This being the day set for the hearing on Spokane County Engineer's Report on the
proposed establishment of SIXTH AVENUE proceedings for which were initiated by
PRELIMINARY RESOLUTION 80 -1253 , and it appearing to the Board on proof duly made
that Notice of Hearing was published and posted in the manner and for the time required
by law, and the Board after examining the report and maps of the Spokane County
Engineer and all claims and papers on file and after hearing all other evidence adduced
at the hearing; and
IT FURTHER APPEARING That the right of way has been dedicated as a public road,
60' feet wide and that said road is a public necessity and the same should be opened and
established as a County road.
THEREFORE, BE IT RESOLVED By the Board of County Commissioners of Spokane County,
Washington, that the hereinafter described road as reported by the Spokane County
Engineer on the 10TH day of NOVEMBER, 1980, being more particularly described as
follows:
'SIXTH AVENUE - from the west right -of -way line of Raymond Road west to and including
cul -de -sac.
Located in the Northeast Quarter (NE 1/4) of Section 20, Township 25 North, Range 44

MINUTES OF THE PLANNIC COMMISSION HEARING OF O C' BER 14, 1977
WHEREAS, at said hearing opportunity was afforded those favoring and those
opposing all items of business, and

WHEREAS, the Spokane County Planning Commission did hold a public meeting
on October 14, 1977 to consider the testimony and requests of several applicants,
objectors, and other interested parties concerning the below referenced subdivisions,
zone classification upgradings, extensions of time, and other Items of business, and
WHEREAS, Mr. McCoury, Mrs. Byrne, Mrs. Rawlings, and the Messrs, Kennedy
Main, and Thomas were in attendance and constituted a quorum, and
WHEREAS, the Spokane County Planning Commission fully considered the testi-
mony given, the environmental review, and all other evidence presented, recommends
to the Board of County Commissioners the following:
1. PE- 1111A -77, SYLVIA COURT: WCLFLAND, INC., and ZE- 96A -77,
AGRICUTURAL TOSINGLE FAMILY RESIDENTIAL and /or TWO- FAMILY RESIDEN_
TIAL: Due to the Lack of a quorum vote on the the application, this Item
was sent to the Board with No Recommendation. (Motion by Main, lost for
a second. Motion by Thomas, seconded by Main. Vote 3 to 2.)
2. PN- 1133 -77, WEATHERVANE TERRACE FIRST ADDITION: GOCKLEY, and
ZN- 144 -77, AGRICULTURAL TO AGRICULTURAL SUBURBAN: That the
preliminary subdivision to be known as Weathervane Terrace First Addition
(File Number PN- 1133 -77) be approved subject:to the conditions as contained
in the Planning Staff's findings, dated October 14, 1977, and that a zone
classification upgrade be approved tothb Suburban Zone.ClasSt- •

Staff findings regarding PE- 1139 -77, Karle's 1st Addition.
I. GENERAL INFORMATION:
A. Location
Karle's 1st Addition is located in the south central area of the
Spo'<ane Va.11ey.north of Gth Avenue and west of University Road.
B. Proposal
The applicant proposes to subdivide.approximately_1 acres into 4:
lots.,. 2 of which are proposed for duplexes. The proposal would
create a gros of about - five - (5) Units' per acre with _a typical
lot .sisle of .11, 000 square feet.
C. Relationship to the Comprehensive Plan
Karle's 1st Addition is situated within an area that has been desig-
nated as suitable for residential development by the Comprehensive
Plan.
D. Existing Land Uses
The site is presently vacant with no significant topographic features.
The properties that generally surround the property have developed
into several residential subdivisions where the predoiri[nant use is
single family dwellings. The staff believes that the property is not
sufficiently disadvantaged to warrant duplexes as it appears to be
in the center of a neighborhood of single family dwellings:
II. SPECIAL INFORMATION.
A. Circulation
The County Engineer's Office has reviewed the proposal and their
office finds that adequate county roads available to serve the
proposal and that the plat design is acceptable to their office.

That all roads within the plat be curbed and /or paved to the specifications

construction within the proposed public streets'and easements shall be perforxed
under the direct supervision of a licensed land surveyor, .who shall be responsible

the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced;
no construction work is to be performed within the Public Right_of Way until' a parrit
has been issued by the County Engineer. All work is subject. to inspection and approval
by the County Engineer;
all construction within the Public Right of Way is to be completed prior to filing -
tha.final plat or a bond in the amount estimated by the County Enginaer to cover the.
cost of construction of improvements, construction certification, "As Built" plans,
and r.:onumenting the street centerlines shall be filed with the County Enginaer_ - -
E 7 -no direct access from lots to 1/2 right of ways until such time as additional right of
ways are dedicated and roads are established as County Roads.
E 9 -road design, rough grading construction, and drainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the Developer.

able to the State Highway Department of the proposed State Highway- County Road inter-
section. State Highway Department approval of the proposed design must be received prior
