Planning Commission recommendation:arnve subject to the fallowing findings
and conditions. unarading the zoning to Two - Family Residential_ (vote was unanimous)
I. GENERAL INFORMATION:
A. Location
The proposal is located in the center of the Spokane Valley, north and
west of the intersection of Valley Way Avenue and Sullivan Road.
B. Proposal
The applicant proposes to subdivide approximately 3.5 acres into 10 lots
all for duplexes. The proposal would create a gross density of about
six (6) units per. acre.
C. Relationship to the Comprehensive Plan
Gentry Subdivision is located within an area that has been designated as
suitable for residential development by the Spokane County Comprehensive
Plan.
D. Existing Land Uses
The site in question is presently vacant with no significant topographic
features. The proposal might be termed a "fill - plat" as it is surrounded
by development. To the west is Progress Elementary School accompanied
by residential development. To the east is a Baptist Church with residen-
tial development surrounding. To the north is the residential subdivision
of Murbach's Subdivision.
E. Compatibility with Existing Land Uses
As the proposal is a fill -in plat the proposal's lot sizes appear to be
compatible with existing development in the area. There are no duplexes
located within the immediate area, however. The proposal is located on
the edge of a neighborhood and seems to be somewhat disadvantaged
and may warrant approval for duplexes, though.

II. SPECIAL INFORMATION:
A. Circulation
Adequate county roads appear to be available to serve the proposed
subdivision.
B. Water
Vera Irrigation District has stated it has the ability to serve the
proposed subdivision with both domestic and fireflows.
C. Fire Protection
D. Sewage Disposal
E. Schools
F. Parks
III. ENVIRONMENTAL REVIEW:
Both mains and hydrants need to be installed to provide for adequate
fire protection.
The Spokane County Health District has approved the site for on -site
sewage disposal. ' However, the proposed subdivision lies over the
Spokane Valley Aquifer. The District believes that approval of this
subdivision will have a negligible Immediate impact upon the water
quality, but continued urbanization at this density can be expected
to have at least moderate impact upon the water quality. The density
of the proposal, 6 units per acre, will require the submittal and
approval of a sewage management plan by the CountyHealth District
If approval is granted for duplexes.
The proposed subdivision lies within the boundaries of the Central
Valley School District. The elementary school serving this proposal
is presently at a capacity level and approval of the proposal might
require the District to modify the service area of the school to
accommodate the additional school age children that might be
generated from this proposal.
No county parks are currently available in the area and the County
Parks Depar tment has no present plan for either site acquisition or
major park improvements.
The Staff of the Planning Department has reviewed the checklist as submitted
by the applicant and the Staff recommends that a declaration of Non- Signi-
ficance be issued. - 11 A -

sidewalks, and /or paving of roadways adjacent to said development and such other work
as is incidental and necessary thereto all in accordance with County Road Department
Specifications and to the satisfaction of the County Engineer; such improvements
to be completed in two years or less time unless said time period be extended at
the option of the County Engineer.
Upon failure of the PRINCIPAL to comply with the requirements stated herein
within the time authorized, the OBLIGEE shall look to the SURETY for satisfaction to
the extent of this BOND.
The obligation of this BOND shall be kept in full force and effect until, in
the opinion of the OBLIGEE, the requirements herein stated have been satisfied in
which event written release will be given by the OBLIGEE, the OBLIGEE having sole
