Planning Commission Recommendation: Approve, subject to the following
conditions
A. Conditions:
1. That the plat be designed as indicated on the preliminary plat
of record and /or attached sheets as noted to increase lot
sizes in Block 1 to provide for improved access and to create
lot sizes compatible with uses intended.
2. That a statement be placed in the dedication to the effect that
no more than one dwelling structure be placed on any one lot,
nor shall any lot be further subdivided for the purposes of
creating additional lots or building sites without filing a replat.
3. That the plat provide for right of way width for streets as
indicated on the preliminary plat of record.
4. That appropriate provision be made that the following described
property be held in trust until the continuation of the streets be
dedicated or deeded: A 1' strip at the ends or edges of all

5. That appropriate street names be indicated
6. That appropriate utility easements be indicated on copies of
the approved preliminary plat for distribution to the Planning
Department and the utility companies. Written approval of the
easements by the utility company must be received prior to
the submittal of the final plat.
7. That a plan for water facilities adequate for fire protection be
approved by the water supplier and the fire protection district.
The water supplier will certify that appropriate contractual
arrangements have been made with the plat sponsor for con-
struction of the water system prior to filing of the final plat.
8. That a certificate of title be furnished the Planning Commission
prior to the filing of the final plat.

authorized to have the final plat drawn until the County
Health Officer certifies in writing that lot sizes, soil
porosity, and topography are such as to reasonably expect
on -site sewage systems to be workable and not injurious to
water strata used for potable water wells or springs.
15. That a program for development of a public water system,
adequate for domestic water use and providing for service
connections to each lot, be approved by County and State
Health authorities prior to filing a final plat.
The plat dedication will contain a statement to the effect that
the subdivider will provide for the installation of a public
water system as approved by County and State Health authori-
ties prior to sale of lots.
16. All lots within the final plat shall be at least one acre in size
to conform with the Agricultural Suburban standards for animal
keeping.

1. Ponderosa Acres Gth Addition contains suburban tracts which
have been designed to accommodate single family residences
and limited animal keeping activities.
2. The Planning Commission has been routinely upgrading
similar acre tract developments to the Agricultural Suburban
classification. Many of the earlier plats in the Ponderosa area
are zoned Agricultural Suburban.
3. The Agricultural Suburban Zone :Mould prohibit mobile homes,
intensive agricultural activities, and contractor's yards.

A. ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT:
The preliminary plat is located within the urbanizing portion of the Spokane
Valley west of Chester. The plat consists of 32 lots on 41 acres of land
and gently slopes downward to the north. The land has been utilized for
cropland and pastu land purposes and has a poor cropland suitability
according to Soil Conservation Service information. The proposal of one (1)

E 1 -that conditional approval of the plat is given subject to dedication of Right of .
Way to the public and approval of the road system in the plat by the County Engineer;
E 2 -that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the filing of a final plat;
E 3 -that drainage plans and design calculations showing the grades and alignment of drain-
age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat;
E 4- construction within the proposed public streets and easements shall be performed
under the direct supervision of a licensed land surveyor, who shall be responsible
