MINUTES OF THE PLANNING. COMMISSION HEARING OF SEPTEMBER 23, 1977.
WHEREAS, the Spokane County Nanning Commission did hold a public hearing
on September 23, 1977 to consider the testimony and requests of several applicants,
objectors, and other interested parties concerning the below referenced subdivisions,
zone classification upgradings, extensions of time, reconsiderations of conditions,
and other items of business, and
WHEREAS, at said hearing opportunity was afforded those favoring and those
opposing all items of business, and
WHEREAS, Mr. McCoury, Mrs. Byrne, Mrs. Rawlings, and the Messrs. M:ain,
Quigley and Thomas were in attendance and constituted a quorum, and
WHEREAS, the Spokane County Planning Commission fully considered the
testimony given, the environmental review, and all other evidence presented,
recommends to the Board of County Commissioners the following:
1. PE- 1106 -77 - SALTESE HILLS: BATES and ZE- 84 -77: UNCLASSIFIED TO
AGRICULTURAL SUBURBAN: That the application be continued to the October
1977 Planning Commission hearing. The applicant is instructed to pay all
advertising costs at the time the item is placed back on the agenda.
(Mrs. Rawlings moved, Mr. Quigley seconded motion. Vote was unanimous.)
2. PE- 1112 -77-- MONTE -VISTA ESTATES FIRST ADDITION: KAHUNA LAND CO.
and ZE- 97 -77 - UNCLASSIFIED TO AGRICULTURAL SUBURBAN: That the appli-
cation be continued to the November, 1977 Planning Commission hearing. The
applicant is instructed to pay all advertising costs at the time the item is
placed back on the agenda. (Mr. Thomas moved, Mrs. Rawlings seconded
the motion. Vote was unanimous.)
3. PN- 1133 -77 WEATHERVANE TERRACE FIRST ADDITION: GOCKLEY and
ZN- 144 -77 - AGRICULTURAL TO AGRICULTURAL SUBURBAN: That the
application be returned to the sponsor so that the sponsor might further consider
the possibilities of a public water system to serve the subdivision, (Mr.
Thomas moved and Mrs. Rawlings seconded the motion. Vote was 4 to 1.)
4. PE- 1134 -77 - SINGING HILLS: WOODARDS and ZE- 145 -77: UNCLASSIFIED
TO AGRICULTURAL SUBURBAN:. That the preliminary subdivision to be known
Singng Hills (file number PE- 1134 -77) be approved subject to the conditions
as contained in the Planning Staff's findings, dated September 23, 1977, and
that a zone classi fication upgrade be approved to the Agricultural Suburban
zone Classification (File number ZE- 145 -77) upon the filing of the final plat,
and that a proposed declaration of Non - Significance be issued. (Motion by
Mr. Quigley, seconded by Mr. Thomas. Vote was 4 to 1.)
5. PE- 1135 -77 - LIBERTY LAKE HEIGHTS FIRST ADDITION: SCHNEIDMILLER
and ZE- 146 -77 - AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL: That
the preliminary subdivision to be known as Liberty Lake Heights First Addition
be approved subject to the conditions as contained in the Planning Staff's
findings, dated September 23, 1977, that a zone classification upgrade to the

Single Family Residential Zone Classification be approved upon the filing of
the final plat, and that a proposed declaration of non - significance be issued.
(Mrs. Byrne moved, Mr. Quigley seconded the motion. Vote was unanimous.)
6. PE- 1136 -77 - PELLEY ADDITION TO GREENACRES: HODGES, INC. and
ZE- 147 -77 - AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL and /or TWO -
FAMILY RESIDENTIAL: That the proposal be denied and returned to the applicant
because of density, too many duplexes, and incompatil ility with the area.
(Mrs. Rawlings moved, Mrs. Byrne seconded the:motion. Vote was 4 to 1.)
PE- 1137 -77 - DORN COURT: CROSBY and 2E- 148 -77 -- AGRICULTURAL SUBUR
BAN TO SINGLE FAI✓IILY RESIDENTIAL: That the preliminary subdivision to be
known as Dorn Court be approved subject to the conditions as contained in the
Planning Staff's Findings, dated September 23, 1977, and that a proposed
declaration of non - significance be Issued and that the following condition -
be imposed: That the specified road improvements of Dorn Court north to Boone
Avenue, by the County Engineer's Office be met. (Mrs. Rawlings moved,
Mrs. Byrne seconded the motion. Vote was unanimous.)
8. PE- 1138 -77 - PARKWATER INDUSTRIAL PARK ADDITION: BURLINGTON NORTH-
ERN, INC.: That the preliminary subdivision to be known as Parkwater Indus-
trial Park be approved, subject to the conditions as contained in the Planning
Staff's findings dated September 23, 1977 and that a proposed declaration of
non- significance be issued. (The motion was made by Mr. Thomas and seconded
by Mrs. Rawlings. Vote was unanimous.)
9. PN- 912B -73 - GLENEDEN FOURTH ADDITION: NELSON and ZN- 88B -73 -
AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL: That the sponsor be allowed
to increase the number of lots in Gleneden Fourth Addition to 146, all for
single family dwellings. The applicant is further instructed to contact the Mead
School District and attempt to solve the need for a school site In the area, and
that a proposed declaration of non - significance be issued. (Mrs. Rawlings
moved and Mr. Quigley seconded the motion. Vote was unanimous.)
10. PW- 1098 -77 - PINE ROCK RANCHETTES: ROBBINS and ZW -77 -77 - AGRICUL -
TURAL TO AGRICULTURAL SUBURBAN: That the applicant's request for a relaxa-
tion in fire flow requirement as contained in the original conditions of approval
be approved, subject to approval of the final design by the appropriate agencies,
and that a proposed declaration of non - significance be issued. (Motion made
by Mr. Main and seconded by Mr. Thomas. Vote was 5 to 1.)
11. PN- 1100 -77 - GLENCREST ADDITION: NELSON and ZN -79 -77 - AGRICUL-
TURAL TO SINGLE FAMILY RESIDENTIAL AND AGRICULTURAL SUBURBAN:
That the sponsor's request to increase the number of lots to 51 be approved,
and that a proposed declaration of non - significance be issued. (Motion made
by Mr. Thomas seconded by Mr. Main. Vote was unanimous.)
12. PE- 1031 -76 - RIEGEL HEIGHTS ADDITION: RIEGEL and 2E -90 -76 - AGRICUL-
TURAL SUBURBAN TO SINGLE FAMILY RESIDENTIAL: That an extension of time

that conditional approval of the plat is given subject to dedication of Right of
Way to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the filing of a final plat;
that drainage plans and design calculations showing the grades and ali of drain-
age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat; .
construction within the proposed public streets and easements shall be performed'
under the direct supervision of a licensed land surveyor,. who shall be responsible
for perpetuating all evidence of the location of survey monuments which may be,
