I. GENERAL INFORMATION: A. Location Parkwater Industrial Park is located in the west central area of the Spokane Valley, east of Thierman Road and south of Mission Avenue. The proposal is also north east of the Broadway interchange of Interstate 90. B. Proposal The applicant proposes to subdivide approximately 50.9 acres into 14 lots, all for restricted industrial uses. The lot sizes vary from about 1/4 acres to 5 acres. The existing zoning on the advertised property is Restricted Industrial, and was established nearly 25 se ars ago. C. Relationship to the Comprehensive Plan The Spokane County Comprehensive Plan, as well as the Regional Comprehensive Plan find the site suitable for restricted industrial uses. D. Existing Land Uses The site is presently vacant with no significant topographic features. To the north and west of the site are Restricted Industrial uses while to the east is the residential subdivision of Park Road Addition as well as property recently approved to the Restricted Industrial Zone classification. E. Compatibility with Existing Land Uses The Staff believes that with proper landscaping and building orientation any possible incompatibility with the residential uses located to the east would be mitigated. II. SPECIAL INFCRIviATION: A. Circulation The County En *sneer's Office has reviewed the proposal and they feel that adequate existing county roads are available to serve the proposal and that the plat design is acceptable to their office. -8- PE- 1138 -77 - PARKWATER INDUSTRIAL PARK ADDITION (Continued) B. Sewage Disposal The Spokane County Health District has approved the site for the use of on -site sewage disposal systems. The proposal is, however, located over the Spokane Valley Aquifer. The Department of Ecology shall approve all industrial wastes disposal, also. C. Water Supply. The Washington Water Power Company has stated that it has the ability to serve the site with both industrial and fire flows. D. Fire Protection Both mains and hydrants need to be installed to provide for adequate fire protection needs. III. ENVIRONMENTAL REVIEW: The Staff has reviewed the environmental checklist submitted by the applicant and we recommend that a declaration of Non - Significance be issued. IV. CONDITIONS: Specific conditions applicable to this plat are referenced below and found In the attached supplement entitled, "Standard Conditions for approval of Preliminary Plats - August, 1977 ". NOTE: Any amendments to said conditions are stated separately and listed below. Ni, , P -3, P -4, P -5, P -6, P -7, P -8, P -9 (October 1, 1978), P -13, E -1, E -2, E -3, E -4, E -5, E -6. A -1, H -1, H -5. Prior to the release of building permits, industrial wastes disposal shall be approved by the State Department of Ecology. That all roads within the plat be curbed and/or paved to the specifications of the County Engineer. Existing County roads providing direct access to lots of the plat shall be paved and /or curbed to the standards of the County Engineer. That the sponsor be responsible for the construction of the proposed railroad crossing of Bradley Street and the Burlington Northern Rail Road. That the Sponsor obtain the necessary approvals from the Washington Utilities and Transportation Commission regarding the proposed crossing and provide all - B- 1138 -77 - PARKWATL. .NDUSTRIAL PARK ADDITION _ ,Continued) necessary easements and franchises to Spokane County. TR -1346 ORDER GRANTING PETITION By petition filed with the Commission on May 8, 1980, Burlington Northern, Inc., seeks authority for construction of a highway - railway crossing at grade at the intersection of Desmet Avenue and petitioner's tracks near Milepost 66.0 in the SW a of the NE ; of Section 13, Township 25 N., Range 43 E.W.M., Spokane County, Washington. Respondent executed a waiver agreeing to entry of an order by the Commission without further notice or hearing. Desmet Avenue in the vicinity of the crossing is a two -lane county access highway with a posted speed limit of 25 MPH for cars and trucks. One hundred vehicles daily use the crossing, including ten trucks and no school bus trips. Projected traffic in twenty years is five - hundred vehicles, including fifty trucks and no school bus trips. Petitioner maintains one spur track at the crossing. Maximum train speed is ten MPH. Two freight trains and no pas- senger trains use the crossing in each twenty -four hour period. The proposed crossing will provide access to an indus- trial development. Commission staff has investigated the proposal and has recommended that the petition be granted. The Commission, having reviewed the record and being fully advised in the premises, is of the opinion that granting the petition is in the public interest. IT IS ORDERED That the petition of Burlington Northern, Inc., for authority to construct a grade crossing at the above - described location be and the same is hereby granted under the following minimum conditions. 1. The crossing shall be planked or hard - surfaced between the rails for a distance of one foot outside each rail for the full width of the travelled roadway, including the shoulders. The surface of the roadway and the top of the rails shall be the same elevation. CAUSE NO. TR -1346 Page 2 2. A 25 -foot level grade in the highway shall be provided on each side of the centerline of the railway at the . crossing. 3. The approaches to the level crown of the roadway at the crossing shall be constructed with grades not exceeding 5 %. 4. Reflectorized advance warning signs shall be instal- led in the right approach quadrant on each side of the crossing in accordance with installation practices prescribed in the Washington State Manual for Signing and the U.S. Department of Transportation Manual of Uniform Traffic Control Devices. 5. Standard reflectorized crossbuck signs shall be installed 15 feet from the outside rail in the right approach quadrant on each side of the crossing. 6. All devices shall be erected in such manner as to provide required clearances for both rail and vehicular traffic. 7. The crossing shall be constructed in accordance with all specifications accompanying the petition filed in this matter. 8. Upon completing the aforementioned construction, petitioner shall report completion to the Commission.
