Plat Roadway Improvement Specifications dated April 24, 1973 and to the satisfaction

Upon failure of the PRINCIPAL to comply with the requirements stated herein within the

The obligation of this Surety Agreement shall be kept in full force and effect until, in
the opinion of the OBLIGEE, the requirements herein stated have been satisfied in which
event written release will be given by the OBLIGEE, the OBLIGEE having sole right to
grant such release and the SURETY hereby waives all rights to release from the obligation

The following specifications shall. apply to the improvement of the roadways of the above
titled plat. No variance from these specifications will be allowed without specific
prior written approval of the Spokane County R Engineer, hereinafter called "Engineer ".
The Subdivider shall be solely responsible for all costs of the roadway improvements
herein specified unless otherwise specifically stated.
GRADING The roadways shall be graded and shaped to the lines and dimensions of the
typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow for the thickness of surfacing and future pavement courses and
the subgrade shall_ be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect-
ed and approved by the Engineer prior to the placing of any surfacing material.
CURBING Required only when specifically noted on the typical section attached. When
required by the County or when required by the Subdivider as a condition of sale, curbing
shall conform to these specifications: Curb shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb shall be installed in the roadways without a written permit from
the Engineer.
SURFACING The types, width of courses, and compacted thickness of surfacing material
required to he placed on the roadways is shown on the typical section. The following are
specifications for the various types of surfacing materials:
Pit Run Material. shall be natural_ gravel, talus or shot rock from a
source approved by the Engineer. Normally the maximum particle size
shall not be greater than two - thirds of the compacted course thickness.
In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Base Course Material shall be crushed rock or gravel being well graded
from 14" maximum size to dust. The material shall have sand equivalent
test value of not less than 40.
Top Course Material shall be crushed rock or gravel being well graded from
5 1 8 11 maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All surfacing materials shall be subject to the approval of the Engineer and he shall be
notified of the sources of such materials within sufficient time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on the approved drainage plan on file in the Engineer's
Office. Gravel backfill will be required for catch basins only when specifically called
for. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system.
PAVEMENT Required onl.v when specifically noted on the typical section attached. Whether
required or not, an.r pavement placed on the roadway shall conform to the requirements of
the Washington State Highwav Specifications for the type of pavement

involved, unless written modification and approval is given by the Engineer. No
pavement shall be placed on the roadways without a written permit from the Engineer.
ENGINEERING All engineering required to satisfactorily complete the improvements
herein required, such as staking of roadway grades, curbs, etc., shall be provided
by the Subdivider at his cost.
COMPLETION The improvements herein required shall be completed on or
date specified on the Subdivision Roadway ImprovementBond, unless said
extended by the Engineer. Extension of time for completion shall in n
any of the requirements of these specifications. When the Engineer ha s
and approved the completed improvements he will give written notice to
of such approval. Only such written notice will release the Subdivide
requirements of these specifications.

Commission Recommendation:
The overall plan meets the criteria (5 items) established by the Commission
at their July hearing and also incorporates into the plan the reservation of
an elementary school site requested by the Central Valley School. All pre-
liminary plats submitted subsequent to the approval of the overall plan
should be in substantial conformance with the plan.
The area outlined in red at the Southeast corner of the plat is.subject to
the following conditions:
A. Conditions:
1. That the plat be designed substantially as indicated on the
overall plan (Plan #3) and that provision be made to improve
a full width right of way.as the main entrance to the proposal.
,2: a statement be placed in the dedication to the effect
that no more than one dwelling structure be placed on any one
lot, nor shall any lot be further subdivided for the purposes
of creating additional lots or building sites without filing
a renlat.

systems to be workable and not injurious to water strata used

Planning Commission Recommendation: Deny K -S Addition
K -S Addition (formerly known as Hill Addition) has been heard by the
Planning Commission at a previous hearing and recommended for denial.
The Planning Commission recommendation was upheld by the Board of County
Commissioners. The Commission is again recommending denial in the hones
that this plot will be incoroorated into an overall'olan.
Planning Commission Recommendation: Continue Jim Hill 1st Addition
The Jim Hill 1st Addition is to be continued to the September hearing
for consideration of a revised plan of the entire property. This plan
will also include K -S addition (Nichols Estate). The sponsor is advised
to work with the staff in preparation of such revised plan. The Commission
recommends that:
1. The plan include a collector street toweard the south portion of
the property designed to connect,to the collector road in the
plats to the west and to continue to the junior high school site.
2. The staff contact Central Valley School District with respect
to a possible elementary school site within the property and
incorcorate such site into the plan if the district determines the
site to be suitable.
3. The plan should not exceed an overall density of two lots per gross
acre.
4. The plan should observe the natural contours of the land so as to
minimize cuts and fills and removal of natural tree cover.
5. Within the overall density stated above the plan should produce
larger lots toward the west boundary of the property and make a
transition to smaller lots toward the east boundary.
