Planning Commission Recommendation: Approve Lots 1 -10, except the
East 12.06 feet of Lot 10, Block 17 and Lots 1 -10, Block 18 to Two Family Resident

1. Installation of a 51 to 6' high residential type fence acceptable to the
Director of Planning along 32nd Avenue.
NOTE: The Director of Planning after evaluating site conditions will
determine the appropriate height and specifications of the
requested fence. The applicant shall submit to the Director
of Planning for evaluation the specifications of the required
fence including location, type of construction, method of
anchoring, materials, etc. as well as schedules for completion.
2. Installation of fire hydrants in accordance with the requirements of the
Spokane Valley Fire Marshall.
3. To insure diversity in building style, each approved block shall have
at least four distinctly different duplex styles.
Deny Lot 5, Block 19
A. REASONS:
1. The Planning Commission is of the opinion that the approved lots
are appropriate for duplex development because they back, up to
32nd Avenue, a major arterial. The applicant will increase
parcel sizes (by eliminating one lot in each block) to provide lots
of sufficient size and frontage for duplex development.
2. The Commission notes that a large number of duplexes have been
constructed along 32nd Avenue, specifically at 32nd and Univer-
sity within Castle Addition, and within Kokomo.
3. The Commission is of the opinion that the small extension of
the Multiple Family Suburban Zoning is appropriate because of
the manner in which the duplex properties to the west would be

sufficient size for duplex development. The staff is of the opinion that the
lots are appropriate for duplex development because of their proximity to
32nd Avenue, a major arterial.
The staff is of the opinion that the small extension of the Multiple Family
Suburban Zoning at 31st and Clinton is reasonable because of the manner in
which the properties to the west would be aggregated.
The staff recommends denial of Lot 5, Block 19 because of the insufficient
size of the lot.
