PE-1005-76 (2)STAFF RECOMMENDATIONS I PE- 1005 -76 -- FAIRACRES REPLt T NO. e - KETO ZE- 47 -76 -- AGRICULTURAL TO AGRICULTURAL SUBURBAN Planning Staff Recommendation: Approve, subiect to the followinq conditions: A. CONDITIONS: 1. That the plat be designed as indicated on the preliminary plat of record and /or attached sheets as noted. 2. That a statement be placed in the dedication to the effect that no. more than one dwelling structure be placed on any one lot, nor shall any lot be further subdivided for the purposes of creating additional lots or building sites without filing a replat. 3. That the plat provide for right of way width for streets as indicated on the preliminary plat of record. 4. That appropriate street names be indicated. 5. That appropriate utility easements be indicated on copies of the approved preliminary plat for distribution to the Planning Department and the utility companies. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. 6. That a plan for water facilities adequate for fire protection be approved by the water supplier and the fire protection district. The water supplier will certify that appropriate contractual arrangements have been made with the plat sponsor for construction of th,e water system prior to filing of the final plat. NOTE: -That percolation and /or soil classification tests be submitted as required by the County Health Office. Subdivider is not authorize^ to have the final plat drawn until the County Health Office certifies in writing that lot sizes, soil porosity, and topography are such as tc reasonably expect on -site sewage systems to be workable and not injurious to water strata used for potable water wells or springs. 7. That a certificate of title be furnished the Planning Commission prior to the filing of the final plat. S. That the preliminary plat be given conditional approval to June 1, 197 - 16 - 0 0 PE- 1005_76_-- _FAIRACRES REPIAT_A?Q._2. _ KETO (Continued) That streets be improved to standards established by Spokane County, or a bond to cover the cost of such improvements be furnished the County Engineer in the amount as determined by the County Engineer. 10. That profiles of streets, proposed grades, and drainage plan of the plat be submitted and approved by the County Engineer and by the Planning Staff before the final plat is drawn. The County Engineer may require that design of drainage improvements for the entire plat be made by a registered civil engineer. 11. Conditional approval of the plat is given subject to dedication of the right of way to the public and approval of the road system in the plat by the County Engineer. 12. That a name be indicated befofe the final plat is filed; such name to be approved by the County Assessor and the Planning staff. B. BACKGROUND: The proposed plat is a replat of Fairacres Subdivision which was filed in 1908 and consisted of 62 lots each having about 40,000 square feet of area, C. ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT: The proposed site is located in the urbanizing area of the Spokane Valley lying south of Trent Avenue and west of Bowdish'Road. The proposal consists of six (6) lots on 1.5 acres of property, each lot havirig 11, 200 square feet of area. The site is currently being used as pastureland with some evidence of grass as the only evidence of vegetation. The site is primarily flat. The natural state of the property should pose no problems in drainage control, location of building sites, or getting access to the building sites. No new roads need to be constructed since the five (5) lots front on Grace Avenue, which is paved. It should be noted that by platting the north half of Lots 58, 59, 60 and the west 80 feet of lot 61 of the original Fairacres plat, the property owner is allowing the plat sponsor to eliminate public road frontage for lot 58 and creating a situation for lots 59, 60, and 61 where by they would front on a 1/2 street which is unimproved and not maintained. It is expected that the property owner will plat the remainder of his ownership in the future in order to solve these problems or tc create additional building sites. - 17- PE- 1005 -76 -- FAIRACRES REPLAT NO. 2 -- KETC (Continued) The development is consistent with the land use pattern previously approved by the Planning Commission for this area, and its relatively small number of lots is not expected to significantly affect the demand for public services already required of this area. The staff is of the opinion that if the preliminary plat is developed in accordance with the above conditions, the proposed plat will not have any greater effect upon the topography, geology, -biological and botanical characteristics, atmospheric conditions and other natural developments than residential uses established in the area. Therefore, the staff concludes that an environmental impact statement is not required in conjunction with approval of the proposed plat. D. ZONING RECOMMENDATION: Planning Staff Recommendation: Approve Fairacres Replat No. 2 as indicated on the preliminary plat of record to the Single Family Residential Zone upon filing of the final plat. REASONS: 1. The lots of Fairacres Replat No. 2 have been designed to accommoda: single family residences, i.e., all of the lots would have at least 80 feet of frontage and 10, 000 square feet of area. 2. The plat is situated within the Spokane Valley. The Commission has been upgrading similar sized Lot developments in the area to the Single Family Residential (R -1) Zone classification. 3.
