Planning Commission Recommendation: Approve, subject to the following findings and conditions: (vote was unanimous). I. GENERAL INFORMATION: A. Location Simpson Addition is located in the east central area of the Spokane Valley, northwest of the intersection of Mission Avenue and Barker Road. B. Proposal The applicant proposes to subdivide approximately seven(7) acres into 18 lots, thereby. creating a gross density of about 2.7 units per acre with a typical lot size of approximately 13,000 square feet. C. Relationship to the Comprehensive Plan The proposed subdivision is located within an area that has been designates as suitable for residential development by the approved map of the Park and Recreation Element of the Spokane County Comprehensive Plan. D. Existing Land Uses The site in question is relatively flat with no significant topographic features. Properties to the east, north and west are also primarily undeveloped. To the south, however, is located the residential subdivi- sion of Valley View Addition, where the typical lot size appears to be less thatn 1/2 acre. E. Compatibility with Existing Land Uses - 9 - MINUTES AUGUST 19, 1977 As was mentioned above the properties that generally surround the propo- sal to the east, north and west are primarily undeveloped with a typical lot size of five (5) acres and larger, The proposal seems to be incompati- ble with these uses. To the south, however, urbanization has occurred at this density and the proposal would be compatible with those uses present. I j PE- 1130 -77 - SIMPSON ADDITION II. SPECIAL INFORMATION: A. Circulation Adequate county roads appear to be available to serve the proposed subdivision. B. Water Consolidated Irrigation District has stated Lt has the ability to serve the proposed subdivision with both domestic and fireflows. C. Fire, Piotection D. Sewage Disposal F. Parks III. ENVIRONMENTAL REVIEW: (Continued) Both mains and hydrants need to be installed to provide for adequate fire protection. The Spokane County Health District has approved the site for on -site sewage disposal. However, the proposed subdivision lies over the Spokane Valley Aquifer. The District believes that approval of this subdivision will have a negligible immediate impact upon the water quality, but continued urbanization at this density can be expected to have at least moderate impact upon the water quality. E. Schools Central Valley believes that approval of this sub- division would have a negligible impact upon their district's facilities. However, a major portion of the elementary school serving the proposal has recently been condemned and the district is presently faced with busing the school age children a considerable distance to other facilities. The District expects to complete construction of the new school to serve the proposal by September, "7£ No county parks are currently available in the area and the County Parks Department has no present plan for either site acquisition or major park Improvements. The Staff of the Planning Department has reviewed the checklist as submitted by the applicant and the Staff recommends that a declaration of Non - Significance be issued. - 9A - PF- 1130 -77 - SIMPSON ADDITION (Continued) IV.
