Application of Zoning Provision: Chapter 4.21, Section 4.21.040 4i 16 MINUTES September 24, 1971 ZONE CHANGE ZE -96 -71 - AGRICULTURAL TO RESTRICTED RESIDENTIAL OR SINGLE FAMILY RESIDENTIAL: PLANNING COMMISSION (Castle Addition) Planning Commission Recommendation: Approve All of Block 2 to the Restricted Residential Zone. Approve All of Blocks 3, 4, 5, 6, 7, and 8 to the Single Family Residential (R -1) Zone (Lot 1, Block 1 was conditionally approved for Multiple Family Suburban zoning at the January 29, 1971, hearing - See ZE- 5 -71.) Reasons The final plat of Castle Addition has been filed incorporating 88 residential lots, a multiple family tract, and a recreation tract. All residential lots within Blocks 3 - 8 conform to the minimum dimensional requirements of the Single Family Residential Zone (R -1) for a single family residence. All lots within Block 2 can accommodate either single family or duplex structures. The Planning Commission is of the opinion that the residential lots and the recreation tract south of 33rd Avenue are appropriate for Single Family Residential (R -1) zoning because: 1) The 74 residential lots have been designed for single family building sites; i.e., most of the lots have 80 - 90 feet of frontage and 125 to 130 feet of depth. 2) Adjoining plats with comparable lot sizes have been upgraded to the Single Family Residential Zone; i.e. 1) Aloha Addition - December 24, 1970; 2) Joey Marie Addition - June 12, 1969. 3) The Single Family Residential Zone prohibits duplexes, animal keeping other than household pets, home occupations, and mobile homes. The Planning Commission is of the opinion that the 14 residential lots to the north of 33rd Avenue are appropriate for Restricted Residential zoning because: 1) The eight residential lots which are grouped around the cul de sac are pie - shaped and somewhat larger than typical single family lots. Six of the eight lots fronting on 33rd Avenue have at least 90' of frontage and 11,000 square feet of lot area. Duplex development may be more appropriate for these lots because of their size and proximity to the cul de sac lots. -25 - (contd.)
