GENERAL INFORMATION: A. Location Sllvey First Addition is located west of Adams Road and North of Fourth Avenue in the Spokane Valley. B. Proposal The applicant proposes to subdivide about five (5) acres into 14 lots, five (5) of which would be for multiple family dwellings, and the remaining nine would be for duplexes.. The proposal would create a gross density of about 10 units per acre with a typical lot size of about 11,600 square feet. C. Relationship to the Comprehensive Plan Sllvey First Addition is located within an area that has been designated as suitable for residential development by the Spokane County Comprehensive Plan. D. Existing Land Uses The site is presently vacant with no significant topographic features. To the east is St. Mary's Catholic Church, while to the south and west are several residential subdivision. To the north Is located several scattered commercial uses and a railroad track. E. Compatibility with Existing Land Uses The staff questions the compatibility of multiple family dwellings in an area that has been established as suitable for single family and duplex dwellings. Secondly, the sites are located adjacent to railroad tracks and are on . a cul -de -sac, and they don't appear to be of suffic- ient size to accommodate both multiple family dwellings and off - street parking facilities. The Staff does find, however, that duplexes are appropriate for the area as they would provide an appropriate buffer fron both the railroad tracks as well as the commercial uses to the north. -6- • C . PE- 1148 -77 - SILVEY FIRST ADDITION II. SPECIAL INFORMATION: A. Circulation Adequate county roads appear to be available to serve the proposed subdivision. - B. Sewage Disposal C. Water (Continued) The Spokane CountyHealth District has approved the site for on -site sewage disposal. However, the proposed subdivision lies over the Spokane Valley Aquifer. The District believes that approval of this subdivision will have a negligible immediate Impact upon the water quality, but continued urbanization at this density can be expected to have at least moderate impact upon the water quality. A well is also situated in the northwest corner of the plat. Vera Irrigation intends to establish the well as part of their system. Because of this lots 3 and 4, Block 1, are both unbuildable due to the required 150 foot setback between a drainfield and a public well. Alternatives would include either a public sewer system or abandonment and destruction of the well to the satisfaction of the Health District. Vera Irrigation has stated it has the ability to serve the proposed subdivision with both domestic and fireflows. D. - Fire Protection Both mains and hydrants need to be installed to provide for adequate fire protection. E. Schools Central Valley School District believes that approval of this subdivision would have a negligible impact upon their district's facilities. F. Parks No county parks are currently available in the area and the County Parks Department has no present plan for either site acquisition or major park improvements. III. ENVIRONMENTAL REVIEW: The Staff of the Planning Department has reviewed the checklist as submitted by the applicant and hte Staff recommends that a declaration of Non- Signifi- cance be issued. -6A- • its 4 -. CONDITIONS: If approval Ls granted, the Staff recommends the following conditions: Specific conditions applicable to this plat are referenced below and found in the attached supplement entitled, "Standard Conditions for Approval of Preliminary Plats - August, 1977. NOTE: Any amendments to said conditions are stated separately and listed below. P -1, P -2, P -3, P -4, P -5, P -6, P -7, P -8, P -9, (December 1, 1978) P -13, Pia+ cedes ;t4 l E -1, E -2, E -3, E -4, E -5, E -6, A -1, H -1, H -5, H -6. That a statement be placed in the dedication to the effect that lots 3 and ft Block 1 //be declared as non - building sites until such time as the well site is abandane'd and destroyed to the satisfaction of the County Health District.
