We recommend approval of the plat of Guthrie's Valley View Sixth Addition PE- 1007 -76
subject to the following conditions:
ZE- 49 -76
that conditional approval of the plat is given subject to dedication of Right of
Way to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the filing of a final plat;
that drainage plans and design calculations showing the grades and alignment of drain-
age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat;
construction within the proposed public streets and easements shall be performed
under the direct supervision of a licensed land surveyor, who shall be responsible
for perpetuating all evidence of the location of survey monuments which may be
disturbed during construction and who shall furnish the County Engineer with "As
.Built" plans and a certificate in writing that all improvements were installed to
the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced;
no construction work is to be performed within the Public Right of Way until a permit
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer;
all construction within the Public Right of Way is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the
cost of construction of improvements, construction certification, "As Built" plans,
and monumenting the street centerlines shall be filed with the County Engineer.

- Enclosed is a copy of the official minutes and record of action of the Planning
Commission meeting of May 14, 1975. -
As I stated yesterday during our telephone conversation, Condition Number 1 has
not been satisfied and we are unable to recommend approval of the final plaE at
this time.
We will recommend approval if this easement is improved with a 5 foot wide asphaltic
concrete walk and if it is fenced on both sides with chain link fence 43" high.
In order tc expedite the filing of the final plat I have enclosed a Bond form for
your signature. The amount of $1,400.00 was estimated as follows:

The following specifications shall, apply to the improvement of the roadways of the above
titled plat. No variance from these specifications will be allowed without specific
prior smitten approval of the Spokane County ! Engineer, hereinafter called "Engineer ".
The Subdivider shawl be soely responsible for all costs of the roadway improvements
herein specified unless otherwise specifically stated.
GRADING: The roadways shall be graded and shaped to the lines and dimensions of the
typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow 'for the thickness of surfacing and future pavement courses and
the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect-
ed and approved by the Engineer prior to the placing of any surfacing material.
CURBING: Required only when specifically noted on the typical section attached. When
required by the County or when required by the Subdivider as a condition of sale, curbing
shall conform to these specifications: Curq shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb shall be installed in the roadways without a written.permit from
the Engineer. •
SURFACING: The types, width of courses, and compacted thickness of'surfacing material '
required to he placed on the roadways is shown on the typical section. The following are
specifications for the various types of Surfacing materials:
Pit Run Material. shall be natural gravel, talus or shot rock from a
source approved by the Engineer. Normally the maximum particle size
shall not be greater than two - thirds of the compacted course thickness.
In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Ease Course Material shall be crushed rock or gravel being well graded
from 15" maximum size to dust. The material shall have sand equivalent
test value of not less than 40.
Top Course Material shall be crushed rock or gravel being well graded from
- 5 / 8" maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All surfacing materials shall be subject to the approval of the Engineer and he shall be
notified of the sources of such materials within sufficient. time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE: County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on the approved drainage plan on file in the Engineer's
Office. Gravel backfill will be required for catch basins only when specifically called
for. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system.
PAVEMENT: Required only when specifically noted on the typical section attached. Whether
required or not, any pavement placed on the roadway shall conform to the requirements of
the ' State Highway Specifications for the type of pavement .

;pavement shall be placed on the roadways without a written permit from the Engineer.

herein required, such as staking of roadway grades, curbs, etc., shall be provided

C(JMPIETION: The improvements herein required shall be completed on or prior to the
date specified on the Subdivision Roadway ImprovementBond, unless said date be
extended by the Engineer. Extension of time for completion shall in no way nullify
any of the requirements of these specifications. When the Engineer has inspected
and approved the completed improvements he will give written notice to the Subdivider
of such approval. Only such w itten notice will release the Subdivider of the
requirements of these specifications.

on Friday, May 14, 1976, at 9:30 A.M. to 12:20 P.M., reconvening at
1:45 P.M. to 4:00 P.M., in Conference Room "A ", County Court House,
the enclosed action was taken and is recommended to the Board of County
Commissioners. Mr. Main abstained fran any discussion or participation
in voting on Lexington Hills "B" due to conflicting interests.

Planning Commission Recommendation: Approve, subject to the following
conditions: (Vote was unanimous)
A. CONDITIONS:
1. Provision of a pedestrian access as shown on the preliminary plat
of record and that the staff work with the sponsor and appropriate
representatives to negotiate final improvements and maintetrance
prior to recording of the final plat.
2. That the plat be designed as indicated on the preliminary plat of
record and/or attached sheets as noted.
3. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one tot, nor shalt
any lot be further subdivided for the purposes of creating additional
tots or building sites without filing a replat.
4. That the plat provide for right of way width for streets as indicated
on the preliminary plat of record.
5. That appropriate street nemes be indicated.
6. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final
plat.
7. That a plan for water facilities adequate for fire protection be
approved by the water supplier and fire protection district. Said
water plan must also have been approved by the appropriate
health authorities. The health authorities, water supplier (purveyor)
and fire protection district will certify, prior to the filing of the
final plat, on the face of said water plan that the plan is in
conformance with their requirements and will adequately satisfy
their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.
The water supplier (purveyor) will also certify prior to the filing of
the final plat on a copy of said 'water plan that appropriate contractue.

permits within the plat. The contractual arrangements will include
a provision holding Spokane County and the water supplier (purveyor)
harmless from claims by any lot purchaser refused a building permit
due to the failure of the plat sponsor to satisfactorily complete the
approved water system.
The plat dedication will contain a statement to the effect that the
public water system as approved by County and State Health
authorities and the local fire district and water supplier (purveyor)
will be installed within this plat, and the subdivider WILL provide
for individual .• service to each lot prior to sale of each lot.
6. That a certificate of title be furnished the Planning Commission prior
to the filing of the final plat.
9. That the preliminary plat be given conditional approval to June, 1977
10. That streets be improved to standards established by Spokane
County or a bond to cover the cost of such improvements be
furnished the County Engineer. The bond may also cover the cost
of "as built" plans, engineering costs. and placing of final center
line monuments.
11. That profiles of streets, cross sections. proposed grades, and
drainage plan of the plat be submitted and approved by the County
Engineer and by the Planning Director before the final plat is
drawn. Prior to acceptance of the improvements or release of bonds,
a certificate by a registered civil enginner or licensed land surveyor
wilt be required indicating that all improvements have been instated
to the lines and grades shown on the approved construction plans.
12. Conditional approval of the plat is given subject to the dedication
of the right of way to the public and approval of the road system in
the plat by the County Engineer.
13. That a name be indicated before the final plat is filed; such name to
be approved by the County Assessor and the Planning staff.
14. The Spokane CountylHealth Dis riot has determined that the soil
conditions in the plat are suit& e for on -site sewage disposal
systems on each lot.

B. ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT:
REASONS:
The proposed plat is adjacent to the existing plat of Guthrie's Valley View
Fourth Addition of similar denstty. To the west, exists a church; t� the
East, the Blake Elementary School, and to the South single family homes
of similar density. The approximate 4.8 acre•site will contain a total of
11 lots and will complete the subdivision of properties bounded by McDonal(
Cataldo, Blake and Broadway.
Preparation of the site for single family lots does not receive any alteration'
and improvements beyond those normally associated with single family plat
development for the immediate area. Furthermore, the land use Ls consistan
with adjoining land uses and tts demand for public services are adequately
met by existing public services for the area.
Therefore, the staff is of the opinion that if the preliminary plat is approved
and developed to the above stated conditions, the proposed plat will not
have any significant or greater impact that similar residential uses
established in the area. The staff concludes that an 'environmental Lmpact
statement is not required in conjunction with the approval of this preliminar
plat.
C. ZONING RECOMMENDATION:

Sixth Addition as indicated on the preliminary plat of record to the Single.
Family Residential (R -1) Zone Classification upon the filing of the final plat

to reasonably expect on -site sewage systems to be workable and not
injurious to water strata used for potable water wells or springs.
