GENERAL INFORMATION: A. Location Vera Crest Subdivision is located south of 16th Avenue between Adams and Progress Roads in the south central area of the Spokane Val'-ey. B. Proposal The applicant proposes to subdivide about 35.5 acres into 71 lots, all for single family dwellings, creating a density of 2 units per acre with a typical lot size of 18,000 square feet. C. Relationship to Comprehensive Plan Vera Crest Subdivision is situated within an area that has been designated as being suitable for residential development by the approved map of the Comprehensive Plan. D. Existing Land Uses The site is presently in active cropland vegetation with no significant topographic features. The properties to the east and south are generally of the larger lot rural catergory, where the typical lot size appears to be in excess of one acre; while the properties to the north and west have developed into several residential'subdivisions with the most recent being Early Dawn and Church Addition. Also located to the west of the proposal is a future elementary site at 24th and Adams E. Compatibility with Existing Land Uses The Staff finds this proposal to be compatible with recent Planning Commission decisions in the area as well as being compatible with the future intended uses for the area - higher density residential uses. Some conflict might result, however, in the short term, regarding the possible conflicts between the larger lot uses and the smaller lot sub- division. II. SPECIAL INFORMATION A. Circulation The Engineer's Office has reviewed - the proposal and their office finds, - 14 - - PE- 1160 -77 - VERA CREST SUBDIVISION (Continued) III. ZONING ANALYSIS with a minor revision, the plat design would be acceptable as well as finding that adequate county roads are available to serve the proposal. It is recommended that as a condition of approval both paving and curbing of the roads in the proposal be required. B. Sewage Disposal The Health District has approved the use of individual systems to serve the proposal. The plat is, however, situated over the Valley Aquifer where a moderate impact upon water quality might be expected at some future date. C. Water Supply Vera Irrigation District has indicated that it has the ability to serve the site with both domestic and fireflows. D. Drainage F. Parks The Staff finds that because of the relatively flat terrain of the site and adjacent properties that no special drainage control methods would be required and standard techniques for storm water control could be used. E. Fire Protection Both mains and hydrants need to be installed to provide for adequate fire protection. No county parks are currently available in the area and the County Parks Department has no present plan for either site acquisition or major park improvements. G. Schools Central Valley School District indicates that their district may expect short term difficulties in serving this proposal, but over the long term foresee no problems.. The Staff finds that it would be appropriate to upgrade this proposal to the single family residential zone because of the use and characters of the proposal as well as the uses and charaters of the surrounding area. The staff also finds that an upgrade to the single family zone would be consistent with recent Planning Couunission decisions in the area. IV. Environmental Review The Staff has reviewed the environmental checklist submitted by the applicant and the staff finds that no significant adverse environmental impact will likely result and a proposed declaration of non - significance should be issued. -14A- PE= 1160 -77 - Vera Crest Subdivision (Continued) V. CONDITIONS: If approval is granted the staff recommends the following conditions. Specific conditions applicable to this plat are referenced below and found in the attached supplement entitled, "Standard Conditions for Approval of Prelim- inary Plats — August, 1977. NOTE: Any amendments to said conditions are stated separately and listed below.
