MINUTES OCTOBER 12, 1973 LONE CHANGE ZE- 125 -73 - AGRICULTUR.'J, TO COMMERCIAL: NESS AND DINIUS Planning Commission Recommendation: Approve to Commercial Zone subject to the following conditions: A CONDITIONS: Dedication of a 30 foot curb radius at the northeast corner of the Dishman -Mica Road and Bowdish Road. 2. Installation of curb, sidewalk, drainage control, and paving to existing oil to Spokane County standards along Bowdish Road and the Dishman Mica Road. 3. Access to the subject property from Bowdish Road shall be approved by the Spokane County Engineer's office. Access to the Dishman- Mica Road shall be prohibited. 4. Advertising signs for the advertised property shall conform to Section 4.O8.12S - 1, 3, 4, and 5 of the 2pokane County Zoning Ordinance and shall not exceed 20 feet in height. S. Approval by the Director of Planning of a lighting, landscaping, and fencing plan for the property. The lighting plan shall be designed to confine illumination to the site. The Director of Planning may require extensive landscaping and fencing to reduce the impact of the project on the nt ghooring properties and to confine stoned automobiles toward tha rear of the facility. 5. The garage building shall be relocated to within 40' of Bowdish Road and 40' of the Dishman -Mica Road to facilitate vehicle storage toward the rear of the property. Expansion or modification of the building would require approval by the Director of Planning. 7. Installation of fire hydrants in accordance with the requirements of the Spokane Valley Fire Marshall. S. Prior to action by the Board of County Commissioners, the Township shall indicate in writing acceptable to the Prosecuting Attorney's office either that the applicants are acting as agents for the town- ship or that the township concurs with the zone change request. The Planning Commission is of the opinion that the request is an appropriate extension of Commercial Zoning in the Chester area. The Commission notes that properties situated on the northwest corner of Bowdish and the Dishman -Mica Road are zoned Commercial and that the property on the southeast corner of said intersection is zoned Local Business. 2. The Comprehensive Plan indicates that the Chester area will be served by Commercial facilities. 3. The Commission is of the opinion that the conditions of approval will make the project more compatible with surrounding development.
