II. SPECIAL INFORMATION
The Planning Department is recommending that all preliminary plat approvals
be brought into conformance with RCW 58.17 regarding the amount of time
allowed before a preliminary plat must be finalized. State law currently
allows a preliminary plat three (3) years (without any new conditions) and
allows one extension of time for one year, if the sponsor requests the
additional year; however, this 4th year may have new conditions added.
The Utilities Department is recommending the new language be added regarding
the ULID condition.
No other additional conditions of approval are being recommended by the
remaining departments.

I. GENERAL INFORMATION
A. Location
Eastern Spokane Valley at the southwest corner of Alki Avenue and Long Road.
B. Proposal

manufactured housing.
Lot frontage = varies from 99ft. to 200 ft.

C. Relationship to the Comprehensive Plan
The proposal is located in the "Urban" Category of the Generalized Com-
prehensive Plan for Spokane County. The project is in a "Fill -in" development
and appears to be consistent with the general purpose, detailed definition and
general intent of the Comprehensive Plan Text. The project site lies over the
Aquifer and is within the Priority Sewer Service Area.
In considering the above, the Planning Department would therefore
recommend approval of this project subject to each dwelling unit
being double plumbed for connection to future area -wide collection
systems. (Section 10.1.6, page 4 of Water Quality Chapter of the
Generalized Comprehensive Plan for Spokane County.)

II. SPECIAL INFORMATION
A. Project Design
The site is relatively flat with minimum scattered tree cover and
therefore requires no special design techniques. The sponsor
utilizes two existing roads (Alki and Long) with (6) six of the
lots fronting along the proposed interior street.
B. Circulation
The County Road Engineer has examined the proposed preliminary plat and has
recommended 5 foot additional r/w along Long Road with no access allowed from
lots to Long Road except Lot 3, Block 1.
C. Sewage Disposal
Subject to specific application approval and issuance of permits by the Health
Officer, each lot is authorized the use of an individual on -site sewage system.
Also that the existing drainfield for the existing house is to be relocated
prior to building permit issuance on Lot 2, Block 1.
D. Water Supply
The proposal is located within the recorded service area of Consolidated
Irrigation District.
The District advises the staff that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic, fire and
irrigation uses.
E. Drainage
Final construction plans should be reviewed and approved by both the County
Engineer and Health District prior to the final plat filing.
F. Fire Protection
The proposal is situated within the recorded service area of Fire Protection
District #1.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve final fire flows and water plans.
G. Schools
Proposal lies within the boundaries of Central Valley School District #356.
H. Parks
The report "Planning for Parks" (revised 1976) indicates that this proposal is
is planned for a 7 acre park to be located at the proposed elementary school

ing categories: earth; air; water; flora; fauna; noise; light and glare; land use;
population; housing; transportation /circulation; public services; utilities; and
energy.
The Planning Director issued a proposed Declaration of Non - Significance, and it was
circulated to other agencies of jurisdiction.

If approval is granted, the following conditions are recommended:

4. That appropriate street names be indicated.

entirety unless approved by the Subdivision Administrator.
11. That the preliminary plat be given conditional approval to July 1, 1983, a
time extension public hearing before the Hearing Examiner Committee may be
required after one year if new conditions are recommended because of an ad-
ministrative review by agencies of jurisdiction. The project sponsor is
responsible for requesting an Extension of Time prior to July 1, 1983.
13. That duplexes be prohibited on lots within this plat.
14. That upon filing the final plat, the zoning be reclassified to the
Agricultural Suburban Classification.
ENGINEER CONDITIONS

5. Construction within the proposed public streets and easements shall be per-
formed under the direct supervision of a licensed engineer /surveyor, who shall
furnish the County Engineer with "As Built" plans and a certificate in writing
that all improvements were installed to the lines and grades shown on the
approved construction plans and that all disturbed monuments have been re-
placed.
6. No construction work is to be performed within the existing or proposed public
right -of -way until a permit has been issued by the County Engineer. All work
is subject to inspection and approval by the County Engineer.
7. All construction within the existing or proposed public right -of -way is to be
completed prior to filing plat or a bond in the amount estimated by the County
Engineer to cover the cost of construction of improvements, construction
certification, "As Built" plans, and monumenting the street centerlines shall
be filed with the County Engineer.
8. That appropriate provision be made that the following described property be
held in trust until the continuation of the streets be dedicated or deeded. A
1 foot strip at the ends or edges of all streets that terminate or border the
plat boundary. (Temporary cul -de -sacs are required when streets terminate at

easements are shown on the preliminary map as required by Ordinance Chapters 5
and 6.
3. Prior to filing of the final plat, the sponsor shall present evidence that the

private wells and water systems is prohibited."
4. A plan for water facilities adequate for domestic use, domestic irrigation use
and fire protection use shall be approved by the water supplier. Said water
plan must have been approved by the fire protection district and the appro-
priate health authorities. The health authorities, water supplier (purveyor),
and fire protection district will certify, prior to the filing of the final
plat, on the face of said water plan that the plan is in conformance with
their requirements and will adequately satisfy their respective needs. Said
water plan and certification will be drafted on a transparency suitable for
reproduction.
5. The purveyor will also certify prior to the filing of the final plat on a copy
of said water plan that appropriate contractual arrangements have been made

with the plat sponsor for construction of the water system, in accordance with
the approved plan, and in accordance with a time schedule. The time schedule
will provide, in any case, for completion of the water system and inspection

mits within the plat. The contractual arrangements will include a provision
holding Spokane County, Spokane County Health District and the purveyor harm-
less from claims by any lot purchaser refused a building permit due to the
failure of the plat sponsor to satisfactorily complete the approved water
system.
6. The plat dedication will contain a statement to the effect that: "The
public water system as approved by County and State authorities and the
local fire district and purveyor will be installed within this plat,
and the subdivider will provide for individual domestic water service
as well as fire protection to each lot prior to sale,of each lot."
7. A combined surface water and sewage disposal detailed plan shall be
approved by the County Engineer and the Health District prior to the
issuance of any building permit for this property.
8. Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
9. The dedicatory language of the plat will state that: "Subject to
specific application approval and issuance of permits by the Health
Officer, each lot is authorized the use of an individual on -site
sewage system." The existing drainfield system at N 515 Long Road
is to be relocated prior to building permit issuance on Lot 2,

UTILITY CONDITIONS

of on -site sewer disposal systems is hereby authorized. This authorization is
conditioned on compliance with all rules and regulations of the Spokane County

The County Engineer has completed a review of your design deviation request for the
above - referenced subdivision proposal. A field check of the site and adjacent roads
disclosed that there is very little topographic relief in the area and roadway grades
are relatively flat. Consequently, to require curbing and paving to existing pavement
for the short distances along the proposed plat would not be compatible with the re-
maining roadway in the area.
Therefore, the County Engineer has made the following determination:
(1) that a drainage plan must be completed and approved prior to filing of the
plat.
(2) that curbing be required along Alki from Long Road to the westerly plat
boundary. This is to include curbing around the radius at the Alki -Long
intersection.
(3) there shall be no direct access to Long Road from parcels within the
proposed plat.
(4) that a statement appear in dedicatory language of the plat that the owners,
their heirs, grantees or assigns agree to join and participate in a future
Road Improvement District, County Road Project or other road improvement
project sanctioned by Spokane County.
(5) the proposed interior road shall be fully improved to Spokane County
Standards.
(6) phased construction as proposed appears to fit the existing situation and
would be compatible with the surrounding area.

Mr. Senske is mistaken in his assumption that "as a matter of policy" plats in
this area have not been required to provide off -site improvements.
The two plats he 'cites as examples, Alki and Greenhaven, were filed 2/3/77 and
6/12/72, respectively. This was before the paving policy was initiated by the
Board of County Commissioners. Two recent plats filed in this area are
Erret's Addition (filed 1/28/80) and Flora Addition (filed 6/12/79) were re-
quired to drain, curb, and pave all existing county roads providing direct
access to lots of the plat.
Corbin Road was improved by RO -22 in the summer of 1979. It is now our policy
to require drainage, curbing and paving on all RID's.
Mr. Senske is correct that curbing would create a need for drainage facil-
ities, as well as county maintenance. It is our policy to maintain drainage
facilities located in the right -of -way.
All plats heard after 1 /1 /81 are required to include '208' considerations in
their drainage plans. Therefore, this would eliminate the "point source" of
pollution to the aquifer, Mr. Senske mentions.
The roads adjacent to the plat are now strip paved. The addition of curb will
control drainage and mitigate drainage.problems on the lots being created. It
is doubtful that an RID would be created only for curb and drainage, there-
fore, the RID /CRP statement would serve no useful purpose.
I, therefore, recommend the Design. Deviation be disapproved.
