'E ?d -78 - Agricultural to Agricultural Suburban and /or Single Family Residential PRELI ? +INARY SUBDIVISIONS Staff findings regarding PE- 1178 -78, Pondra Pines 1 st Addition: LI GENERAL INFORMATION: A. Location ANTI ZONE R^CLA.SSI:ICATIONS O4- /28 ('7% Pondra Pines 1st Addition is situated in the south central area of the Spokane Valley in an area commonly referred to as the Ponderosa. The plat is situated west of Van Marter Road and 300 ft. south of 44th Avenue. 13. Proposal The applicant proposes to subdivide about 4 acres into 8 lots all for single family dwellings. The proposal would create a plat with a typical lot . size of 1/2 acre per lot with a density of about 2 units per acre. C. Relationship to the Comprehensive Plan Pondra Pines 1st Addition is situated within an area that has been designated as being suitable for residential development by the approved map of the Comprehensive Plan. Within that Comprehensive Plan, however, no density designations have yet been made. D. Existing Land Uses The site is presently vacant with minor drainage drainage problems being evident. The properties that immediately surround this proposal have developed over the years into several single family residential subdivisions with the typical lot size within those subdivisions.appearing to be 1 acre per lot. E.. Compatibility with Existing Land Uses The staff finds this proposal to be somewhat incompatible with the adjacent existing land uses in the area in that the adjacent uses have a typical lot size of one acre per lot whereas the proposal now before the Planning Commission calls for lot sizes of 1/2 acre per lot. However, the staff does find that within those subdivisions that surround the proposal now before the Planning Commission that animal keeping is not present and, in fact, the use proposed by the sponsor would be compatible with the uses now present in the area. 3 PE- 1178 -78 - Pondra Pines 1st Addition (Cond:inued) II. SPECIAL INFORMATION: A. Circulation 04 /xs /78 The Engineers' Office has reviewed this preliminary plat proposal and their office finds that adequate County roads are available to serve this site, and secondly that the plot design is acceptable to our office. Their office does recommend, however, that as a condition of preliminary plat approval that all roads within the plat be paved and curbed to the specification of the County Engineer. B. Sewage Disposal The Health District has approved the use of individual on -site sewage disposal systems for this proposal. The site is, however, situated near the Spokane Valley Aquifer where the Health District in their review of possible impacts upon ground water quality , has the following comments: I. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded .that: (1) In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. (2) All dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by pBant routs" will be less than the total found in septic tank effluents. (3) "The calculated results at the downstream end of groundwater flow line indicates that the maximum range of (dissolved) solids concentration ex- pected at present (1975) is up to 93 mg /1 (milligrams per liter) above the natural groundwater background of 155 - mg /1. The forecase year 2020 maximum incremental concentration is 101 mg /1 above the natural back- ground. " - - -" The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact at groundwater quality is already a substantial proportion of the ultimate level." II. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 5.37 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result - 3 A - PE- 1178 -78 - Pondra Pines 1st Addition (Continued) in a range of 5.83 ppm. Current Federal and State drinking water standards permit up to lOppm. III. Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristics: (1) Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology: These systems are not currently economically available for this project. (2) Sealed systems, whether individual or community, depend on evaporation for liquid removal. Some, such as lagoons, have safety hazards associated with them and relatively poor community acceptance. Secondly, the Health District finds that because of a minor drainage problem existing on the site, that a drainage cover should be installed through the natural drainage course on the plat to provide for adequate sewage disposal. C. Water Supply The proposed subdivision is situated within the recorded service area of the Washington Water Power Co . That Company indicates that it does have the ability to serve the site with both domestic and fire flows. D. Drainage The staff finds that because of the minor drainage problem existing on the site, that special techniques for storm water control may be required as a condition of plat approval. E. Fire Protection The proposed subdivision is situated in the boundaries of Fire Protection District No. 8. That District indicates that both mains and hydrants of sufficient size for fire - protection facilities should be required as a condition of preliminary plat approval. F. Schools The proposed subdivision is situated within the boundaries of the Central Valley School District where the district's facilities in this area are currently reaching capacity levels. The district believes that this situation may be mitigated somewhat when their current building program is completed sometime wi thin the next few years. -3 B- 04/28/)8 PE- 1178 -78 - Pondra Pines 1st Addition (Continued) G. Parks III. ZONING ANALYSIS: IV. ENVIRONMENTAL REVIEW: V. CONDITIONS: If approval is granted, the staff recommends the following conditions. E -5, E -6, A -1, H =1, H -5. 0 4 /23 /7B No improved County parks are situated within the immediate area and the Parks Department has no present plan for either site acquisition or major park improvements at this time. The staff finds that a zone reclassification to the Single Family Residential Zone classification from the Agricultural zone classification would be appropriate given the use and lot size proposed by the plat sponsor. The use, once again, is for single family dwellings with a typical lot size of . about 1/2 acre per lot which would prohibit animal keeping. This zone reclassification to the single - family residential zone would be compatible with recent Planning Commission decisions in the area regarding plat proposals of a similar nature. The staff has reviewed the Environmental Checklist submitted by the plat sponsor and the staff finds that no significant adverse environmental impacts would likely result from this proposal and a proposed Declaration of Non - Significance should be issued. Slight adverse environmental impacts were however, noted under the following questions: Earth, air, water, flora, fauna, noise, light and glare, natural resources, housing, land use, population, transportation, public service and utilities. Specific conditions applicable to this plat are referenced below and found in the attached supplement entitled, "Standard Conditions for approval of Preliminary Plats, August, 1977. NOTE: Any amendments to said conditions are stated separately and listed below. FINDINGS - March 30, 1978 PRELIMINARY SUBDIVISIONS AND ZONE RECLASSIFICATIONS PE- 1178 -78 - Pondra Pines 1st Addition: Wolfland, Inc. ZE -43 -78 - Agricultural to Agricultural Suburban and /or Single Family Residential Staff findings regarding PE- 1178 -78, Pondra Pines 1st Addition. Il: GENERAL INFORMATION: A. Location Pondra Pines 1st Addition is situated in the south central area of the Spokane Valley in an area commonly referred to as the Ponderosa. The plat is situated west of Van Marter Road and 300 ft. south of 44th Avenue. B. Proposal The applicant proposes to subdivide about 4 acres into 8 lots all for single family dwellings. The proposal would create a plat with a typical lot size of 1/2 acre per lot with a density of about 2 units per acre. C. Relationship to the Comprehensive Plan Pondra Pines 1st Addition is situated within an area that has been designated as being suitable for residential development by the approved map of the Comprehensive Plan. Within that Comprehensive Plan, however, no density designations have yet been made. D. Existing Land Uses The site is presently vacant with minor drainage drainage problems being evident. The properties that immediately surround this proposal have developed over the years into several single family residential subdivisions with the typical lot size within those subdivisions appearing to be 1 acre per lot. E. Compatibility with Existing Land Uses The staff finds this proposal to be scmewhat incompatible with the adjacent existing land uses in the area in that the adjacent uses have a typical lot size of one acre per lot whereas the proposal now before the Planning Commission calls for lot sizes of 1/2 acre per lot. However, the staff does find that within those subdivisions that surround the proposal now before the Planning Commission that animal keeping is not present and, in fact, the use proposed by the sponsor would be compatible with the uses now present in the area. .PE- 1178 -78 - Pondra Pines 1st Addition (Continued) H. SPECIAL INFORMATION: A. Circulation The Engineers' Office has reviewed this preliminary plat proposal and their office finds that adequate County roads are available to serve this site, and secondly that the plot design is acceptable to our office. Their office does recommend, however, that as a condition of preliminary plat approval that all roads within the plat be paved and curbed to the specification of the County Engineer. B. Sewage Disposal The Health District has approved the use of individual on -site sewage disposal systems for this proposal. The site is, however, situated near the Spokane Valley Aquifer where the Health District in their review of possible impacts upon ground water quality , has the following comments: I. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: (1) In normal precipitation years subsurface disposal of sewage treatment effinent does reach and recharge the groundwater. (2) All dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by pliant routs" will be less than the total found in septic tank effluents. (3) "The calculated results at the downstream end of groundwater flow line indicates that the maximum range of (dissolved) solids concentration ex- pected at present (1975) is up to 93 mg /1 (milligrams per liter) above the natural groundwater background of 155 mg /1. The forecase year 2020 maximum incremental concentration is 101 mg /1 above the natural back- ground. " - - -" The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact at groundwater quality is already a substantial proportion of the ultimate level." II. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 5.37 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result -9 A- PE- 1178 -78 - Pondra Pines 1st Addition Continued) in a range of 5.83 ppm. Current Federal and State drinking water standards permit up to lOppm. III. Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristics: (1) Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These systems are not currently economically available for this project. (2) Sealed systems, whether individual or community, depend on evaporation for liquid removal. Sbme, such as lagoons, have safety hazards associated with them and relatively poor community acceptance. Secondly, the Health District finds that because of a minor drainage problem existing on the site, that a drainage cover should be installed through the natural drainage course on the plat to provide for adequate sewage disposal. C. Water Supply The proposed subdivision is situated within the recorded service area of the Washington Water Power Co. That Company indicates that it does have the ability to serve the site with both domestic and fire flows . D. Drainage The staff finds that because of the minor drainage problem existing on the site, that special techniques for storm water control may be required as a condition of plat approval. E. Fire Protection The proposed subdivision is situated in the boundaries, of Fire Protection District No. 8. That District indicates that both mains and hydrants of sufficient size for fire - protection facilities should be required as a condition of preliminary plat approval. F. Schools The proposed subdivision is situated within the boundaries of the Central Valley School District where the district's facilities in this area are currently reaching capacity levels. The district believes that this situation may be mitigated somewhat when their current building program is completed sometime wi thin the next few years. -9B- PE- 1178 -78 - Pondra Pines 1st Addition (Continued) G. Parks No improved County parks are situated within the immediate area and the Parks Department has no present plan for either site acquisition or major park improvements at this time. III. ZONING ANALYSIS: The staff finds that a zone reclassification to the Single Family Residential Zone classification from the Agricultural zone classification would be appropriate given the use and lot size proposed by the plat sponsor. The use, once again, is for single family dwellings with a typical lot size of about 1/2 acre per lot which would prohibit animal keeping. This zone reclassification to the single - family residential zone would be compatible with recent Planning Commission decisions in the area regarding plat proposals of a similar nature. IV. ENVIRONMENTAL REVIEW: The staff has reviewed the Environmental Checklist submitted by the plat sponsor and the staff finds that no significant adverse environmental impacts would likely result from this proposal and a proposed Declaration of Non - Significance should be issued. Slight adverse environmental impacts were however, noted under the following questions: Earth, air, water, flora, fauna, noise, light and glare, natural resources, housing, land use, population, transportation, public service and utilities. V. CONDITIONS: If approval is granted, the staff recommends the following conditions. Specific conditions applicable to this plat are referenced below and found in the attached supplement entitled, "Standard Conditions for. approval of Preliminary Plats, August, 1977.
