DATE: /�/fre/ /3 798- EVERGREEN POINT FIRST ADDITION STORM DRAINAGE ANALYSIS MARCH 14, 1988 Inland Pacific Engineering South 25 Altamont Spokane, WA 99252 534 - 1 410 1 The site is a 9 lot subdivision of 3.4 acres located in the Spokane Valley, immediately east of Evergreen Road on the alignment of 27th Avenue. The ,Soil Survey of Spokane County. Washington (Sheet 16) indicates that the soil type is SxB (Springdale gravelly sandy loam, 0 to 20% slopes). Drainage facilities will be designed for a 10 -year storm. '208' grassy percolation areas will be designed to treat the first 1 /2" of runoff. The site is divided into four drainage basins identified as "A" through "D" and shown on the attached map. Basin "A" consists primarily of a drainage basin created by the construction of roads and drainage structures for Evergreen Point, the first phase of this project. Construction of improvements in this second phase will increase drainage flows into the existing drainage facilities, which are (with an exception to be discussed below) adequate to handle the increased flows. Basin "C" is a small basin on the north end of the project which consists primarily of cultivated land. The '208' drainage ponds to be constructed in Basin "C" in Lot 1, Block 5 and Lot 2, Block 6 will actually serve future phases of the Evergreen Point project. Flows into the ponds from the north will be so slight that drywells and a culvert linking the ponds can be constructed in that future phase, when the '208' ponds are enlarged_ to extend along either side of the north plat boundary. Basin "D" is another small basin and contains no impervious road or sidewalk surface. It drains to the east off the plat into cultivated land. No drywell or '208' calculations have been made for this basin because the flows will be so small. DRYWELL AND DETENTION POND DESIGN The average density for the proposed project is 2.65 units per acre; therefore, in accordance with page 6 -2 of the Guidelines for Stormwater Management a runoff coefficient of .25 can be used for Basins "A" and "B ". For totally impervious subbasins a runoff coefficient of .9 can be used. I% 0 7 7Z 1 26 �y7: 375 62? 7 6 7 =1 / ppf•V;SW I • firini eke' Bowstring Detention Basin design calculations show that the existing type 'B' drywell in Basin "A" and the proposed type "B' drywell in Basin "B" are adequate, together with the existing and proposed '208" detention ponds, to dispose of runoff from a 10 year design storm. However, the '208' calculations for Basin "B" indicate that the existing '208' detention ponds in Evergreen Point are not adequate to provide '208' treatment of all of the additional runoff created by the construction of roads in Evergreen Points First Addition. The deficit of '208 'storage volume is (1419 - 924) or 495 cu. ft. The existing '208' detention ponds in Evergreen Point were designed to treat some of the projected stormwater flows from this phase. However, the steep topography and road design geometrics force more drainage into Basin "A" than was originally anticipated. Due to the topography and the elevation of the lots relative to the streets at the intersection of 27th and Bolivar, is is impossible to construct reasonable '208' detention ponds in t the area where they are needed. CURB DROP AND INLETS, DITCH CALCULATIONS Finally, it is necessary to check the adequacy of curb drops and special curb inlets provided. Basin "A" will flow toward two existing 4 foot long curb drops on either side of Bolivar north of 28th Avenue. (See attached plan of 28th Avenue - sheet 3 of 4, Evergreen Point.) Both curb drops are in a sump condition. To analyze flows into the drops, it is necessary to divide Basin "A" into two subbasins divided by the crown on the centerline of Bolivar Street. The western subbasin has an area of 1.86 acres. Assuming a time of concentration of 5 minutes or less, as above the runoff rate at the curb drop on the west side of Bolivar is: Q = CIA = .25 * 3.8 * 1.86 = 1.48 cfs The eastern subbasin has an area of 1.33 acres and the runoff rate is: Q = CIA = .25 *,3.18 * 1.33 = 1.06 cfs A four foot long curb drop in a sum condition can handle up to 4 cfs; therefore the existing curb drops will be adequate to handle the projected drainage flows in Basin "A ". The four foot long curb drop in the southwest quadrant of 27th Court is also in a sump condition. The calculation of travel time of subbasin B2 (page four) showed that runoff at the curb drop would only be .758 cfs; therefore, the curb drop is adequate. Special curb inlet calculations attached show that a total of four special curb inlets will be required along Evergreen Road to capture all the runoff from subbasin B4. 6 Travel time calculations for the drainage ditch in Subbasin B3 (page 5) show that the velocity of the peak flow in the ditch will be 2.12 fps. Table 24 -2 of the Guidelines shows the maximum permissible velocity for a well maintained mixed grass channel in easily eroded soils with a slope less than 5% is 4 fps.
