PE- 1174 -78 - Wyatt Addition No. 1: Wyatt
ZE- 19 -78 - Agricultural to Single Family Residential and /or Two Family Residential
Staff findings regarding PE- 1174 -78, Wyatt Addition No. 1.
I. GENERAL INFORMATION:
A. Location
Wyatt Addition is situated on the floor of the Spokane Valley and is
located north of Boone Avenue approximately 600 feet east of University
road.
B. Proposal
The applicant proposes to subdivide about 7.5 acres into 15 lots.
Eight of those lots are planned for duplexes, with the remaining seven
being planned for Single Family Dwellings. The proposal would create a
gross density of about 4 units per acre, with the typical lot size : of
about 11,250 sq. ft. per lot.
C. Relationship to the Comprehensive Plan
Wyatt Addition is situated within an area that has been designated as
being suitable for residential development by the approved map of the
Comprehensive Plan. Within that Comprehensive Plan however, neither
density designations nor locations for higher density residential
uses are indicated at this time.
D. Existing Land Uses
Presently located on the site .is a single family residence located in
the southeast portion of the plat. The balance of the plat proposal is
presently in active pasture land vegetation. The properties that 'generally
suround this proposal have developed over the years into several residential
subdivisions including Field's Addition, Maxwell's Subdivision, Marion
Addition and Berean Addition.
E. Compatibility With Existing Land Uses
The applicants proposal, the subdivision of about 7.5 acres into 15 lots
7 are which are planned for duplexes appears to be compatible with the
existing uses in the area. As was described above, the area has developed
over the years into several residential subdivisions where the typical lot
size in the area appears to be 12,000 square feet per lot with duplexes
being scattered throughout the area.
II. SPECIAL INFORMATION:
A. Circulation
The Engineer's office has reviewed this preliminary plat and they find that

III. ZONING ANALYSIS
adequate County roads are now available to serve the proposal and secondly
that the plat design is acceptable to their office. Their office does
recommend however, that as a condition of plat approval that all roads
within the preliminary plat be paved and curbed to the specifications of
the County Engineer.
The Health District has approved the use of individual on -site systems
for this proposal. The plat is however, situated over the Spokane;
Valley Aquifer where a moderate impact on ground water quality may be
expected at some future date if continued urbanization at this density
ocurrs in this area. If approval were granted at the plat density proposed
by the plat sponsor a sewage management system would be required as a
condition of plat approval.
The proposed subdivision is situated within the recorded service area of
the Modern Electric Water Company. That company indicates that it does
have the ability to serve the site with both domestic and fire flows.
The staff finds that because of the relatively flat terrain of the site
and that of the adjacent properties, that no special drainage control
methods would be required and standard techniques for storm water control
could be used.
The proposed subdivision is situated within the recorded service area
of Fire Protection District #1. That district indicates that both mains
and hydrants of sufficient size for fire protection needs should be required
as a condition for plat approval.
The proposed subdivision is situated within the boundaries of the Central
Valley School District, where the districts facilities in this area are
presently not at capacity levels.
G. Parks
Located to the north and east of this plat proposal is situated Valley
Mission Park, a County owned and operated park facility.
The staff finds that a zone reclassification to the Two. Family Residential!
Zone Classification for those lots proposed for duplexes by the plat sponsor
would be appropriate given the fact that scattered duplexes are situated throughout
the immediate area of the plat in question. The staff further finds that a zone

reclassification for the balance of Wyatt Addition to the Single Family Residential
zone Classification would be appropriate given theuse proposed by the plat sponsor
for those lots - Single Family Dwellings.
IV. ENVIRONMENTAL REVIEW:
The staff has reviewed the Environmental Checklist submitted by the applicant and
we find that no significant adverse Environmental impacts would likely resolve from
this proposal and a proposed declaration of nonsignificance should be issued.
Slight adverse Environmental impacts were however noted under the following
questions: earth, air, water, flora, noise, light and glare, natural resources,
population, housing, transportation, public service, energy, and utilities.
V. CONDITIONS:
If approval is granted, the staff recommends the following conditions.
Specific conditions applicable to this plat are referenced below and found in the
attached supplement entitled, "Standard Conditions for Approval of Preliminary Plats
August, 1977. NOTE: Any amendments to said conditions are stated separately and
' listed below.
P -1, P -2, P-3, P -4, P -5, P - P -7, P- P -9 (March 1, 1979) P - E - E -2, E -3, '
E-4, E -5, E- A -1, H -1, H-5, H-6.
That a statement be placed in the plat dedication prohibiting individual lot access
to Boone Avenue.
That the provisions of SEPA's NOTICE OF ACTION pursuant to 43.21c.080 RCW and
the Board of County Commissioners' Resolution No. 77-1392 be accomplished by the
project applicant within thirty (30) days of formal action by the Board of County
Commissioners, as instructed by the Planning Department Staff.
That all roads within the plat be curbed and paved to specifications of the County
Engineer. Existing County roads providing direct access to the lots of the plat
shall be paved and curbed to the standards of the County Engineer.
Upgrade lots 1, 2, and 3 of Block 1 and all of Block 1 to the Two Family Residential
Zone Classification on the filing of the final plat and upgrade the balance of Wyatt
Addition to the Single Family Residential Zone Classification upon the filing of the
final plat that the property indicated as Lot 10 Block 1 not be included in the final
plat of Wyatt Addition. Said property shall be deeded to the adjacent property owner
located to the west of said property. Said deeding of the property shall be at nb
cost to that property owner.

Staff's findings, except that the following condition shall be incorporated: that
the stub road connection to the east be eliminated. (Motion by Thomas, seconded by
Byrne. Vote was 4 yes and 1 no.)

AGRICULTURAL SUBURBAN: That the preliminary plat request be approved, and in so
approving, adopts the Staff's Findings as the Planning Commission's findings, of
fact as well as the conditions stated in the Staff's Findings dated February" 24, 1978.

RESIDENTIAL AND /OR TWO FAMILY RESIDENTIAL That the preliminary be approved, and in
so approving, adopts the Staff's findings as the Planning Commission's findings of facts,
as well as, the conditions stated in the Staff's findings dated Feb. 24, 1978 except that
the plat conditions dealing with a zone reclassification be modified to read as
follows: That upon the filing of the final plat, upgrade lots 1 - 5 Block 2, to the
Two Family Residential Zone Classification, and the balance of the plat known as
Wyatt Addition No. 1, to the Single Family Zone Reclassification. (Motion by Main,
seconded by Rawlings. Vote was unanimous.)
18. PE- 1175 -78, WAGGONER ADDITION: WAGGONER, and ZE- 20 -78, AGRICULTURAL TO SINGLE
FAMILY RESIDENTIAL AND TWO FAMILY RESIDENTIAL: That the preliminary plat known
as Waggoner Addition be approved, and in so approving, adopts the Staff's Findings
as the Planning Commission's findings of facts, as well as, the conditions stated
in the Staff's Findings dated February 24, 1978. (Motion by Thomas, seconded by
Byrne. Vote was unanimous.)
19. PE- 1176 -78, VAN BEES ADDITION: VAN REES, and ZE - 21 - 78, AGRICULTURAL TO SINGLE
FAMILY RESIDENTIAL: That the preliminary plat be approved, and in so approving,
adopts the Staff's findings as the Planning Commissions findings of facts as well
as, the conditions stated in the Staff's Findings dated February 24, 1978, except
that the following condition of approval shall also be imposed: That individual lot
access shall be prohibited to 12th Street. (Motion by Byrne, seconded by Main.
Vote was urnnimOUS.)
20. PE- 1177 -78 FAIRACRES REPLAT #3: WINNER, and ZE - 22 - 78, AGRICULTURAL TO SINGLE
FAMILY RESIDENTIAL: That the preliminary plat be approved, and in so approving,
adopts the Staff's findings as the Planning Commission's findings of facts as well
as, the conditions stated in the Staff's Findings dated February 24, 1978, except
that the condition of the zone reclassification to the Single Family Residential
Zone be deleted and the following condition is hereby imposed: That a statement
be placed in the plat dedication that animal keeping by the sponsor be allowed
• until the last building permit is issued in the plat. (Motion by Rawlings, seconded
by Thomas. Vote was unanimous.)
21. PE- 1168 -78, MIDILO4E FIRST ADDITION: MIDILOME, INC., and 1E- 13 -78, AGRICULTURAL
TO SINGLE FAMILY RESIDENTIAL: That an extension of time be granted to the next
Planning Commission hearing of plats. (Motion by Thomas, seconded by Main. Vote
was unanimous.)

Way to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to constructionlaud

age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat;

the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced;
E no construction work is to be performed within the Public Right of Way until a permit
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer;
F. 6- 11 construction within the Public Right of Way is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the
cost of construction of improvements, construction certification, "As Built" plans,
and rtonumenting the street centerlines shall be filed with the County Engineer.

section. State Highway Department approval of the proposed design must be received prior
to the filing of the final plat. Improvements to the State Highway are to be the'respon-
sibility of the Sponsor and may either be constructed or a bond to cover the cost:of such
improvements furnished to the County Engineer in the amount as determined by the County
Engineer and the State Highway Department.

1. All lots shall be residential and no structures shall be erected,
placed or permitted to remain on any portion of this tract, other
than, a single family dwelling and a private attached garage;
except lots 1, 2, 3, 4, 5 in-Block 2, Duplexes are permitted:.
2. No dwelling, house or any part thereof shall be erected on any
site within 25' of the front line of each lot, nor within 5'
from the side line of any lot nor within 15' of any side or i

3. No dwelling may be constructed of placed upon any lot herein with
less than 1008 square feet of floor space in a single story
structure, and less than 948 square feet on the ground floor
of a split -level or multiple story structure, not including i
