners of Spokane County, having fully considered the
testimony given, the records and minutes of the Planning Commission, the environ-
mental assessment and all other evidence presented and having personally acquainted
themselves with the sight and vicinity in question, does hereby find that the con-
clusions of the Planning Commission were generally valid and sufficient. Now,
therefore, the Board of County Commissioners does conclude that the preliminary plat to
be known as Church Addition (File #PE- 1125 -77) and Zone Reclassification to the
Single Family Residential zone (File #ZE- 131 -77) should be and hereby is approved
subject to the conditions as contained in. the Planning Commission minutes of
July 15, 1977.

are held and firmly bound unto the Board of County Commissioners of Spokane
County, Washington, as OBLIGEE, in the penal sum of Eight Thousand ($8,000.00)
Dollars, ($1,800 Dry Wells - $6,200 Gravel), lawful money of the United States
of America, for the payment of which, well and truly to be made, the

such improvements to be completed in two years or less time unless said time
period be extended at the option of the County Engineer.
Upon failure of the PRINCIPAL to comply with the requirements stated

The obligation of this BOND shall be kept in full force and effect
