Hormann, P.E., County Engineer September 16, 1994 Ed Loshbaugh & Sons Construction East 3715 Dalke Spokane, WA 99207 Re: Sewage Collection System for Evergreen Point 6th Addition Dear Mr. Loshbaugh, Television inspection of the above sewer system was conducted on August 29th after cleaning of the lines had taken place. No additional defects were noted. Defects remaining to be repaired are called out in my letter dated July 6, 1994. They are described as follows: A side service has been cut -in using flexible rubber couplings 258 feet downstream of manhole #141 /25. The rubber coupling joints have dropped causing a gap between the pipe ends and an excessive swale at the side service. Relay this section of pipe to eliminate the swale. Replace the flexible rubber couplings with either rigid PVC slide couplings, or a coupling combining a rubber gasket with a stainless steel compression sleeve. In all manholes, seal ladder rung -holes where rungs are not installed. In manhole #141 /25, the 4th ladder rung is missing. Repair. I have enclosed a map showing the location of the dig -up. A permit to work within the County right -of -way will be required do to the excavation work. Please arrange for inspection of the work by contacting the Construction Division's field office at 456 -3606 twenty -four hours prior to commencing operations. The Comprehensive Plan designates this area of the preliminary plat as Urban, and the location is within the Priority Sewer Service Area. The Comprehensive Plan designation was Subruban at the time of the original preliminary plat approval. 6. No additional conditions have been recommended by the various reviewing agencies and departments, including the County Engineer's Office, County Health District, County Utilities and the Department of Building & Safety. 7. This is the second request for a time extension. The total life of the preliminary plat has been approximately 6.5 years. 8. The following facts are also relevant. a. The extension of time is only applicable to the portion of Evergreen Point known as Evergreen Point 6th Addition since all other portions of the preliminary plat have been final platted or have received approval of a revised preliminary plat. The dedication shall contain the following statement: "Side yard and rear yard setbacks shall be determined at the time building permits are requested unless these setbacks are specifically drafted on this final plat. The setbacks indicated on this plat may be varied from if proper zoning approvals are obtained." 6. A plan for water facilities adequate for domestic service and fire protection shall be approved by the water purveyor, appropriate fire protection district, County Building & Safety Department and County Health District. The agencies will certify on the Water Plan, prior to the filing of a final plat, that the plan is in conformance with their respective needs and regulations. The Water Plan and certification shall be drafted on a transparency suitable for reproduction and be signed by the plat sponsor. 7 The water purveyor shall certify that appropriate contractual arrangements and schedule of improvements have been made with the plat sponsor for construction of the water system in accordance with the approved Water Plan. The time schedule shall provide for completion of the water system and inspection by the appropriate health authorities prior to application for building permits within the final plat. The arrangements or agreements shall include a provision holding Spokane County and the purveyor harmless from claims by any lot purchaser refused a building permit due to the failure of the subdivision sponsor to satisfactorily complete the approved water system. • i1 Conditions Of Approval PE- 1469 -84 Page 4 8. The final plat dedication shall contain the following statement: "The public water system, pursuant to the Water Plan approved by county and state health authorities, the local fire protection district, County Building & Safety Department and water purveyor, shall be installed within this subdivision or binding site plan, and the applicant shall provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot and prior to issuance of a building permit for each lot." 9. No building permit will be issued for any lot within the final plat until certified by a Washington state - licensed engineer that "the water system has been installed pursuant to the approved Water Plan for the final plat," including a signed license stamp. The certification may be in the form of a letter, but is preferred to be certified on a copy of the Water Plan as a schematic map showing the "as- built" water system. 10. The Water Plan and the above four (4) conditions of approval regarding the Water Plan may be waived by the Planning Director /designee upon receipt of letters from the appropriate water purveyor and fire protection district stating that simple connections to an existing, approved water system will provide adequate domestic and fire protection water to ensure the public health, safety and general welfare. 11. A survey is required prior to the filing of a final plat. 12. That the final plat dedication shall include: "Warning, that until the property to the south and east is subdivided, agricultural pursuits exist and may cause odors, dusts, sprays and noise. 13. That prior to filing a final plat with existing structures, all buildings shall be removed or relocated to meet appropriate building setback requirements in the Urban Residential -3.5 (UR -3.5) zone. COUNTY ENGINEER'S DEPARTMENT CONDITIONS (UPDATED) 1. The conditional approval of the plat is given by the County Engineer subject to dedication of right -of -way and approval of the road system as indicated in the preliminary plat of record. 2. Plans, profiles, and cross- sections as designed to County standards showing proposed street centerline and curb grades shall be submitted to the County Engineer for approval prior to construction and/or the filing of each final plat; road plans to be prepared under the direction of a licensed Professional Civil Engineer. 3. Drainage plans and design calculations showing the alignment of drainage facilities shall be submitted to the County Engineer for approval prior to construction and/or the filing of the final plat. Construction within the proposed public streets and easements shall be performed under the direct supervision of a licensed engineer /surveyor, who shall famish the County Engineer with "as- built" plans and a certificate in writing that all improvements were installed to the lines and grades shown on the approved construction plans and that all disturbed monuments have been replaced. 5 No construction work is to be performed within the existing or proposed public right -of- way until a permit has been issued by the County Engineer. All work is subject to inspection and approval by the County Engineer. 6. All construction within the existing or proposed public right -of -way is to be completed prior to filing each final plat, or a bond in the amount estimated by the County Engineer to cover the cost of construction of improvements, construction certification, "as- built" plans and monumenting the street centerlines shall be filed with the County Engineer. 7. Appropriate provision shall be made that the following - described property be held in trust until the continuation of the streets be dedicated or deeded: a one (1) -foot strip at the ends or edges of all streets that terminate or border the subdivision boundary. PROVIDED, this condition shall not prohibit the owner(s) or successor(s) from objecting to any assessment(s) on the property as a result of improvements called for in conjunction with the formation of a ULID by either petition or resolution method under RCW Chapter 36.94." 3. Any water service for this project shall be provided in accordance with the Coordinated Water System Plan for Spokane County, as amended. 4. The dedication shall state: "Each new dwelling unit shall be double - plumbed for connection to future areawide collection systems." 5. A dry sewer connection to the future areawide sewerage system shall be constructed. Plans and specifications for the dry sewer connection shall be reviewed and approved by the Utilities Department. 6. PURPOSE The purpose of this report is to determine the extent of storm drainage facilities which will be required to dispose of stormwater runoff created by the development of Evergreen Point Sixth Addition. Thb storm drainage facilities on this project will be designed to dispose of runoff from a ten year design storm. This development is within the Aquifer Sensitive Area and is subject to '208' requirements. ANALYSIS METHODOLOGY The Rational Method, which is recommended for basins less than ten acres in size, will be used to determine the peak discharges and runoff volumes. PROJECT DESCRIPTION Evergreen Point Sixth Addition is a 7.89 acre, 20 lot subdivision located in the SW 1/4 of Section 26, T 25 N, R 44 EWM. Sheet 76 of the Soil Survey of Spokane County, Washington (copy attached) shows that the soil type is SxB (Springdale gravelly sandy loam, 0 to 20% sideslopes) which is somewhat excessively drained and has moderately rapid permeability. In the future developed condition, the subdivision will be divided into 4 basins, A through D, by the crowns and high points of the various road improvements (see basin map attached). Portions of Basins A and C were included in the drainage analysis for Evergreen Point Third Addition. The temporary rock sumps at the downstream end of the two basins will be paved over and the runoff will be disposed of in the respective new basins. Basin B was broken up into two subbasins, Ba and Bb, for the purpose of peak flow calculation only. CALCULATIONS The total and the impervious basin areas used to calculate the times of concentration and the peak flows for each basin as shown on the pages following .are tabulated below. The lot density was calculated by taking the basin area divided by the number of lots represented in that basin. The runoff coefficient for Basin Ba is calculated below. C = .9(.26) +.15(.10) = .69 .36 where C = .90 for impervious surfaces and C = .15 for lawns in sandy soil CURB DROPS AND INLETS It is necessary to check the adequacy of curb drops and curb inlets provided to divert the flows from the gutter to the '208' ponds. The Curb Drop Calculation Sheet included in this report shows the required lengths of curb openings. As shown on the calculation sheet, Pond D1 requires a curb opening of 4.77 feet. Therefore, three 2 -foot wide sidewalk and curb inlets have been provided. DRYWELLS The peak flows from the four basins will be disposed of in four Type "B" drywells.
