Main, Kennedy, and McCoury voted "Yes" . Mrs. Rawlings and Mrs. Byrne voted "No" . Mr. Quigley abstained from. voting. The motion was lost for lack of a quorum. • 2) Mr. Robert Bonucelli requested that the Commission place zone change, ZE-24-78, Multiple Family Suburban to Residential Office,. . on property located at the northeast corner of Broadway and Ella Roads in the Valley. Mr. Bonucelli , North 4828 Northwood Drive, explained that the property would accommodate a 7-unit apartment at the present time; however, the applicant proposed to construct a residential office on the site. Mr. Kennedy suggested that either the Policy Committee or Long- Range Planning Committee set criteria for accepting requests similar to the two presented at this hearing, and present the results of the study to the Commission at their June hearing. Mr. McCoury announced that he would assign the project t o the Policy Committee for consideration. Mr. Kennedy moved, Mrs. Byrne seconded, that the request of Mr. Bonucelli and all future requests that come to the staff be deferred until after the Commission has adopted some criteria for consideration of items to be placed on the agenda other than the 61% 'of required signatures. Mr. Quigley asked that there be a. time table on which the applicant should work this out, with the assistance of the staff and Prosecuting Attorney's Office. Mrs. Rawlings , Chairperson of the Policy Committee, stated that she believed the Policy Committee could respond to the request within thirty days , and the proposed policy would appear on the June agenda. Motion carried unanimously. 3. ZE-15B-60, AGRICULTURAL TO LOCAL BUSINESS: PRING (Tupper) That the change in conditions of the zone reclassification request (ZE-15B-60) be approved, and in so approving, adopts the Staff's findings , as the Planning Commission' s Findings of fact as well as the issuance of a Declaration of Non-Significance. (Mr. Kennedy moved, Mrs. Rawlings seconded. Vote was unanimous. F '' MINUTES 1 " October 26, 1967 ZONE CHANGE ZE-15-60 - AGRICULTURAL TO LOCAL BUSINESS: REDLIN AND PRING (This matter was postponed from the Planning Commission's September 28th meeting to allow the applicant time to prepare a revised Traffic and Development Plan and provide opportunity for site inspection.) Planning Commission Recommendation: Approve, subject to development substantially as indicated in the applicant's revised Traffic and Development Plan dated October 18, 1967, which includes three statements of intent as follows: 1) Architectural design of the building shall be natural in character incorporating split cedar shake roof, glass, brick or stone and dark stained wood trim, similar to that shown on the drawing; 2) Perimeter landscaping and sprinkling system shall be provided in areas as indicated on the Site Plan Sheet No. 1; and 3) Exterior lighting on the building and in parking lot areas shall be low intensity, similar in design to that shown in the schematic drawings - Sheet No. 2. There shall be no advertising signs other than those on the building. The property should be posted with a sign stating the zoning and proposed development. Background: On March 31, 1960, the Planning Commission recommended approval for change in zoning from Agricultural to Local Business subject to the following conditions: 1) That the zone change shall not become effective until such time that the applicant submits a Traffic and Development Plan to the Planning Commission for review, assuring that adequate steps have been taken to lessen traffic congestion, and 2) That no access or egress to the Dishman-Mica Road from the property in question be permitted. The Board of County Commissioners concurred with the Planning Commission's recommendation and postponed final action until a Traffic and Development Plan was received and approved by the Planning Commission, Reasons: 1. Objectors allege that this proposal, if approved, would constitute spot zoning. The Planning Commission does not consider this proposal as a "spot zone" because this business location was worked out as a part of the entire Chester Hills Heights plat; approved as a ,;{ part of the plat; and subsequently incorporated into the Comprehen- siveTlan. Neighborhood shopping facilities are characteristically small in area and characteristically surrounded by residential Bevel- opment. They are not necessarily therefor spot zones. (contd.) The applicant has submitted a revised Traffic and Development Plan incorporating 1) Parking lot lighting locations with type of fixture; - 2) Six-foot (sight-obscuring) cedar fencing along the north property line; 3) Six-foot landscaped planting strips, with installed sprinkler systems, along the east, west, north, and south property lines (north planting strip to be ten (10) feet wide); and 4) Statements of intent describing the architectural style, lighting, and signs to be utilized. The building floor space has been reduced from 11,200 sq.ft. to 9,000 sq.ft. in order to provide room for 73 off-street parking spaces; a ratio of approximately 1 sq.ft. of floor area t_o • 2 sq.ft. of off-street parking area. In summary, it is our opinion that the development would be compatible with surrounding residential development expected in the future. 3. The Spokane County Engineer's Office has been consulted on the new plot plan and has approved the location of ingress and egress points along both University and Dishman-Mica Roads. 4. The property in question is bordered on the west by the Dishman- Mica arterial road and on the east by University Road, a collector arterial. The property is triangular in shape as formed by the two intersecting arterials and is bordered on the north by Lots 6, 7, and 8, of Chester Hills Heights plat filed with the Spokane County Auditor on March 22, 1961. It is noted on the plat that the subject property (Lot 9, Block 7) was reserved for local business establish- ments by the plattors even though the property was not zoned "Local Business" . In general, the immediate surrounding area has not been developed residentially; however, five residential building permits have been issued for lots within the plat since 1961.
