The following specifications shall apply to the improvement of the roadways of the above
titled plat. No variance from these specifications will be allowed without specific
prior written approval of the Spokane County Lead Engineer, hereinafter called "Engineer ".
The Subdivider sha be solely responsible for all costs of the roadway improvements
herein specified unless otherwise specifically stated.
GRADING: The roadways shall be graded and shaped to the lines and dimensions of the
typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow for the thickness of surfacing and future pavement courses and
the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect-
ed and approved by the Engineer prior to the placing of any surfacing material.
CURBING: Required only when specifically noted on the typical section attached. When
required by the County or when required by the Subdivider as a condition of sale, curbing
shall conform to these specifications: Curd, shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb shall be installed in the roadways without a written permit from
the Engineer. - -
SURFACING: The types, width of courses, and compacted thickness of surfacing material
required to he placed on the roadways is shown on the typical section. The following are
specifications for the various types of surfacing materials:
Pit Run Material shall be natural gravel, talus or shot rock from a
source approved by the Engineer. Normally the maximum particle size
shall, not be greater than two - thirds of the compacted course thickness.
In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Base Course Material shall be crushed rock or gravel being well graded
from l4" maximum site to dust. The material shall have sand equivalent
test value of not less than 40.
Too Course Material shall be crushed rock or gravel being well graded from
- 5'8" maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All surfacing materials shall be subject to the approval of the Engineer and he shall be
notified of the sources of such materials within sufficient time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE: County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on the approved drainage plan on file in the Engineer's
Office. Gravel backfill will be required for catch basins only when specifically called
for. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system.
PAVEMENT: Required only when specifically noted on the typical section attached. Whether
required or not, any pavement placed on the roadway shall conform to the requirements of
the !Washington State Highway Specifications for the type of pavement

That the plat be designed as .indicated on the preliminary plat of record
and /or attached sheets as noted. And that the sponsor work with the
Planning staff and County Engineer in the redesign of the northeast
corner of lot 5, block 1, to provide for a better street Intersection prior
to drawing the final plat. Also, that lot 6, block 3 be redesigned to
front onto Eighth Avenue and appropriate revisions be made to the
remianing lots in block .3 to accommodate this. •

That a statement be placed in the dedication to the effect that no more
. than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.
That the plat provide for right of way width for streets as indicated on
xhe preliminary plat of record.
That approprlate,provislon be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edges of ail streets that terminate
Or border the plat boundary. (Temporary cul de sacs are required when
'streets terminate at the plat boundaries.)
5. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the
approved preliminary plat•for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final plat.
7, That a plan for water facilities adequate for fire protection be approved
by the water. supplier and fire protection district. Said water plan
.must also have been approved by the appropriate health authorities. •
The health authorities, water supplier (purveyor), and fire protection
district will certify, prior to the filing • of the final plat, on the face
of said water plan that the plan is in conformance with their require-
ments and will adequately satisfy their respective..needs.• .Said water
plan and certification will be drafted on a transparency suitable for

Planning Commission Recommendation: Approve, subject to the following

8. STAFF EPJVIRONMENTAL REVIEW:
As required in WAC 197-10-320, the staff of the County Planning Commission
reviewed the environmental checklist submitted by Mr. F. V. Seipp in behalf
of Wolfland, Inc. fora Preliminary Subdivision of Vera Terrace : First Addition.
The proposal is located approximately in . the SE 1/4 of the NW 1/4 of Section
23, Township 25 N., Range 44 E.W.M., north of and fronting on Eighth Ave.
about 800 feet west of Adams Road. The proponent has requested to subdivide
about 8.3 acres into 22 lots to be used for duplexes creating a gross density
of 5.3 units per acre. The site is located on relatively flat terrain currently
covered by unmanaged grassland vegetation.
The staff review has identified three potential areas of environmental Impacts.
First, and common to all subdivisions Is the increase in motor vehicle traffic
and all the effects associated therewith. These would include such Impacts
as increased air pollution, specifically suspended particulates from unimproved
streets, increased noise, and increased public safety hazards from traffic.
The increased safety hazard from auto traffic becomes increasingly meaning-
ful when considering Adams Elementary School is only 800 feet to the east.
A second potential environmental impact area considered was the increased
demand on public services and utilities. This would include such factors as
increased requirements for police and fire protection, provision of additional
school park, and recreational facilities, and additional maintenance
requirements on all county facilites and roads.. This would also Include such
impacts as associated with extension of utility lines (power, natural gas,
telephone) and the provision of suitable long term sewerage, domestic water,
storm water runoff, and solid waste disposal systems.
A third potential environmental impact revealed by the staff evaluation Involves
the subsurface injection of sewage effluent and storm water runoff. This waste
water placed at a depth will percolate downward toward the aquifer rather than
evaporating back into the atmosphere as under natural conditions. A portion
of the contaminants will likely be filtered out of this waste water, but the
resulting quality has not been determined yet. Approximately 8.5 acre -feet
of waste water will be generated annually and injected into the subsurface,
6.5 acre -feet of which will be sewage effluent.
The conclusion of this environmental checklist review is that no significant
environmental impacts will likely result from the proposal. Therefore, it is
recommended that a Declaration of Non - Significance be issued and an
environmental impact statement not be required.
C. ZONING RECOMMENDATION:
Planning Commission Recommendation: Upon filing of the final plat, approve lots
4, 5 and 6, block 2 and lot 6, block 3, of Vera Terrace First Addition, as indicated
on the preliminary plat of record to the Two - Family Residential (R -2) Zone Classifi-

1. The staff is of the opinion that the interior lots of Vera Terrace First
Addition are not sufficiently disadvantaged to warrant duplex develop-
ment. Whereas, lots 4, 5 and 6 of block 2, and lot 6, block 3, are
oriented toward Eighth Avenue, (Secondary Arterial) and should warrant
duplex development.
2. There are both public and private schools within walking distance to
this plat and "rental units" should not be consuming lands within
close proximity to elementary shcools.
3. There are not a significant number of duplex units within this area.
4. The Planning Commission has been upgrading similar residential plats
in this area to the Single Family (R -1) Zone.
5. The Single Family Residential Zone prohibits duplexes, large animal
keeping, mobile homes and home occupations.
