and to the satisfaction of the County Road Engineer: such improvements to be completed not

Upon failure of the PRINCIPAL to comply with the requirements stated herein within the
time authorized, the OBLIGEE shall look to the SURETY for satisfaction to the extent of
this BOND.
The obligation of this BOND shall be kept in full force and effect until, in the
opinion of the OBLIGEE, the requirements herein stated have been satisfied in which event
written release will be given by the OBLIGEE, the OBLIGEE having sole right to grant such
release and the SURETY hereby waives all rights to release from the obligation except

The following specifications shall apply to' the improvement of the roadways of the above
titled plat. No variance from these specifications will be allowed without specific
prior written approval of the Spokane County Pnad Engineer, hereinafter called "Engineer ".
The Subdivider she.11 be solely responsible for all costs of the roadway improvements
herein specified unless otherwise specifically stated.
GRADING: The roadways shall be graded and shaped to the lines and dimensions of the
typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow for the thickness of surfacing and future pavement courses and
the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect-
ed and approved by the Engineer prior to the placing of any surfacing material.
CURBING: Required only when specifically noted on the typical section attached. When
required by the County or when required by the Subdivider as a condition of sale, curbing
shall conform to these specifications: Curt, shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb shall be installed in the roadways without a written permit from
the Engineer.
SURFACING: The types, width of courses, and compacted thickness of surfacing material
required to he placed on the roadways is shown on the typical section. The following are
specifications for the various types of . urfacing materials:
Pit Run Material shall be natural gravel, talus or shot rock from a
source approved by the Engineer. Normally the maximum particle size
shall not be greater than two - thirds of the compacted course thickness.
In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Base Course Material shall be crushed rock or gravel being well graded
from 1 *" maximum sire to dust. The material shall have sand equivalent
test value of not less than 40.
Top Course Material shall be crushed rock or gravel being well graded from
5'8" maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All surfacing materials shall be subject to the approval of the Engineer and he shall be
notified ,of the sources of such materials within sufficient time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE: County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on the approved drainage plan on file in the Engineer's
Office. Gravel backfill will be required for catch basins only when specifically called
for. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system.
PAVEMENT: Required only when specifically noted on the typical section attached. Whether
required or not, any pavement placed on the roadway shall conform to the requirements of
the !Washington State Highway Specifications for the type of pavement

involved, unless written modification and approval is given by the Engineer. No
pavement shall be placed on the roadways without a written permit from the Engineer.
ENGINEERING: All engineering required to satisfactorily complete the improvements
herein required, such as staking of roadway grades, curbs, etc., shall be provided
by he Subdivider at his cost.
COMPLETION: The improvements herein required shall be completed an or prior to the
date specified on the Subdivision Roadway ImprovementBond, unless said date be
extended by the Engineer. Extension of time for completion shall in no way nullify
any of the requirements of these specifications. When the Engineer has inspected
and approved the completed improvements he will give written notice to the Subdivider
of such approval. Only such written notice will release the Subdivider of the .
requirements of these specifications.

Dear Mr. Kenally:
Pursuant to our telephone conversation of March 31, 1977,
I am writing this letter to confirm my intention of obtain-
ing roadways easement from the Bonneville Power Administration.
The easement would pertain to the area where 14th avenue, as
part of the referenced plat, would cross the Bonneville ease-
ment.
I wish to make it clear that I am undertaking this action to
accomodate the orderly development of Sullivan Way Addition,
and specifically wish to point out that the described ease-
ment is not a condition of the County Commissioners Findings
and Order concerning said plat. Since it is not part of the
Findings and Order it should not be used as a condition to
filing the plat, especially in light of the Engineers incon-
sistency in requiring said easements.

grades be submitted to the County Engineer for approval prior to construction and
.the filing of a final plat;

ZE- 95 -76 -- AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL AND /OR
TWO- FAMILY RESIDENTIAL
Planning Commission Recommendation: Approve, subject to the following
conditions: (Four voted "yes" and two voted "no ".)
REASONS:
1. This preliminary plat would be adjoined to the north by an existing
preliminary plat of similar density.
2. There are two similar plats south of Sixteenth Avenue.
3. All the criteria necessary for this type of preliminary plat is available;
such as, public water, public schools, utilities, and major
arterials.
A. CONDITIONS:
1. That the plat be designed as indicated on the preliminary plat of record
and /or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any
lot be further subdivided for the purposes of creating additional lots
or building sites without filing a.replat.
3. That the plat provide for right of way width for streets as indicated on
the preliminary plat of record.
4. That appropriate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that terminate or
border the palt boundary. (Temporary cul de sacs are required when
streets terminate at the plat boundaries,)
5. That appropriate street names be indicated,
•6. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the
utility companies. Written approval of the easements by the utility
company must be received prior to the submittal of the final plat.
7. That a plan for water facilities adequate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor), and fire 'protection district

will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said water plan and
certification will be drafted on a transparency suitable for reproduction.
The water supplier (purveyor) will also certify prior to the filing of the
final plat on a copy of said water plan that appropriate contractual
arrangements have been made with the plat sponsor for construction of
the water system, in accordance with the approved plan, and in accord-
ance with a time schedule. The time schedule will provide, in any case,
for completion of the water system and inspection by the appropriate
health authorities prior to application for building permits within the
plat. The contractual arrangements will include a provision holding
Spokane County and the water supplier (purveyor) harmless from claims
by any lot purchaser refused a building permit due to the failure of the
plat sponsor to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the
public water system as approved by County and State Health authorities
and the local fire district and water supplier (purveyor) will be installed
within this plat, and the subdivider will provide for individual service
to each lot prior to sale of each lot.
NOTE: The Spokane County Health District has determined that the soil
conditions in the plat are suitable for on -site sewage disposal systems
on each lot,
8. That a certificate of title be furnished the Planning Department prior to
the filing of the final plat.
9. That the preliminary plat be given conditional approval to
September 1, 1977.
10. That streets be improved to standards established by Spokane County
or a bond to cover the cost of such improvements be furnished the County
Engineer. The bond may also cover the cost of "as built" plans,
engineering costs, and placing of final center line monuments.
11. That profiles of streets, cross sections, proposed grades, and drainage
plan of the plat be submitted and approved by the County Engineer and
by the Planning Director before the final plat is drawn. Prior to accept-
ance of the improvements or release of bonds, a certificate by a
registered civil engineer or licensed land surveyor will be required
indicating that all improvements have been installed to the lines and
grades shown on the apprDved construction plans.
12. Conditional approval of the plat is given subject to the dedication of the
right of way to the public and approval of the road system in the plat by
the County Engineer, and that a'statement be placed in the final plat dedi-

cation prohibiting individual lot access to the two (2) adjacent major
arterials, Sixteenth Avenue and Sullivan Road. Also, that an additional
ten (10) feet of right of way be dedicated to Sixteenth Avenue and
Sullivan Road as shown on the preliminary plat of record,
13. That a name be indicated before the final plat is filed; such name to
be approved by the County Assessor and the Planning staff.
B. STAFF ENVIRONMENTAL REVIEW:
As required in WAC 197 -10 -320, the staff of the County Planning Commission
reviewed the environmental checklist submitted by Mr. Willard Boatwright
in behalf. of Mr. J. Brent McKinley for a preliminary subdivision of Sullivan
Way. The proposal is located approximately in the SE 1/4 of the SE 1/4 of
Section 23, Township 25 N., Range 44, E.W.M., west and adjacent to Sullivan
Road and north and adjacent to Sixteenth Avenue. The proponent is requesting
to subdivide 12.9 acres into 35 lots to be developed with single family
residences and duplexes creating a gross density of about 2.7 units per acre.
The site is located on gently rolling terrain, currently cultivated land.
The staff review has identified four potential areas of environmental impacts.
First, and common to all subdivisions is the increase in motor vehicle traffic
and all the effects associated therewith. These would include such impacts
as increased air pollution, specifically suspended particulates from unimproved
streets, increased noise, and increased public safety hazards from traffic.
A second potential environmental impact area considered was the increased
demand on public services and utilities. This would include such factors as
increased requirements for police and fire protection, provision of additional
school, park, and recreational facilities, and additional maintenance require-
ments on all county facilities and roads. This would also include such impacts
as associated with extension of utility lines (power, natural gas, telephone)
and the provision of suitable long term sewerage, domestic water, storm water
runoff, and solid waste disposal systems.
A third potential environmental impact revealed by the staff evaluation involves
the subsurface injection of sewage effluent and storm water runoff. This waste
water placed at a depth will percolate downward toward the aquifer rather than
evaporating back into the atmosphere as under natural conditions. A portion of
the contaminants will likely be filtered out of this waste water, but the resulting
quality has not been determined yet.
A final area of environmental impact involves the removal of existing agricultural
land from productivity. This 12.9 acres will be converted to suburban residen-
tial uses at a gross density of 2.7 units per acre.
The conclusion of this environmental checklist review is that no significant
environmental impacts will likely result from the proposal if the specified mitiga-

Ling measures are adopted. Therefore, it is recommended that a Declaration
of Non - Significance be issued and an environmental impact statement not be
required.
C. ZONING RECOMMENDATION:
Planning Commission Recommendation: Upon filing of the final plat, approve
Lots 1 through 5, Block 1 and Lot 10 of Block 4 of Sullivan Way Addition, as
indicated on the preliminary plat of record to the Two - Family Residential (R -2)
Zone Classification and approve the balance of Sullivan Way Addition to the Single
Family Residential (R-1) Zone.
REASONS:
1, The Planning Commission is of the opinion that the interior lots of
Sullivan Way Addition are not sufficiently disadvantaged to warrant
duplex development, whereas, Lots 1 through 5 of Block 1 are Lot 10
of Block 4, have frontage on Sullivan Road, a major arterial, and
are situated on the edge of a residential neighborhood.
2, The Planning Commission has been upgrading similar residential plats
in this area to the Single Family (R -1) Zone and lots with frontage on
a major or secondary arterial have been upgraded to the Two - Family
Residential Zone Classification.
3. Both the Single Family (R -1) Residential Zone and the Two - Family
Residential (R -2) Zone Classifications prohibit large animal keeping,
and mobile homes.
