GENERAL INFORMATION: A. Location Meadow's End is situated in the Spokane Valley north of the Valley Freeway and east of Pines Road. B. Proposal The applicant proposes to subdivide about 9.4 acres into 13 lots, all for multiple family dwellings creating about 114 dwelling units. The proposal would create a gross density of about 12 units per acre with a typical lot size of about 18, 000 square feet per lot. C. Relationship to the Comprehensive Plan Meadow's End is situated within an area that has been ddslgnated as:being either suitable. for.higher density residential development or restricted Industrial uses by the approved map of the Comprehensive Plan. D. Existing Land Uses The site is presently vacant with no significant topographic features. The properties to the north and east are primarily undeveloped at this time. Whereas the properties to the west include a 94 unit apartment complex as well as scattered residential office uses. E. Compatibility with existing land uses The Staff finds this proposal to be compatible with recent Planning CommissI decisions regarding land uses in the area in that It directly abutts the previously described 94 unit apartment complex as well as providing a buffer from the valley freeway located to the south of this proposal. II. SPECIAL INFORMATION: A. Circulation . The County Engineer's Office finds that adequate county roads are available to serve this proposal and that the plat design is acceptable to their office. - 19 - PE- 1163 -77 - MEADOWS END B. Sewage Disposal The Health District has approved the use bf Individual systems to serve' this proposal. 'The plat is,. however, situated over the Va11,:y Aquifer where a moderate impact upon water quality may be expected at some future date with continued urbanization in the area. C. Water Supply G. Parks C'onsblidated Irrigation District indicates that it has the ability to serve the site with both domestic and fire flows. D. Drainage The Staff finds that because of the relatively flat terrain of the site and as well as adjadent properties that no special drainage control methods wou be required and standard techniques for storm water control could be used. E. Fire Protection Both mains and hydrants of sufficlent.size to handle fire protection needs would be required for plat ,approval. F. Schools The proposed subdivision is situated within the boundaries of the East Valley School District where the District's facilities are.currently at capacity levels. The district believes this problem maybe mitigated somewhat when their current building program is completed in two or three years time. There are no imporved county parks situated in the area and the County 'Parks Department has no present plan for either site acquisition or major park improvements at this time. Located to the northeast of this proposal however, Ls the walk in the wild zoo. III. ZONING ANALYSIS: The Staff finds that the rezone to the mttlti$efamily suburban zone classification would be appropriate given the use and character of.this as well as the use and character of the surrounding properties. IV. ENVIRONMENTAL REVIEW: The Staff has reviewed the environembntal checklist as submitted by the applicant and the staff finds that no significant adverse environmental impacts will likely result and a proposed declaration of non - significance should be issued. - 19 A - • PE- 1163 -77 - MEADOW'S END V. CONDITIONS If approval is granted, the Staff recommends the following conditions: Specific conditions applicable to this plat are referenced below and found in the attached supplement entitled, "Standard Conditions for Approval of Preliminary Plats - August, 1977'. NOTE: Any amendments to said conditions are stated separately and listed below. P -1, P -2, P -3, P -4, P -5, P -6, P 77, P -8, P -9 (February 1, 1979), P -13, . E -1, E -2, E -3. E -4, E -5, E -6, A -1, H -1, H- 5,H -6, That all roads within the plat be curbed and paved to the specifications of the County Engineer. Existing County roads providing direct access. to lots of the plat, shall be paved and curbed to standards of the County Engineer. Upon the filing of the final plat upgrade Meadow's End to the Multiple Family Residential Zone Classification. Prior to the release of building permits a suitable landscape plan shall be submitted to the Spokane County Zoning Administrator and a bond to cover any required improvements shall be required.
