That the appellants raised concerns regarding the overall density of the proposal, however, the project is consistent with the Spokane County Comprehensive Plan and the proposal promotes fill -in development. 6. That the project will foster the extension of public sewers to the area. 7. That the traffic impact from this project will be felt largely to the north where the proposed development intersects 8th Avenue rather than to the south at 10th Avenue. Additionally, the Spokane County Engineer's Department finds roadways are adequate to support this project. 8. That the sidewalks recommended by the County Engineers along 8th Avenue are appropriate due to 8th Avenue's status as a secondary arterial. 9. That considering all agencies /departments' review and public testimony, the Board concludes after individual on site visits that the proposal as conditioned will not be detrimental to the public health, safety and welfare and concurs with the Planning Department's Declaration of Non- Significance in conjunction with Environmental. A 2 foot variance from the minimum frontage requirement for a duplex in the Agricultural Suburban zone is requested for Lot 6, Block 1. 2. Other concerns raised by the area residents dealt with the expected traffic hazards the proposal might create and the quality of housing proposed. HEARING EXAMINER COMMITTEE FINDINGS & ORDER FILE NO. PE- 1506 -85 11. That the adjoining properties consist of single family and duplex uses as well as some undeveloped land. 12. That the Committee made a regularly scheduled visit to the site as well as the immediate adjoining areas prior to rendering its decision. 13. That the Committee believes the divided duplex concept proposed by the sponsor will encourage buyers of the units to become owners of their residence and take care of the unit. 14. That the Committee concurred with the sponsor's request to waive County Engineer condition of approval #12 in regards to the sidewalks on 8th Avenue. However, the County Engineer's representative commented that such design deviation can only be approved by their department and can be appealed to the Board of County Commissioneres under RCW 36.70. ENVIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and was reviewed by the County Planning Department staff. The review considered the specifics of the proposal, other available information, County ordinances, other regulations and laws and the standard Conditions of Approval. County Planning Department has determined that "No probable significant adverse impacts" would result from the proposal being developed and has issued a Determination of Non- Significance ( "DNS "). The "DNS" was circulated to 8 other agencies of jurisdiction and other agencies /departments, affected by the future development, for review and comment. The "DNS" comment period ends June 19, 1985 and was advertised 15 calendar days before said date in the newspaper, by letter to adjacent property owners 460 feet of the proposal, by notice on a sign posted on the proposal site and by letter to the general mailing list. LEAD AGENCY SUMMARY The project appears compatible with the general area though of a somewhat higher density than adjoining property to the immediate south and east. The Planning Department recommends approval based upon agency reports and the Spokane County Comprehensive Plan unless unresolved issues are presented at the public hearing. VI. CONDITIONS OF APPROVAL If approval is granted, the following conditions are recommended: 1.
