GENERAL INFORMATION A. Location 2. Compatibility with Existing Land Uses - 5B - The proposal is in the Spokane Valley adjacent to and east of Pines Road and approximately 450 feet south of Euclid Avenue. B. Proposal - 4.70 acres subdivided into 4 lots for residential office use and one unbuildable lot; Lot 1, Block 2. Lot frontage = varies from 114.25' to 245.27' - Lot size = varies from 14,810 sq. ft. to 3.14 acres C. Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates residential usage of this area, as well as all nearby surrounding lands, with no density designation. D. Land Use Analysis: 1. Existing Land Uses The proposal is currently vacant with an abandoned home on the site. The land use to the north of the proposal includes cultivated areas and single family uses. Approximately y mile to the north are a variety of uses associated with Trent Avenue including commercial and residential office uses. To the east of the proposal is pasture and cultivated land with the Walk in the Wild Zoo occupying a large parcel of land approximately 500 feet east of the proposal. South of the site are vacant parcels of land. Approximately 'a mile south of the proposal are commercial and residential office uses on Pines Road. To the west of the site is the Trentwood Elementary School and single family residences within the Mirabeau. Ranch Addition and Stone Ridge Subdivision. To the southwest is the Stone Ridge Apartments which contains 45 units. The proposal appears to be consistent with trends in the area to commercial and residential office uses along Pines. The proposal is located in an area that is at this time undeveloped, vacant, or agricultural, with appropriate buffering and site development, land use compatibility should be achieved. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: 1. In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by the plant roots," will be less than the total found in septic tank effluents. 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids concentration expected at present (1975) is up to 93 mg /1 (milligrams per liter) above the natural groundwater background of 155 mg /l. The forecast year 2020 maximum incremental concentration is 101 mg /1 above the natural background. - 5C - • STAFF ANALYSIS - January. , - "; c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of .8 to 1.1 ppm. Alternative sewage disposal methods that would not recharge the ground- water have the following general characteristics: 1. Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These systems are not currently economically available for this project. C. Drainage The County Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates that on -site storm drainage provisions will adequately handle surface water runoff. However, final construction plans should be reviewed and approved by both the County Engineer and Health District prior to the final plat filing. D. Water Supply PINES NOR... OFFICE PARK - continued - - - The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level. 2. Sealed systems, whether individual or community, depend on evaporation for liquid removal. These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards associated with them and relatively poor community acceptance. Land, installation and operational cost are generally more expensive than those for septic tanks and drainfields. The proposal is located within the recorded service area of Irvin Water District. The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic, fire and irrigation uses. E. Fire Protection The proposal is situated within the recorded service area of Fire District #1. The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of final plat approval. ENVIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmental impacts were judged to exist. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. 6. That the plan for water facilities adequate for fire protection be approved by the water supplier and fire protection district. On'Friday, June 5, 1981, I presented to the Board of County Commissioners of Spokane County the proposed division of a parcel of property by Feldman /Person, Inc. into three parcels of property - one parcel to be sold to Kaiser for the purpose of the construction of a building to house certain computer and /or office facilities. The Planning Department, based upon prior directives from the Board of County Commissioners, was of the opinion that the proposed subdivision, although administratively createable under RCW Section 58.17.210, was inconsistent•with prior directives from the Board of County Commissioners. Those directives specifically indicated that the Indemnity Agreement authorizing the creation of lots, tracts or parcels inconsistent with the provisions of RCW Chapter 58.17 could only be used to create two lots, tracts or parcels. The Board of County Commissioners of Spokane County after very carefully reviewing the indemnity proposal of Feldman/ Person, Inc. in light of the location of the parcel of property, the surrounding land uses, the use to be put on the Kaiser parcel of property, and their understanding that all agencies contacted acquiesced in the proposed subdivision, have directed that I advise you on their behalf to administratively allow the creation of three parcels pursuant to RCW Section 58.17.210 as set forth in the indemnity agreement for the Feldman /Person, Inc. sub- division. This directive should not be construed to authorize or condone the administrative acknowledgment of other subdivisions containing three lots, tracts or pracels.
