This being the day set for the hearing on Spokane County Engineer's Report
on the proposed establishment of MALLON AVENUE AND CALVIN ROAD, proceedings for
which were initiated by PRELIMINARY RESOLUTION No. 88 -1193, and it appearing to
the Board on proof duly made that Notice of Hearing was published and posted in
the manner and for the time required by law, and the Board after examining the
report and maps of the Spokane County Engineer and all claims and papers on file
and after hearing all other evidence adduced at the hearing; and
IT FURTHER APPEARING That the rights - of-way have been dedicated as public
roads, 50 feet wide, and that said roads are a public necessity and the same
should be opened and established as County roads.
THEREFORE, BE IT RESOLVED By the Board of County Commissioners of Spokane
County, Washington, that the hereinafter described roads as reported by the
Spokane County Engineer on the 3rd day of January, 1988, being more particularly
described as follows:
CALVIN ROAD - from the North right -of -way line of Mallon Avenue
Northerly to the North line of Richards 1st Addition No.
1517 -A - 50 feet wide.
Located in the Northwest Quarter (NW 1/4) of Section 14, Township 25
North, Range 44 E.W.M.
and as shown by the records and maps on file in the office of the Spokane County
Engineer be and the same hereby are established as County roads and the same shall
be known as MALLON AVENUE AND CALVIN ROAD No. 2265. The road supervisor of the
road district in which the said roads are located is hereby directed to open and
maintain the same for public use and travel.
BE IT FURTHER RESOLVED That Lots 3 and 4, Block 8, Veradale Heights 5th
Addition No. 505 (one foot strips) are hereby dedicated for County road purposes.
BE IT FURTHER RESOLVED That the County Engineer is directed to cause a copy
of this resolution to be recorded in the Office of the County Auditor.
PASSED AND ADOPTED By the Board of County Commissioners of Spokane County,
Washington, this 3rd day of January, 1989.

Listed below are updated status reports for two projects shown on the surety inspection spreadsheet with
recommendations.
PE- 1517 -B Richards 2 " Addition
This project was constructed between 1987 and 1989. The file contains an original bond, issued
by Stanford Financial Corporation, dated 10/9/87 in the amount of $35,700.00. There is also, a
letter from Jerry Sims, dated 6/6/1989, authorizing reduction of the LOC from $35,000.00 to
$9,900.00. There is no letter releasing this amount. There is however a Memorandum from
Ross Kelley, P.E., dated 7/25/01, in which he states that the County Engineer considers this bond
released. Apparently Stanford Financial Corporation was no longer at the original business
address and was no longer authorized to conduct business in Washington State. Handwritten on
this memorandum was a note which reads as follows: "Sandy, Will you just remove this from
bond list and file in plat file. Thanks, Verril ".
Recommendation: Consider this project closed with no further action required.
PE- 1716 -A Dhaenens Sq. Phase II PUD
This project was constructed between 1998 and 2000. The file contains an original bond in the
amount of $32,000.00, dated 1/28/98 and issued by Contractors Bonding and Insurance
Company. No other bonding information was found in file. I called the bonding, company,
which is now CBIC, and was told that they have no record of any bonding activity with W.R.S.
since 2002. Therefore, they assume bond was released. I tried calling WRS & Associates Inc.,
4/18/2006
but was unable to locate. It appears they are no longer in business.
Recommendation: Consider this project closed with no further action required.

This project is located north of Broadway, east of Best Road. This Roadway Improvement Bond was issued in
1 988. Field investigation revealed that the required improvements have been installed in a satisfactory condition.
The roads in this project have been established for maintenance by County forces under Resolution No. 89 -0002
of the Spokane County Board of County Commissioners.
Our review of the project file reveals that the Guarantor, Stanford Financial Corporation, a Washington
Corporation, is no longer located at the original business address, and is no longer authorized to conduct business
in Washington State. We were not able to find a current address for either of the Principals.
There appears to be no reason to either continue or invoke this bond. The County Engineer considers this bond to
be released. If future investigation determines an address for either the Principal or the Guarantor, or their agents,
heirs, successors, or assigns, a letter releasing this bond will be sent.
