ANALYSIS: i The Planning Commission is recommending denial of the current plat based upon the following criteria: ROADS i. Access - This proposed plat does not substantially alter the lot orientation and block design from what was previously approved by the Planning Commission on the preliminary plats of record dated 10 -27 -66 and 7- 21 -72. That is, an extension of the proposed Fancher Road from 15th Avenue to 16th Avenue is not essential for local access to any of the above proposed lots, within this plat, or future plats adjacent to this property. 2. Traffic Circulation - Exhibit "A" daced 10 -12 -73 shows the rela- tionship of the plat's circulation to the adjoining land, and while recognizing topographic limitations and ownership patterns, prescribes a more appropriate circulation system of local and collector streets within the area than would be provided by con- struction of Fancher from 8th Avenue to 16th Avenue, although from strictly an engineering standpoint, it may be possible to construct a road in the Fancher alignment. Based upon field observations, land -use and ownership studies, the staff notes that the improvement to minimum county standards of Fancher Road between [Ah Avenue and 16th Avenue would fail to provide reasonable access to the existing inaccessible portions of the paper plat of Bettman's Addition and other adjacent properties. Furthermore, it would not eliminate the need for the establishment of the North/South circulation as shown on Exhibit "A" which could serve the purposes of Fancher Road, while eliminating its (Fancher Road) construction and avoiding unnecessary cuts and fills which cause disfigurement to the natura terrain and vegetation. -7- (Cont'd) PE _ '065 -7 - SLGAN';; ADDITION (Cont'd) 3. Safety Existing physical conditions hinder safe site distance for egress from Fancher to 16th Avenue. In accordance with the purpose of the "tate Platting, an Enabling Act (RC 'vb 58.17.010), it would not be appropriate to either construct said intersection under the existing conditions, or alter the conditions to eliminate the site distance problem; since the overall purpose of Fancher Road is neither practical nor necessary for the orderly development of this plat. HEALTH DEPARTMENT REQUIREMIENTS 1. The existing site has areas of rock out- croppings and shallow soils which are unacceptable for septic tank use. The staff notes that a comparison of lots in Block 3 of the two previous proposals with a similar location in Block 1 of this proposal show an increase of lots in one of the designated unacceptable areas for septic tank use. In summary, neither the completion of Fancher from 8th to 16th nor a shorter completion from 15th to 16th should be encouraged for reasons of access, circulation, and site distance. In addition, the present plat proposal fails to recognize previously designated unacceptable: drainfield areas by concentrating more building sites within one of those areas.
