Planning Commission Recommendation: Approve, subject to the following findings and
conditions: (vote was unanimous).
I. GENERAL INFORMATION:
A. Location
Simpson Addition is located in the east central area of the Spokane Valley,
northwest of the intersection of Mission Avenue and Barker Road.
B. Proposal
The applicant proposes to subdivide approximately seven(7) acres into
18 lots, thereby. creating a gross density of about 2.7 units per acre with
a typical lot size of approximately 13,000 square feet.
C. Relationship to the Comprehensive Plan
The proposed subdivision is located within an area that has been designates
as suitable for residential development by the approved map of the Park
and Recreation Element of the Spokane County Comprehensive Plan.
D. Existing Land Uses
The site in question is relatively flat with no significant topographic
features. Properties to the east, north and west are also primarily
undeveloped. To the south, however, is located the residential subdivi-
sion of Valley View Addition, where the typical lot size appears to be
less thatn 1/2 acre.
E. Compatibility with Existing Land Uses

As was mentioned above the properties that generally surround the propo-
sal to the east, north and west are primarily undeveloped with a typical
lot size of five (5) acres and larger, The proposal seems to be incompati-
ble with these uses. To the south, however, urbanization has occurred
at this density and the proposal would be compatible with those uses
present.

II. SPECIAL INFORMATION:
A. Circulation
Adequate county roads appear to be available to serve the proposed
subdivision.
B. Water
Consolidated Irrigation District has stated Lt has the ability to
serve the proposed subdivision with both domestic and fireflows.
C. Fire, Piotection
D. Sewage Disposal
F. Parks
III. ENVIRONMENTAL REVIEW:
(Continued)
Both mains and hydrants need to be installed to provide for adequate
fire protection.
The Spokane County Health District has approved the site for on -site
sewage disposal. However, the proposed subdivision lies over the
Spokane Valley Aquifer. The District believes that approval of this
subdivision will have a negligible immediate impact upon the water
quality, but continued urbanization at this density can be expected
to have at least moderate impact upon the water quality.
E. Schools
Central Valley believes that approval of this sub-
division would have a negligible impact upon their district's
facilities. However, a major portion of the elementary school
serving the proposal has recently been condemned and the district
is presently faced with busing the school age children a considerable
distance to other facilities. The District expects to complete
construction of the new school to serve the proposal by September, "7£
No county parks are currently available in the area and the County
Parks Department has no present plan for either site acquisition or
major park Improvements.
The Staff of the Planning Department has reviewed the checklist as
submitted by the applicant and the Staff recommends that a declaration of
Non - Significance be issued.

Specific conditions applicable to this plat are referenced below and found in the
attached supplement entitled, "Standard Conditions,for Approval for Preliminary

FINDINGS AND ORDER REGARDING PRELIMINARY PLAT PROPOSAL AND ZONE CLASSIFICATION
UPGRADING: PE- 1130 -77 SIMPSON ADDITION ZE- 137 -77 AGRICULTURAL TO SINGLE FAMILY
RESIDENTIAL: SIMPSON
WHEREAS, the Spokane County Planning Commission did, after public hearing
on August 19, 1977, forward to the Board of County Commissioners a recommendation
that the preliminary plat be known as Simpson Addition (File #PE- 1130 -77) and
zone reclassification to the Single Family Residential zone be approved, and
WHEREAS, Janis Austin did by letter request a special hearing before the
Board of County Commissioners to present evidence and testimony against the
recommendations of the Planning Commission to approve the above described pre-
liminary plat and zone reclassification, and
WHEREAS, the Board of County Commissioners did hold a public hearing on
October 13, 1977 to consider the recommendations of the Planning Commission, the
testimony and requests of the applicants, objectors, and other interested parties,
and whereas at said hearing opportunity was afforded those favoring and those
opposing the above described preliminary plat proposal and zone reclassification,
the Board of County Commissioners of Spokane County having fully considered the
testimony given, the records and minutes of the Planning Commission, the environmental
assessment and all other evidence presented, and having personally acquainted them-
selves with the site and vicinity in question does hereby find that the conclusions
of the Planning Commission were generally valid and sufficient. However, the Board
of County Commissioners finds that the plat would be more compatible with the
adjacent area if the plat were redesigned so as to reduce the plat density to not
more than two units per acre. Now, therefore, the Board of County Commissioners
does conclude that the preliminary plat be known as Simpson Addition (File #PE- 1130 -77)
and zone reclassification to the Single Family Residential classification (File
#ZE- 137 -77) should be, and hereby is, approved subject to the conditions as contained
in the Planning Commission minutes of August 19, 1977, except that condition P1 is
hereby deleted and the following conditions hereby imposed:
That the plat be redesigned so as to create a preliminary plat with a density
not to exceed two units per gross acre. Said redesign shall be reviewed and appro-
ved prior to the filing of the final plat by both the Planning staff and the County
Engineer's office. The Chairman is hereby authorized to issue a Final Declaration
of Non- Significance.
