III. BACKGROUND/ANALYSIS a) CONCLUSION This rezone application to Commercial zoning is consistent with the Spokane County Comprehensive Land Use Plan Map and Text. The South property line abuts the abandoned Railroad right of way. Also, to the East lies existing Commercial zoning. This project appears consistent with past decisions and the Comprehensive Plan for this area. IV. ENVIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmental impacts were judged to exist. Slight adverse environmental impacts were identified on the checklist in the following categories: earth; air; water; flora; fauna; noise; light and glare; land use; natural resources; population; housing; transportation/circulation; public services ; utilities; energy; and aesthetics. A parking plan and traffic circulation plan shall be sub- mitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. ^` r .; Paving 'or surfacing as"approved by the taunts/Engineer, will"^ be required for any portion of the project which is to be occupied or travelled by vehicles. 7. The word "applicant" shall include the owner or owners of the property, his heirs, assigns, and successors. 8. As an alternative method of constructing the road improve- ment stated herein, the applicant may, with the approval of the County Engineer, accomplish the road improvements stated herein by joining and participating in a County Road Project (CRP) to the extent of the required road improvement. Spokane County will not participate in the cost of these improvements. This provision applies only if there is to be no access to Second Avenue. 10. The construction of the road improvements stated herein shall be accomplished as approved by the Spokane County Engineer. 11 . All required improvements shall conform to the current State of Washington Standard Specifications for Road and Bridge Construction, and other applicable County standards and/or adopted resolutions pertaining to Road standards and Storm- water Management in effect at the date of construction, unless otherwise approved by the County Engineer. 12. ILE PRAIRIE CQ P&EHEitSIVE PLAN Mr. Fergen brought the Planning Commission up to date on tha progress of the Joint Five Mile Comprehensive Plan Study. He explained that on September 15, 1977, there was a meeting between Spokane Co;inty Planning Department staff and Mr. Ted McCoury, Vice Chairman of the Spokane County Planning Commission and Bill Trogden, Chairman of the Spokane City Planning Commission. The purpose of this meeting was to hold the first 4 public hearing with both Planning Commissions to hear the alternative plans as recommended by the Joint Five Mile Prairie Citizens Advisory Committee. The date was set for October 20, at 7:30 p.m. in the Five Mile Grange. Because the grange was not available that evening alternative dates of October 17th or 20th were suggested ? The Planning Commission approved the October 17th date, but because of a conflict with members of the City Planning Commission, changed to the October 20th date later in the hearing . Mrs . Rawlings asked Mr. F•ergen about the status of the Environmental Impact Statement for this study. Mr. Fergen responded by saying that the draft EIS would be done before the first public hearing on Five Mile and that-there would be a 35 day review period in which time anybody could make comments. Mr. Quigley asked Mr. Fergen to elaborate on the exact status of the Five Mile situation. Mr. F ergen responded by stating that the Citizen Advisory Committee held its last meeting on July 28th and moved to send four alterna- tive plans to Five Mile Prairie to both Planning Commissions . In addition this committee moved to send information already gathered and other comments received to both Planning Commissions. Both Planning Commissions have re- ceived a staff document explaining the Comprehensive Plan Alternatives . This hearing would have two purposes: (1) Informational for both Planning Commissions and the public (2) So testimony could be received A. packet of information would be made available to members of both Planning Commissions and a notice to Prairie residents informing them of this hearing, would be mailed . It is also planned to send a graphic brochure explaining the four alternative plans to property owners within the Five Mile Prairie Study boundary. OTHER BUSINESS MINUTES SEPTEMBER 16, 1977 1 . The Planning Commission approved a proposed amendment to Section 4.24.300 to include tennis and racquet ball facilities as a conditional use. NOTE: Section 4.24 .300 presently reads: Community swimming pool, private and/or non-profit parks, playgrounds, and golf couraes .
