GENERAL INFORMATION A. Location Eastern Spokane Valley at the southwest corner of Alki Avenue and Long Road. B. Proposal 1 Project size is 5.14 acres subdivided into 9 lots for single family use and /or manufactured housing. Lot frontage = varies from 99ft. to 200 ft. Lot size = typically It acre. C. Relationship to the Comprehensive Plan The proposal is located in the "Urban" Category of the Generalized Com- prehensive Plan for Spokane County. The project is in a "Fill -in" development and appears to be consistent with the general purpose, detailed definition and general intent of the Comprehensive Plan Text. The project site lies over the Aquifer and is within the Priority Sewer Service Area. In considering the above, the Planning Department would therefore recommend approval of this project subject to each dwelling unit being double plumbed for connection to future area -wide collection systems. (Section 10.1.6, page 4 of Water Quality Chapter of the Generalized Comprehensive Plan for Spokane County.) D. Land Use Analysis: 1. SPECIAL INFORMATION A. Project Design The site is relatively flat with minimum scattered tree cover and therefore requires no special design techniques. The sponsor utilizes two existing roads (Alki and Long) with (6) six of the lots fronting along the proposed interior street. B. Circulation The County Road Engineer has examined the proposed preliminary plat and has recommended 5 foot additional r/w along Long Road with no access allowed from lots to Long Road except Lot 3, Block 1. C. Sewage Disposal Subject to specific application approval and issuance of permits by the Health Officer, each lot is authorized the use of an individual on -site sewage system. Also that the existing drainfield for the existing house is to be relocated prior to building permit issuance on Lot 2, Block 1. D. Water Supply The proposal is located within the recorded service area of Consolidated Irrigation District. The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic, fire and irrigation uses. E. Drainage Final construction plans should be reviewed and approved by both the County Engineer and Health District prior to the final plat filing. F. Fire Protection The proposal is situated within the recorded service area of Fire Protection District #1. The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of final plat approval. The District also requests that they be allowed to review and approve final fire flows and water plans. G. Schools Proposal lies within the boundaries of Central Valley School District #356. H. Parks The report "Planning for Parks" (revised 1976) indicates that this proposal is is planned for a 7 acre park to be located at the proposed elementary school site. I. No significant adverse environmental impacts were judged to exist. 3 Slight adverse environmental impacts were identified on the checklist in the follow- ing categories: earth; air; water; flora; fauna; noise; light and glare; land use; population; housing; transportation /circulation; public services; utilities; and energy. The Planning Director issued a proposed Declaration of Non - Significance, and it was circulated to other agencies of jurisdiction. CONDITIONS: If approval is granted, the following conditions are recommended: PLANNING CONDITIONS 1. That the plat be designed as indicated on the preliminary plat of record and /or attached sheets as noted. 2. That a statement be placed in the dedication to the effect that no more than one dwelling unit be placed on any one lot, nor shall any lot be further subdivided for the purposes of creating additional lots or building sites without filing a replat. 3. The two plats he 'cites as examples, Alki and Greenhaven, were filed 2/3/77 and 6/12/72, respectively. This was before the paving policy was initiated by the Board of County Commissioners. Two recent plats filed in this area are Erret's Addition (filed 1/28/80) and Flora Addition (filed 6/12/79) were re- quired to drain, curb, and pave all existing county roads providing direct access to lots of the plat. Corbin Road was improved by RO -22 in the summer of 1979. It is now our policy to require drainage, curbing and paving on all RID's. Mr. Senske is correct that curbing would create a need for drainage facil- ities, as well as county maintenance. It is our policy to maintain drainage facilities located in the right -of -way. All plats heard after 1 /1 /81 are required to include '208' considerations in their drainage plans. Therefore, this would eliminate the "point source" of pollution to the aquifer, Mr. Senske mentions. The roads adjacent to the plat are now strip paved. The addition of curb will control drainage and mitigate drainage.problems on the lots being created. It is doubtful that an RID would be created only for curb and drainage, there- fore, the RID /CRP statement would serve no useful purpose. I, therefore, recommend the Design.
