This being the day set for the hearing on Spokane County Engineer's Report on the
proposed establishment of STREETS IN CLARK'S SUBDIVISION NO. 1029 AND LESLYE N0. 1211
proceedings for which were initiated by PRELIMINARY RESOLUTION 79 -1578 , and it
appearing to the Board on proof duly made that Notice of Hearing was published and
posted in the manner and for the time required by law, and the Board after examining
the report and maps of the Spokane County Engineer and all claims and papers on file and
after hearing all other evidence adduced at the hearing; and
IT FURTHER APPEARING That the rights of way have been dedicated as public roads,
50 feet wide and that said roads are a public necessity and the same should be opened
and established as County roads.
THEREFORE, BE IT RESOLVED By the Board of County Commissioners of Spokane County,
Washington, that the hereinafter described roads as reported by the Spokane County
Engineer on the 17th day of December, 1979, being more particularly described as

B. STAFF ENVIRONMENTAL REVIEW:
As required in WAC 197 -10 -320, the staff of the County Planning Commission
reviewed the environmental checklist submitted by Mr. V. E. Cameron in
behalf of Hoge Company, Inc. for a Preliminary Subdivision of the Clark
Subdivt ^ion. The proposal is located approximately in the NW 1/4 of the NE
1/4 of E ciction 3, Township 25 N., Range 44 EWM, east of and adjacent to
McDoa,;"_d Road, about 300 feet south of Wellesley Avenue.. The proponent
is requesting to subdivide five (5) acres into 16 lots to be developed with
single family residences creating a gross density of about 3.2 units per
acre. The site is located on gently rolling terrain currently covered by
pasture land vegetation.
The staff review has identified five potential areas of environmental impacts.
First, and common to all subdivisions is the increase in motor vehicle traffic
and all the effects associated therewith. These would include such impacts
as increased air pollution, specifically suspended particulates from
unimproved streets, increased noise, and increased public safety hazards
from traffic.
A second potential environmental impact area considered was the increased
demand on public services and utilities. This would include such factors
as increased requirements for police and fire protection, provision of
additional school, park, and recreational facilities, and additional mainten-
ance requirements on all county facilities and roads. This would also
include such impacts as associated with extension of utility lines (power,
natural gas, telephone) and the provision of suitable long term sewerage,
domestic water, storm water runoff, and solid waste disposal systems.
A third potential environmental impact revealed by the staff evaluation involves
the sub :1urface injection of sewage effluent and storm water runoff. This waste
water E.:aced at a depth will percolate downward toward the aquifer rather
than evaporating back into the atmosphere as under natural conditions. A
portion of the contaminants will likely be filtered out of this waste water,
but the resulting quality has not been determined yet. About 3.5 acre -feet of
waste water will be injected beneath the soil surface, 2.5 acre -feet of which
will be septic tank effluent.
The Spokane County Health District has identified a potential problem in
the operation of septic tank - drainfield type sewage disposal systems on
lots 1 through 4, block 2. Due to the topographic setting, the Health District
is recommending a building setback of 65 feet for these lots to allow front

yard drainfields. With this condition, the septic tank systems should
operate effectively and no adverse impacts will result.
The final potentially significant environmental impact involves the conversion
of five (5) acres of productive agricultural land into suburba i residential
use. The site is currently used as active pasture land and i.: proposed for s
single family deve lopment at a gross density of 3.2 units pe. acre.
The conclusion of this environmental checklist review is that so significant
environmental impacts will likely result from the proposal if the specified
mitigating measures are adopted. Therefore, it is recommended that a
Declaration of Non - Significance be issued and an environmental impact
statement not be required.
C. ZONING RECOMMENDATION:
Planning Staff Recommendation: Approve Clark's Subdivision of Part of
Trentwood Orchards as indicated on the preliminary plat of record to Single
Family Residential (R -1) Zone Classification upon the filing of the final plat.
REASONS:
1. The lots in the plat have been designed to accommodate single family
residences; proposed density of 3.2 units per acre.
2. The Planning Commission has been routinely upgrading similar residen-
tial plats in the Spokane ValLey.to the Single Family Residential (R -1)
Zone.
3. The staff is of the opinion that none of the lots within the subdivision
have disadvantaged relationships which would warrant duplex zoning.
4. The Single Family Residential Zone Prohibits duplexes, animal keeping
other than household pets, mobile homes, and home occupations.

be approved by the County Assessor and the Planning Staff.
B. STAFF ENVIRONMENTAL REVIEW:
As required in WAC 197 -10 -320, the staff of the County Planning Commission
reviewed the environmental checklist submitted by Mr. V. E. Cameron in
behalf of Hege Company, Inc. for a Preliminary Subdivision of the Clark
Subdivision. The proposal is located approximately in the NW 1/4 of the NE
1/4 of Section 3, Township 25 N., Range 44 EWM, east of and adjacent to
McDoanld Road, about 300 feet south of Wellesley Avenue. The proponent
is requesting to subdivide five (5) acres into 16 lots to be developed with
single family residences creating a gross density of about 3.2 units per
acre. The site is located on gently rolling terrain currently covered by
pasture land,vcgetation.
The staff review has identified five potential areas of environmental impacts.
First, and common to all subdivisions is the increase in motor vehicle traffic
and all the effects associated therewith. These would include such impacts
as increased air pollution, specifically suspended particulates from
unimproved streets, increased noise, and increased public safety hazards
from traffic.
A second potential environmental impact area considered was the increased
demand on public services and utilities. This would include such factors
as increased requirements for police and fire protection, provision of
additional school, park, and recreational facilities, and additional mainten-
ance requirements on all county faculties and roads. This would also
include such impacts as associated with extension of utility lines (power,
natural gas, telephone) and the provision of suitable long term sewerage,
domestic water, storm water runoff, and solid waste disposal systems.
A third potential environmental impact revealed by the staff evaluation Involves
the subsurface injection of sewage effluent and storm water runoff. This waste
water placed at a depth will percolate downward toward the aquifer rather
than evaporating back Into the atmosphere as under natural conditions. A
portion of the contaminants will likely be filtered out of this waste water,
but the resulting quality has not been determined yet. About 3.5 acre -feet of
waste water will be injected beneath the soil surface, 2.5 acre -feet of which
will be septic tank effluent.
The Spokane County Health District has identified a potential problem in
the operation of septic tank- drainfield type sewage disposal systems on
lots 1 through 4, block 2. Due to the topographic setting, the Health District
is recommending a building setback of 65 feet for these lots to allow front

yard drainfields. With this condition, the septic tank systems should
operate effectively and no adverse impacts will result.
The final potentially significant environmental impact involves the conversion
of five (5) acres of productive agricultural land into suburban residential
use. The site is currently used as active pasture land and is proposed for s
single family deve lopment at a gross density of 3.2 units per acre.
The conclusion of this environmental checklist review is that no significant
environmental impacts will likely result from the proposal if the specified
mitigating measures are adopted.' Therefore, it is recommended that a
Declaration of Non - Significance be issued and an environmental impact
statement not be required.
C. ZONING RECOMMENDATION:
Nanning Staff Recommendation: Approve Clark's Subdivision of Part of
Trentwood Orchards as indicated on the preliminary plat of record to Single
Family Residential (R -1) Zone Classification upon the filing of the final plat.
REASONS:
1. The lots in the plat have been designed to accommodate single family
residences; proposed density of 3.2 units per acre.
- 2. The Planning Commission has been routinely upgrading similar residen-
tial plats in the Spokane Valley to tha Single Family Residential (R -1)
. Zone.
3. The staff is of the opinion that none of the lots within the subdivision
have disadvantaged relationships which would warrant duplex zoning.
4. The Single Family Residential Zone Prohibits duplexes, animal keeping
other than household pets, mobile homes, and home occupations.

above plat. (Map dated May, 1976)
The following observations and recommendations shall be considered:
1. Due to the slopping terrain on lots 3 and 4, block 2, all
building structures shall be required to set back 67 feet
from Neroy Avenue.
2. If a temporary Cul De Sac is needed at the north end of
51las.Road - lot 6, black.2 and lot 1, block 1 will not
have sufficient remaining land area (due to structural
set backs) to properly accommodate sub - surface disposal
systems.
3.. Assuming no Cul De Sac it needed an Silas -Road, lots 1
and 2, block 1 and lots 5 and 6, block 2 are restricted
on the proper installation of disposal drainfields due to
the 15 -20% terrain slope on said lots; consequently, a
typical plot plan and accompanying cross - sectional plan
shall be submitted for each lot to show set backs,
structure dimensions, drainfield design, existing grade
elevations, cut down elevations, and soil "fill" areas.
