II. SPECIAL INFORMATION The Planning Department is recommending that all preliminary plat approvals be brought into conformance with RCW. 58.17 regarding the amount of time allowed before a preliminary plat must be finalized. State law currently allows a preliminary plat three (3) years (without any new conditions) and allows one extension of time for one year, if the sponsor requests the additional year; however, this 4th year may have new conditions added. For purposes of making clear the condition added by the County Engineering Department during the Administrative time extension, staff recommends the current language regarding the Board of County Commissioners resolution 1180- 1592 be added. Per policies of the Wastewater Management Plan relating to future connection to the valley sewer system (so as to minimize the disruption of the dwellings and yards), the County Utilities Department is recommending "double plumbing" for the new dwellings. GENERAL INFORMATION A. Location The proposal is situated approximately one block east of Pines Road, between 4th Avenue and the Railway right -of -way to the north, 3rd Avenue is adjacent and stops on the western boundary of the site. B. Proposal - Project size 2.13 acres subdivided into 3 lots for multiple family uses - Lot frontage - 165 feet - Lot size - varies from 15,675 sq.ft. to 44,000 sq.ft. C. Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates residential useage of this area, as well as nearby surrounding lands, with no density desig- nation. D. Land Use Analysis: 1. Existing Land Uses Project size - - currently contains a single family house which fronts on 4th Avenue, with a barn and chicken coop. The north portion of the site is currently vacant with understory vegetation. North - - and adjacent to the site is the C.M. and P.S. Railroad Right -of -way. Further north across the railroad tracts are Commercial and Restricted Industrial uses associated with Sprague Avenue and some scattered residential uses. East - - and adjacent to the site is mostly vacant property as these properties are the vacant backyards to single family homes located along 4th Avenue; approximately 500 feet directly east of the proposal is a similar sized parcel with a 30 unit apartment complex. South - - of the proposal across 4th Avenue are single family uses within Dahlen Subdivision (Typical lot size is approxi- mately 11,000 sq.ft.) and segregated lots of a variety of sizes, but generally larger than subdivided lots scattered throughout this area. West - - and adjacent to the property are 4 fourplexes on 3rd Avenue; further west along Pines Road are various single family, business and office uses. -8B- STAFF ANALYSIS - October 30. 1980 PE- 1391 -80, Fordyce 1st Addition 2. Compatibility with Existing Land Uses The area has a mixture of landuse consisting primarily of Local Business and Residential Office along Pines Road. Within the area multiple family uses are commonly found adjacent to those Residential Office and Local Business uses. In light of the above, this proposal would appear to be consistent and compatible. II. SPECIAL INFORMATION A. Project Design The project site does not exhibit any unique features which would call for special project design. The project would require that 3rd Avenue be ex- tended to provide access to Lot 1, Block 1 and Lot 2, Block 2,access to the third lot would be provided by 4th Avenue. The project is proposed to be phased. Phase I would include the two lots fronting on 3rd Avenue and Phase II for the lot fronting on 4th Avenue which has the existing home. No site specific design for the multiple family units to be con- ducted if approved has been submitted. A Site Plan showing landscaping, fencing, parking, lighting, building site size and location has been required by condition. The sponsor has submitted a proposed drainfield layout which does show general building location, numbers of units (22) and square footage of building area (10,560 sq.ft), some landscaping and 33 parking spaces. If approved, the required site plan is also conditioned to conform generally with the concept presented and the original intent of the development plan shall be maintained. B. Circulation The County Road Engineer has examined the proposed preliminary plat and has recommended that 3rd Avenue be extended as shown, however, requires 60 feet of right of way be dedicated and improved to county standards, 4th Avenue would require 10 feet additional dedication and be improved to county standards to include sidewalks. C. Sewage Disposal The sponsor has supplied information and an economic analysis of three alternatives for sewage disposal: 1) On -site septic systems; 2) Community septic tank and 3) Community package treatment plant. The sponsor has proposed a community septic and drainfield system for each lot. The Health District reports that the proposed project is not within any sewer district boundaries and is in Zone 3 of the 201 Sewer Plan Study Area. The Utilities Department has authorized the use of on -site sewer disposal systems conditioned upon compliance with rules and regulations and specific application approval and issuance of permits by the Health District. -8C- STAFF ANALYSIS - October 30, 1980 PE- 1391 -80, Fordyce 1st Addition D. Water Supply The proposal is located within the recorded service area of Modern Electric Water Company. The Company advises the staff that adequate system capacity, and a desire on their part to serve exists for the provision of water for domestic, fire and irrigation uses. The Health District reports that: The proposal is within Modern Electric Company boundaries and Coordinated Water Plan Zone 3. Hydrologically speaking, the data from Modern Electric Water Company wells in the area shows the wells are 113 to 220 feet deep. The highest total nitrate - nitrogen level was 3.13 ppm. The Modern Electric Water Company has indicated that it can supply domestic use water for the plat upon completion of agreements with the developer. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of .115 to 3.13 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in ranges .124 ppm. to 3.40 ppm. Current Federal and State drinking water standards permit up to 10 ppm. E. Drainage Final construction plans should be reviewed and approved by both the County Engineer and Health District prior to the final plat filing. F. Fire Protection The proposal is situated within the recorded service area of Spokane Fire Protection District #1. The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of final plat approval. The District also requests that they be allowed to review and approve final fire flows and water plans. G. Schools Proposal lies within the boundaries of Central Valley #356. H. Parks The report "Planning for Parks" (revised 1976) indicates that this proposal is within the Evergreen neighborhood and a 5 acre park site located in the vicinity of the proposed elementary school in the vicinity of McDonald and 4th Avenue is required. -8D- STAFF ANALYSIS - October 30, 1980 PE- 1391 -80, Fordyce 1st Addition I. ZONING ANALYSIS Project Site - - is currently zoned Agricultural Suburban North - - across the railroad tracts is zoned Restricted Industrial with Commercial zoning along Sprague Avenue East - - between the railroad tracts and 4th Avenue is zoned Agricultural Suburban with a Multiple Family Zone approximately 500 ft. east of the site. South - - of 4th Avenue is zoned Agricultural Suburban West - - and adjacent to the site is Multiple Family Suburban on both sides of 3rd Avenue with a strip of single family along 4th Avenue. Further west along Pines Road is Local Business zoning with some Agricultural Suburban areas. Compatibility - The proposed zone change request from Agricultural Suburban to Multiple Family Suburban would be consistent with zoning trends within the area on either side of Pines Road as Local Business and Residential Office are generally followed by Multiple Family uses. The pro- ject as proposed would require Multiple Family Suburban Zoning to accommodate the proposed density and use, To insure compatibility with property to the east&west which is zoned Agricultural Suburban and property to the north zoned Restricted Industrial, conditions for fencing and landscaping along the north property line and east and west property line have been included to provide for safety particularly along the north property line where the railroad right of way is located and for screening and for buffering both the proposed use and existing adjacent zone classifications. IV. ENVIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmental impacts were judged to exist.
